A browser extension is a small software program that adds or changes features in a web browser. It can add tools to the browser interface, change how web pages look or behave, or provide other browsing features. Extensions are commonly built with HTML, CSS, JavaScript, and browser-specific APIs.
What does a browser extension do?
Extensions augment the browser, but they do not all work in the same way. Depending on its purpose, an extension may add information or controls to the browser, modify page content, or enhance the browser interface. The W3C describes extensions as small applications that run within a browser and can modify its behavior, change web page content, or add or enhance interface features (W3C WebExtensions Working Group Charter).
Those are examples of what extensions can do, not a checklist every extension must satisfy. Some focus on browser controls; others affect pages or offer a specific tool while you browse.

How are browser extensions made?
Extensions commonly use HTML, CSS, and JavaScript, along with browser extension APIs. Those APIs provide capabilities beyond ordinary JavaScript running in a web page, subject to the browser platform and the permissions an extension receives. They do not mean an extension has unrestricted access to the browser or your data. Mozilla outlines these technologies and capabilities in its WebExtensions documentation; Google describes extensions as small programs built on web technologies that customize browsing in its Chrome developer documentation.

Are extensions and add-ons the same thing?
In everyday browser language, “add-on” is often used as another name for an extension. The terms are not used identically by every browser maker, however. Mozilla uses “add-ons” as a broader category that includes extensions and other component types; extensions are its most common type of add-on. See Mozilla’s add-ons overview.
Do browser extensions work in every browser?
Not necessarily. WebExtensions APIs are broadly compatible across major browsers, including Chrome, Safari, Edge, and Opera, but individual APIs and their behavior can differ. An extension may therefore need changes to work in another browser, and compatibility should not be assumed from its availability in one browser. Mozilla describes this broad-but-qualified compatibility in its WebExtensions documentation and add-ons overview.
