Telegram may appear to be “not sending” when the message has actually reached the recipient. Start by checking the mark beside the message:
- One check (✓): Telegram delivered the message to the cloud, but the recipient has not opened the conversation.
- Two checks (✓✓): The recipient opened and read it.
If the recipient sees the message only after opening Telegram, the sending process worked; the problem is a notification setting or a background restriction. If the message remains stuck with a spinner, fails to leave the chat, or Telegram cannot connect, work through the fixes below.
1. Confirm that it is really a sending problem
Send a short test message to Saved Messages or another chat you control. Then compare what happens:

This distinction prevents a common mistake: deleting the app or logging out when Telegram has already delivered the message.

2. Test another network
Switch from Wi-Fi to mobile data, or from mobile data to a different Wi-Fi network. Also try opening a website or another online service. If other services work but Telegram does not, the current network may be blocking or restricting Telegram connections.
Public Wi-Fi, workplace networks, school networks, and some mobile providers can restrict messaging services. If Telegram works on mobile data but not Wi-Fi, restart the router and test again. Do not assume that reinstalling Telegram will solve a network-level block.
3. Disable or replace a failed proxy
A broken Telegram proxy can make the app look offline even though the phone has internet access. When Telegram is connected through a proxy, a shield icon appears at the top of the chat list. Tap it to open the proxy settings and disable the proxy or select another one.
You can also reach the settings manually:
- Android:
Settings > Data and Storage > Proxy Settings - iPhone or iPad:
Settings > Data and Storage > Proxy - Telegram Desktop:
Settings > Advanced > Connection Type - Telegram for macOS:
Settings > Data and Storage > Use Proxy
If several proxies are configured, enable Auto-Switch Proxies. Telegram can move to the next proxy when the current one disconnects. MTProto proxies require a server, port, and secret. SOCKS5 proxies require a server and port, with an optional username and password.
Use only a proxy source you trust. A proxy operator may be able to log that your IP address is connecting to Telegram.
4. Update Telegram and relaunch it
An old or temporarily stuck client can fail to send messages even when the account and network are fine. Update Telegram from the relevant official app store or use an official Telegram client. Supported options include Telegram for Android, Telegram for iPhone and iPad, Telegram Desktop for Windows, macOS and Linux, Telegram for macOS, and Telegram WebA or WebK.
- Install any available Telegram update.
- Close Telegram completely.
- Open it again and send a test message.
On Android, Telegram’s troubleshooting guidance specifically recommends terminating the app from the running-process or recent-apps list before launching it again. The official FAQ currently lists iOS 13.0 or later and Android 5.0 or later as minimum platforms, although the exact features available can depend on the current app version.

5. Check whether the recipient has blocked you
If your messages to one particular person stay at one check and you can no longer see their normal online or last-seen status or profile picture, blocking is one possible explanation. Telegram does not notify a blocked sender.
The recipient can verify this from Settings > Blocked users. There is no setting on your own account that can force a message through a block. Avoid treating one check by itself as proof of blocking: one check is also the normal state when a delivered message has not yet been read.
6. Check recipient rules for new private messages
The recipient may intentionally prevent certain people from starting a conversation. Telegram Premium users can set who may start chats to either Everyone or My Contacts and Premium Users.
With My Contacts and Premium Users selected, a non-contact who does not have Premium cannot start a new chat. That person can reply after the recipient messages first. This setting was introduced in Telegram’s January 2024 update.

7. Check for Star Messages
Some Telegram users require people outside their contacts to pay a fee in Telegram Stars before sending a message. Telegram shows the required number of Stars before the message is sent.
If the payment prompt appears, the message is being stopped by the recipient’s Star Messages setting, not by a failed internet connection. Your documented alternatives are to:

- send the required Stars;
- wait for the recipient to message you first; or
- ask the recipient to add you to their contacts.
This commonly affects first-contact messages and can be mistaken for a Telegram delivery bug.
8. Check whether Telegram has limited your account for spam
Telegram may restrict an account after reports of unwanted messages. A restricted account can generally message only people who have saved the sender’s number as a contact. Unsolicited messages to people the sender does not know are particularly likely to trigger reports.
If you can message existing contacts but cannot start chats with unfamiliar users, this restriction is more likely than a network failure. Stop sending repeated test messages, especially to strangers. If you believe the restriction was applied incorrectly, use the official appeal route linked from Telegram’s FAQ.

When messages arrive but alerts do not
If a recipient sees your message after opening Telegram, delivery is working. Check notifications instead:
- iPhone or iPad: check Telegram’s in-app notification settings and
Settings > Notificationsin iOS. - Android: open Telegram’s
Settings > Notifications and Soundsand set notification importance to High or greater. Also check Android’s notification priority and behaviour settings.
Android background restrictions can suppress alerts. Telegram’s documented manufacturer-specific paths include:

When only a Secret Chat is affected
Secret Chats are different from ordinary Telegram cloud chats. They exist only on the two devices where the Secret Chat was created and do not synchronize to other logged-in devices. If you opened Telegram on another phone or desktop and cannot find the conversation, that does not mean the ordinary account messages were lost.

Do not log out as a routine sending fix. Logging out preserves cloud messages but destroys that device’s Secret Chats and their messages. If the problem is local storage rather than delivery, use Settings > Data and Storage > Storage Usage > Clear cache. Clearing the cache does not log you out.
Fastest troubleshooting order
- Look at the check mark and determine whether the message was delivered.
- Send a test message to Saved Messages.
- Switch networks.
- Disable a proxy or select a working proxy.
- Update and fully relaunch Telegram.
- If only one recipient is affected, check blocking, privacy rules, Star Messages, and contact status.
- If new conversations fail generally, check for a spam limitation.
- If messages arrive without alerts, fix notification and Android background settings.
- Do not log out if the affected conversation is a Secret Chat.
FAQ
Does one check on Telegram mean the message was not delivered?
No. Telegram’s current terminology says one check means the message was delivered. Two checks mean the recipient read it.

Why does Telegram send messages only to some people?
The recipient may have restricted new messages to contacts and Premium users, enabled Star Messages, or blocked your account. Your account may also have a spam-related restriction affecting messages to non-contacts.
Can Telegram Premium bypass a recipient’s privacy settings?
No. Premium does not override every recipient restriction. A recipient can still control who may start chats.
Will reinstalling Telegram fix messages stuck on sending?
Not necessarily. Test the network and proxy first, then update and relaunch the official client. Reinstalling is not a fix for a blocked network, recipient restriction, spam limitation, or blocked account.
Should I log out of Telegram to fix sending?
Usually not. Logging out removes Secret Chats and their messages from that device. For ordinary local storage cleanup, use Settings > Data and Storage > Storage Usage > Clear cache instead.
The Bottom Line
Start with the check mark: one check means Telegram delivered the message, while no completed send indicates a connection or client problem. Test another network, inspect the proxy, update and relaunch the app, then investigate recipient blocks, privacy rules, Star Messages, and spam limits. If the message arrives but no alert appears, fix notifications rather than sending.
