Mobile apps can collect significant information, but they generally cannot freely access protected phone resources such as your camera, microphone, contacts, photos, or location without the operating system’s permission. That permission is only one part of the picture: it does not explain every later use or sharing of data, and denying cross-app tracking does not stop all app activity.
What “without permission” means on a phone
iPhone and Android permissions govern access to specific protected resources. You can review and revoke many of those permissions in Settings, and some access can be limited to when an app is in use. Those controls answer whether an app may access a resource under the operating system’s rules; they do not provide a complete account of what happens to information after access.
An app may also include third-party software development kits (SDKs). The Federal Trade Commission’s 2024 account of its proposed InMarket complaint described allegations that location data was collected through SDKs in mobile apps and used for extensive profiling. These are agency-described allegations, not a finding about every app or SDK. FTC’s 2024 account
So, permission controls can reduce access, but they cannot by themselves establish whether an app retains, analyzes, combines, or shares data it has obtained. Nor does the available evidence support saying that all apps are spying.

What permission prompts and tracking controls cover
A permission prompt concerns a particular resource, such as location or the camera. App Tracking Transparency (ATT) is a separate Apple control for tracking across other companies’ apps and websites under Apple’s rules, including access to the device’s advertising identifier. Apple says developers may not use a substitute identifier to carry out tracking covered by the prompt after a user declines. ATT is not a universal block on an app’s first-party collection, operational telemetry, or network communications. Apple’s App Tracking Transparency guidance
Likewise, denying a permission can limit access to that resource without proving that the app collects no other information. Store privacy disclosures and an app’s privacy policy can help explain stated collection and sharing practices, but disclosures are not proof of what a particular app is doing on your device.

How to review access and activity on iPhone
Review or change permissions
- Open Settings > Privacy & Security.
- Choose a category such as Contacts, Photos, Location Services, Camera, or Microphone, then review the apps listed and change access that is not needed for the feature you use.
- For camera and microphone use, iOS requires apps to request permission and displays system indicators when those sensors are in use. Apple’s privacy and permission controls
Check recent access with App Privacy Report
- Open Settings > Privacy & Security > App Privacy Report and turn it on.
- Allow it to collect activity, then review its records of sensitive-data and sensor access and network activity.
On iOS 15.2 or later and iPadOS 15.2 or later, Apple’s report covers the prior seven days. It begins collecting only after you enable it, and its data is stored encrypted on-device. Network activity can show that an app contacted a domain, but does not prove what information was in a transmission. Apple App Privacy Report support
How to review access and activity on Android
Review permissions
- In Settings, open the app’s Permissions page, or open Permission Manager to review access by category. Menu labels and locations vary by device maker and Android version.
- For location, camera, and microphone, choose the least access that still supports the feature. Depending on the device and version, choices may include allow all the time for location, allow only while using, ask every time, or don’t allow.
- On supported versions, use device-level camera and microphone controls if you want to disable those sensors more broadly. Google Play permissions guidance
Inspect permission history
Open Settings > Privacy > Privacy Dashboard on supported devices to see which apps accessed permissions and when. Google documents a seven-day history on Android 13 and a 24-hour history on Android 12. The exact menu and availability depend on the phone and software release. What access reports can—and cannot—tell you
Apple’s App Privacy Report and Android’s Privacy Dashboard make some activity visible after they are enabled or recorded. They can help answer questions such as whether an app accessed a permission recently. They do not, on their own, reveal everything an app transmitted, how a recipient used it, or whether data was shared downstream.
Use reports alongside permission settings and the app’s privacy disclosures. If you are concerned about a particular app, investigate that app’s name, version, platform, permissions, and observed behavior. General platform guidance cannot determine what an unspecified app is doing on your phone.

A practical privacy check
- Review apps with access to location, microphone, camera, contacts, photos, files, and health or activity information.
- Remove permissions that do not fit a feature you use. Prefer while-in-use or ask-every-time access when offered and sufficient.
- Enable App Privacy Report on a supported iPhone, or inspect Privacy Dashboard on Android, and give the feature time to collect activity.
- Review store privacy information and the app’s own privacy policy to understand its stated practices, while treating those statements as disclosures rather than device-side proof.
