In November 2004, Shanghai Bell-Alcatel agreed to invest a reported $350 million in work to develop and industrialize China’s TD-SCDMA 3G standard with Datang. The deal was a strategic cooperation agreement—not evidence that Alcatel bought an equity stake in Datang. Alcatel later reported trial-network deployments and participation in China Mobile’s TD-SCDMA trials.
What did Alcatel invest in Datang for?
The reported investment was intended to support TD-SCDMA research, development and industrial production. TD-SCDMA—Time Division-Synchronous Code Division Multiple Access—was a 3G mobile standard developed for the Chinese market and associated with Datang.
The parties were Datang and Shanghai Bell-Alcatel, Alcatel’s China joint-venture vehicle. Alcatel-Lucent later described its relationship as an alliance with Datang Mobile to foster development of the standard. The available accounts describe project investment and strategic cooperation; they do not establish a direct equity purchase in Datang.
How much was the investment, and when?
A 2014 scholarly account by SinoSS reports that Shanghai Bell-Alcatel invested $350 million under a strategic cooperation agreement signed with Datang in November 2004. The amount is the figure reported for that agreement; the account does not describe it as a recurring payment.

Why did TD-SCDMA matter to China?
TD-SCDMA was presented as a 3G system for China’s domestic market, giving the country a role in developing a mobile standard rather than relying solely on foreign standards. Datang and Siemens jointly released the system for the China market on 11 April 2001, promising its full development. Its significance in the Alcatel-Datang arrangement was therefore both technical and industrial: the partners aimed to advance the standard’s development and production.

- 2006: Alcatel reported deploying TD-SCDMA trial networks in China.
- Early 2007: Alcatel’s later annual-report account says the first phase of a China Mobile TD-SCDMA trial began.
- 2008: Alcatel reported winning a phase-II China Mobile TD-SCDMA trial award.
These later trial milestones show follow-through beyond the 2004 agreement, but they should not be confused with commercial nationwide service or proof of the standard’s ultimate market performance.
