A report can look right in a browser preview and still break differently in the exported PDF. The reason is that the two outputs may be laid out by different rendering systems: browser HTML is optimized for screen display, while PDF uses fixed pages. Barry Mooring, who built BroadPaper’s embeddable report designer, describes the preview’s page break as “really a guess about where the break will fall in the final file.”
Why preview and PDF pagination diverge
HTML and PDF do not necessarily paginate the same way. Microsoft classifies HTML as a soft-page renderer, optimized for screen viewing, and PDF as a hard-page renderer, tied more closely to physical page dimensions. The resulting page breaks can depend on the renderer, page size, report-body dimensions, item sizes, and settings such as keep-together and explicit page breaks. Microsoft recommends an iterative cycle of previewing, exporting, reviewing, and revising rather than treating the browser preview as proof of the final layout. Microsoft’s explanation of paginated-report layout and rendering describes those differences.
A similar distinction appears in Bold Reports documentation: its PDF output follows hard-page layout, while HTML uses soft-page layout. Content wider than the usable page area can also create extra pages. These examples illustrate common renderer differences; they do not mean every reporting product handles pagination identically. How real data exposes a layout problem
Sample data can conceal pagination defects. Mooring describes a table that appears to fit in a preview with a small sample, then grows when a customer has more holdings. Once the rows cross a page boundary, the next page may lack a repeated table header, leaving readers unsure what the columns mean. Longer text, different values, or a slightly changed layout can similarly push content across a boundary.

That is why “it looked fine in the preview” is not a sufficient PDF quality check. A plausible-looking file can still be wrong: Mooring says he encountered silent clipping and text-extraction defects. Text that appears visually acceptable may be missing or out of order when copied, searched, indexed, or processed by assistive technology.
BroadPaper’s approach: decide page breaks once
In his account of building BroadPaper, Mooring describes measuring document sections as a continuous galley and passing those measurements to a separate paginator. That paginator assigns page windows and applies rules for keeping content together, handling orphans and widows, repeating table headers, and placing running headers with page numbers. The on-screen canvas and PDF renderer then consume the same page decisions, rather than independently guessing where each break belongs.

Mooring says the same engine and embedded fonts are used for preview and PDF measurement. He also reports a Chromium comparison test that fails when a section drifts by more than 12 pixels. That threshold is a BroadPaper implementation detail reported by its builder in 2026, not an industry benchmark or a guarantee of identical output across every browser, font, or document.
Handling content that crosses a page window
Mooring says BroadPaper uses Forme, an open-source MIT-licensed PDF renderer written in Rust and compiled to WebAssembly. He describes finding that content taller than a page could be silently clipped and that text from neighboring pages could remain in a page’s content stream. In his account, the correction crops each section to its page window and tracks rows dropped above that window. These are reported implementation findings, not an independent assessment of the renderer or a claim that the same defect affects other PDF libraries.

He also describes the practical constraints of measuring large tables in that implementation: a measurement surface 200,000 points tall could be reached at around 10,000 rows, so tables over 1,000 rows are measured in batches and joined. Those figures are BroadPaper-specific implementation details reported in 2026; they do not establish general performance limits for PDF tools.
Why use a structured document tree
Rather than treating a report as a free-form canvas, Mooring describes a structured tree of pages, sections, rows, columns, and blocks. The goal is to preserve alignment and reduce overlap as data changes shape, while still allowing drag-and-drop editing, field binding, conditional content, themes, and custom blocks. For user-authored calculations, he says BroadPaper uses a tokenizer, Pratt parser, tree-walking interpreter, and schema type-checking instead of JavaScript eval. That is a design choice, not by itself proof that an application is secure.

How to choose a document-generation approach
The right architecture depends on who creates templates, how exact pagination must be, and where rendering happens. Mooring positions BroadPaper for end-user-authored documents that need controlled pagination, react-pdf for developers who author every document in code, and Puppeteer for cases where existing HTML already prints acceptably. Those are workflow distinctions, not a neutral ranking: the sources provide no comparable benchmark across the options.

Compare the choices against your actual constraints: who maintains templates, whether preview must match PDF page-for-page, how variable or large the data can get, whether repeated headers and page numbers are required, what runtimes and browser dependencies are acceptable, and how data moves through the rendering system. BroadPaper’s overview describes its own SDK and deployment options, but those are vendor claims rather than comparative measurements. BroadPaper documentation overview.

How to test a report before relying on its PDF
Test the exported file as a document, not just as a picture. Include representative fonts and layouts, realistic data, and cases near page boundaries. A useful test set should cover:
- Short and long values, including the longest text users can reasonably enter.
- Tables that span multiple pages, with enough rows to test repeated headers and page transitions.
- Sections that nearly fill a page, plus content that must stay together or may split.
- Clipping, missing content, unexpected blank pages, and content outside the usable page width.
- Page count and the order and completeness of extracted text, not only visual appearance.
- The same template and data in every output path you intend to support, such as browser preview, server rendering, or a .NET client.
When output differs, identify which renderer made the decision and inspect page dimensions, margins, item widths, and keep-together or page-break settings. Microsoft’s guidance is to revise and repeat the preview-export-review cycle; a preview is one test surface, not a substitute for examining the final PDF.
