Reduce cloud-workload energy by matching resources to demand, eliminating idle processing and unnecessary data, and measuring energy or emissions against useful work. Start with the workload’s actual usage and requirements; a lower bill or a move to a different cloud region is not, by itself, proof of lower energy use.

Measure what the workload uses before changing it

Identify which projects, regions, and services account for the largest resource use or emissions, then prioritize those hotspots. Review cloud usage and carbon reporting where available, and compare location-based emissions—which reflect the electricity grid where the workload runs—with market-based reporting when the provider offers it.

Billing can help point to resources worth investigating, but cost is not an energy measurement. Prices and emissions can diverge because of region, service, and accounting method. Record each change, such as resizing or decommissioning a resource, and check its observed effect rather than assuming that lower spend means lower energy use.

Right-size compute and scale with demand

Match provisioned capacity to actual workload needs. Review utilization over time and choose a machine family and size suited to the job instead of defaulting to a general-purpose configuration. An oversized resource can consume capacity without delivering useful work; an undersized one can harm latency, throughput, or reliability.

Set scaling policies around workload behavior. CPU may be a useful signal, but queue depth or latency can be more relevant for some applications. Use reactive scaling for variable demand and scheduled or proactive scaling when usage patterns are predictable. Tune thresholds and cooldowns to avoid unnecessary scale changes.

Ask resource owners to confirm that unattended projects and services are still required before decommissioning them. Remove confirmed-unused capacity, while preserving resources needed for recovery, security, or compliance.

Choose an execution model that fits the job

For fault-tolerant work that does not need an immediate result, batch jobs can make it practical to consolidate work and schedule it for suitable periods. Interruptible or spot capacity may be an option when jobs can tolerate interruption and retrying; it is not appropriate for every workload.

Managed services may automate provisioning or scaling and help avoid idle capacity, but their efficiency depends on the service, application, and reliability and cost requirements. Treat provider recommendations as guidance for that provider’s services, not proof that a managed option is more efficient for every application.

Reduce data that is stored and processed

Review data for obsolete, duplicated, shadow, or dark copies. Apply retention rules, then archive or delete information that no longer needs active storage, subject to legal, business, and recovery requirements. Consider whether backups of easily recreated intermediate data are necessary.

For analytics, compressed columnar formats can reduce storage footprint and the input/output work needed to process data. For AI training and serving, retain only the data the task requires; sampling or aggregation may help when they still meet model requirements.

Limit avoidable data movement and replication

Where feasible, run compute-intensive processing near the data it uses. Replicate across regions only to meet real availability or disaster-recovery needs, and retain the latency, resilience, and recovery objectives those copies support.

Choose regions only after considering latency, data residency, compliance, resilience, and service availability. A region with a lower-carbon electricity grid may reduce location-based emissions, but changing regions does not automatically reduce workload energy. Data transfers, duplicated capacity, and grid mix all affect the outcome.

Compare changes against workload requirements

Do not optimize one metric in isolation. Before adopting a change, compare the alternatives across these dimensions:

  • Efficiency: energy or emissions per unit of useful work, such as a transaction, request, or completed job.
  • Service performance: latency and throughput.
  • Resilience: availability, recovery, and reliability.
  • Cost: total cost, interpreted alongside resource or emissions data rather than as a substitute for it.
  • Location and accounting: location-based and market-based emissions where available.
  • Constraints: data residency, privacy, and regulatory requirements.

Keep service-level objectives and legal, security, and retention obligations intact while looking for a more efficient way to meet them.

Track efficiency continuously

Choose a useful output unit—for example, energy or emissions per transaction, request, or completed job—and review it alongside service-level objectives. Track utilization and carbon data regularly, attribute changes to specific actions, and use deployment checks or governance to catch regressions. AWS recommends sustainability goals tied to resources per transaction or user; Google Cloud recommends incorporating measurement into operational feedback and reporting.

Do not assume a universal savings percentage: the outcome depends on the workload and the services, energy, electricity-grid carbon intensity, and renewable-energy procurement involved. Treat each optimization as a change to measure under your own operating conditions.

What PUE tells you—and what it does not

Power Usage Effectiveness (PUE) is a standardized data-centre ratio comparing total facility energy with energy used by IT equipment. ISO/IEC 30134-2:2026 describes measurement, calculation, and reporting rules intended to support consistent comparisons. PUE can help facility operators examine overhead such as cooling and power distribution.

PUE is not a measure of a particular cloud workload’s energy use or useful output. It should not be used alone to compare the energy or carbon efficiency of applications or cloud services. Workload owners need resource or carbon data tied to their own work, while facility operators use PUE to assess facility overhead.

Who reports data-centre energy in the EU?

The European Commission says the Energy Efficiency Directive introduced monitoring and reporting obligations for data centres with significant energy consumption, with relevant data collected in a European database. Separately, on 21 September 2026, the Commission reported a proposed common rating scheme and opened a consultation and call for evidence on possible minimum performance standards. Its page said the consultation was scheduled to run until 14 December 2026 and that a legislative proposal was planned for the second quarter of 2027. These are EU policy developments, not instructions for changing an individual cloud workload.
