A digital flat-screen TV is a non-CRT television with a flat-panel display that receives or presents digitally encoded video. “Digital” describes how the signal is represented and decoded; “flat-screen” describes the display’s physical form. The phrase does not, by itself, promise HD resolution, smart-TV features, or support for every broadcast standard.
What “digital flat-screen TV” means
The phrase combines two separate characteristics:
- Digital describes a television system that receives, decodes, and presents audio and video carried in digital form. The International Telecommunication Union’s ITU-T J.1 glossary (January 2024), citing ITU-T J.117, defines a digital television device in those terms. It can be one unit or multiple components.
- Flat-screen describes the display’s physical form, in contrast to a cathode-ray-tube (CRT) television. The U.S. Food and Drug Administration’s non-CRT television or monitor classification includes LCD, LED, OLED, and plasma displays.
These characteristics are independent: a digital signal does not make a display flat, and a flat panel does not identify the signal standard it can receive.
How flat-panel display technologies differ
“Flat-screen” does not name one particular display technology. In consumer TVs, the main distinction readers often need is between LCD screens illuminated by LEDs and OLED screens whose pixels emit their own light.

|---|---|
| LCD with LED illumination | An LCD panel forms the picture, and LEDs illuminate the screen. ENERGY STAR notes that most TVs use LEDs to illuminate an LCD screen. |
| OLED | Each OLED pixel emits its own light rather than relying on an LED backlight. |
| Plasma | A flat-panel display technology included in the FDA’s non-CRT television classification. |
In ordinary product descriptions, “LED TV” generally means an LCD television with LED illumination, not a screen made from direct-view LED pixels. ENERGY STAR explains the difference between LED-illuminated LCD and OLED in its television guidance.

Digital does not automatically mean HD or smart
A digital television can display standard-definition video. ATSC’s standard-definition television glossary describes SDTV as a digital television format, while its HDTV glossary treats high definition as a distinct picture-quality description, characterized by increased resolution compared with conventional television and a 16:9 aspect ratio.
“Smart TV” is another separate feature category: it concerns network-connected services and applications, not whether the display is flat or whether the video signal is digital. A flat-screen TV may be digital without being smart, and a digital TV is not necessarily HD.

Check the broadcast standard, not just the label
The words “digital TV” alone do not establish which regional broadcast signals a television can receive. Compatibility depends on the tuner and the specific standard used by the broadcaster.

For example, ATSC identifies ATSC 3.0 as a newer U.S. digital terrestrial television system and says it is largely incompatible with predecessor ATSC systems. ATSC’s A/300:2026-04 ATSC 3.0 System page lists that version as approved on 14 April 2026. The date and standard apply to this U.S. broadcast example; they are not implied by the generic phrase “digital flat-screen TV.” For earlier ATSC digital television, the organization’s A/53 standards page describes system components including video, audio, transport, and RF transmission. It also cautions that the FCC-adopted version is not necessarily the current version of the standard.

When checking a particular television, look up its tuner specifications and confirm that they match the broadcast standard used in your location. A product description that says only “digital” is not enough to confirm compatibility.
