Give every pull request an isolated preview deployment and a matching non-production data source. For most UI and behavior checks, seed deterministic synthetic fixtures. If reviewers need realistic relationships or record distributions, create a production-derived branch, mask sensitive data, validate the masking, and use that masked branch as the parent for preview databases. In either case, run migrations against the preview database and keep its credentials and integrations separate from production.

Why a preview deployment needs its own data source

A deployed preview and its database are separate resources. Creating a web preview does not automatically provide an isolated database, safe test data, or credentials that point to the right environment. Vercel documents Preview as distinct from Production and supports environment-specific variables; your workflow still needs to provision or select a database and connect the preview to it. The useful unit of isolation is the pair: a pull request’s application preview and the database it is configured to use. If multiple previews share a writable database, one pull request can change the state another reviewer is testing. If a preview writes to production, it can alter live data. Decide the database lifecycle and target explicitly rather than assuming deployment setup covers them.

Should you use synthetic data, masked production data, or shared staging?

Approach Use it when Strength Main trade-off
Synthetic fixtures Tests and reviews can be represented with deliberately authored records. Repeatable scenarios without importing customer records. Fixtures may not reproduce the relationships, distributions, or edge cases found in real data.
Masked production-shaped data Realistic relationships, distributions, edge cases, or record volume materially improve review. Retains useful data structure after configured sensitive values are masked. Masking rules and less-structured data require careful validation; masking is not an automatic compliance guarantee.
Shared staging database Per-pull-request isolation is not required and a shared environment suits the team’s workflow. Less per-preview provisioning. Concurrent changes can interfere, and state can drift or require resets.

Start with synthetic fixtures

Use synthetic fixtures as the default when they adequately exercise the application. Make the seed repeatable and include the product states reviewers need to see: for example, empty, ordinary, boundary, and relevant error cases. Keep the data intentionally authored so a test can establish a known starting state instead of relying on whatever a previous run left behind.

Neon’s preview-branches example repository includes a setup script that creates tables and runs a seed script. It is an example of one implementation, not a universal fixture design or a requirement to use that stack.

Use masked production-shaped data only when fidelity matters

When synthetic records cannot reproduce important relationships or distributions, a production-derived dataset may make review more representative. Neon’s masked production data guide describes branching from production, applying masking rules, and using the masked branch as the base for non-production environments. That can preserve structure and relationships as described by the provider, but it does not establish that any particular team’s rules are sufficient or that the workflow satisfies a legal requirement.

Define and verify the masking policy for the actual data model. Consider direct identifiers, quasi-identifiers, free-text fields, associated files, logs, and copies sent to downstream systems. A rule applied to database columns will not necessarily address data stored elsewhere.

Keep shared staging as an explicit trade-off

A shared staging database can be reasonable if preview isolation is not important for the team’s use case. Account for contention between concurrent changes, reset needs, data sensitivity, and the effort of maintaining that shared state. Neon’s branching tutorial discusses limitations of shared staging for teams working on separate changes; it does not make per-pull-request databases the right choice for every team.

How to create a database for each pull request

Use a provider-neutral lifecycle: start from the pull request event, prepare the data source, then deploy the application with matching configuration. The exact API calls and workflow syntax depend on your database and CI/CD provider; the steps below describe what the workflow needs to accomplish.

  1. Start on a pull request event. Associate the run with the pull request so the database, deployment, credentials, and cleanup can all be tied to the same change.
  2. Provision an isolated database or select a reusable seeded test database. Choose per-pull-request provisioning when concurrent changes need independent writeable state. A reusable database is an option where its reset and concurrency behavior are acceptable.
  3. Prepare the data. Seed deterministic synthetic fixtures, or create the database from a previously masked production-shaped parent if realistic data is needed. Do not make a fresh unmasked production copy the default preview source.
  4. Apply schema migrations to that database. Run migrations as part of the workflow so the preview schema matches the code being reviewed. Make migration execution fail the workflow if the database cannot reach the expected schema; do not quietly deploy against an incompatible one.
  5. Deploy the application preview and set its database connection. Inject the credentials for the corresponding non-production database through preview-specific configuration, not the production connection. Vercel documents separate environment variables for Preview and Production in its environment documentation.
  6. Run checks and share the preview URL. Verify the application can reach the intended database and that expected fixture data is present before asking reviewers to use the preview. Vercel documents generated preview URLs for Git deployments in its Git deployment documentation.
  7. Remove ephemeral resources when the pull request closes or merges. Delete its database branch and expire or revoke associated credentials where supported. The Neon tutorial and example workflow demonstrate creating a branch for a preview and deleting it when the pull request closes.

Neon’s tutorial demonstrates database branches, migrations, and branch deletion in a Neon, GitHub Actions, and Vercel example. Those services illustrate the lifecycle; they are not mandatory components of a pull-request preview architecture.

How to keep preview configuration away from production

Configuration is part of data isolation. A separate database is not enough if a preview can still trigger live email, payments, webhooks, or scheduled jobs. Treat the following as workflow checks:

  • Confirm the effective database target in both workflow configuration and deployment settings; the preview’s write path must not point at production.
  • Store preview credentials as environment-specific secrets, with the narrowest practical scope and lifetime.
  • Use non-production email, payment, analytics, and third-party integration settings, or disable actions that could affect real customers.
  • Restrict access to preview URLs when the data or functionality warrants it. A unique URL alone is not an access-control policy.
  • For production-derived data, apply masking before creating per-pull-request branches from the masked parent, and separately assess unstructured fields and files.

These safeguards are implementation guidance, not a security or compliance certification from the deployment or database provider. A provider’s environment-variable support does not by itself guarantee that every integration or secret is safely isolated.

What can fail, and how to recover

  • The preview loads but has no expected records: check that the seed step ran against the same database whose credentials the preview received, and inspect the workflow result before redeploying.
  • The application reports schema errors: confirm the migration step targeted the preview database and completed successfully. Fix the migration or database state, then rerun the workflow rather than bypassing the failure.
  • Two previews affect each other’s data: verify they are not configured to share a writable database. If independent review state is required, provision distinct databases or branches.
  • A closed pull request leaves resources behind: check that the close/merge event reaches the cleanup workflow and that the resource identifier is retained from provisioning. Consider periodic cleanup for resources left by failed workflows.
  • Masked data still exposes sensitive information: reassess fields beyond structured identifiers, including free text, files, logs, and downstream copies. Do not treat a successful masking job as proof that every exposure path has been covered.

What the documented examples do—and do not—establish

Vercel’s documentation describes preview deployments for Git branches and pull requests, generated URLs, and environment-specific variables. Neon’s tutorial and example demonstrate a database branch for a preview, applying migrations, and deleting the branch when the pull request closes. Neon’s masking article describes using a masked production-derived branch as the base for non-production environments.

Those examples do not establish universal provider costs, branch performance, a legally sufficient masking policy, or that per-pull-request environments are always faster or cheaper than alternatives. Choose based on required data fidelity, sensitivity and masking effort, concurrency, migration and seed complexity, provisioning and cleanup burden, resource use, and whether integrations can be kept non-production.
