You can prepare to run Fedora 46 KDE Rawhide in a Windows 11 virtual machine by obtaining the Fedora KDE Plasma Desktop Edition ISO and creating a VM in your chosen hypervisor. But Fedora 46 is a development release, and the available Fedora installation walkthrough is for QEMU/KVM on a Fedora host—not Windows 11. No platform-specific Windows setup or compatibility guarantee is established here, so treat the steps below as a safe preparation guide, not verified click-by-click instructions for every Windows hypervisor.
Know what “Fedora 46 Rawhide” means
Fedora Linux 46 development began in Rawhide on August 11, 2026, according to the Fedora Linux 46 schedule; the Fedora Rawhide package changelog also identifies Rawhide as F46 on that date. Rawhide is a development stream, not a stable Fedora 46 release. Expect ongoing changes, and do not treat it as a dependable everyday system without accepting that development-stream risk.
For a conventional KDE desktop guest, choose Fedora’s KDE Plasma Desktop Edition. Fedora also recommends Kinoite as a KDE option, but Kinoite is the atomic desktop variant; the standard KDE Plasma Desktop Edition is the closer fit when you want a traditional installable desktop. See Fedora’s KDE edition information.

What the available Fedora VM instructions do—and do not—cover
Fedora’s published libvirt VM walkthrough demonstrates the general process: download an ISO, create a virtual disk, then install Fedora in a virtual machine. Its commands use QEMU/libvirt on a Fedora/Linux host. They are not Windows 11 instructions and should not be copied into VirtualBox, VMware Workstation, Hyper-V, or another Windows-hosted platform as though the commands or settings were interchangeable.
#1 Best Overall
- 1.1 GHz (boost up to 2.4GHz) Intel Celeron N5030 Quad-Core
Fedora’s Basic Release Criteria describe VM installation and boot testing with Fedora’s recommended QEMU/KVM/libvirt/virt-manager stack. That is not certification of every Windows 11 hypervisor or configuration.
Prepare the Windows 11 VM without assuming compatibility
- Choose a hypervisor and check its current documentation. Confirm support for your Windows 11 edition and CPU architecture, and look for its current guidance on Linux guests, UEFI, Secure Boot, display acceleration, networking, shared folders, clipboard integration, and any conflicting hypervisor features. The available sources do not establish which Windows platform is most reliable for Fedora 46 Rawhide.
- Get the right Fedora image. Start with Fedora’s Workstation download page to find the current Fedora download options, then confirm that the image you select is specifically the KDE Plasma Desktop Edition and is a Fedora 46 Rawhide build. Do not assume that a stable-release download is the Rawhide image you want.
- Create a new VM using your hypervisor’s own setup flow. Attach the downloaded ISO as its virtual optical disk and create a virtual disk for installation. Use the hypervisor’s documented Linux guest settings; no verified Windows-specific CPU, memory, disk-size, firmware, or graphics values are available here, so avoid treating any guessed settings as Fedora requirements.
- Boot the VM and try the installer. If it starts, proceed through Fedora’s installer as presented. If boot fails or the display is unusable, stop and consult the hypervisor’s current guest-OS documentation rather than applying QEMU/libvirt commands to a different platform.
- Check the installed guest’s actual behavior. Confirm that it boots after installation and that display resolution, networking, input, clipboard, and shared folders behave as you need. The sources do not verify those integration features for Fedora 46 Rawhide on Windows 11.
VirtualBox evidence is not a Fedora 46 guest guarantee
The surfaced Oracle VirtualBox 7.2.8 User Guide excerpt lists Windows 11 on ARM processors as experimental and mentions Fedora 40, 41, and 42 among supported Linux host systems. Those details do not establish that Fedora 46 KDE Rawhide is a supported guest on Windows 11. Check the documentation for the exact VirtualBox version and host architecture you plan to use; do not infer guest compatibility from a list of supported host systems.

What to do if the VM will not install or run well
- It does not boot from the ISO: Verify that the VM is attached to the intended Fedora 46 Rawhide KDE ISO and review the hypervisor’s firmware and boot-media guidance.
- It boots but shows a blank or broken display: Treat guest graphics as a platform-specific issue. Fedora’s QEMU/libvirt setup does not verify graphics behavior in a Windows hypervisor.
- Installation succeeds but integration features are missing: Check the hypervisor’s current Linux-guest documentation for supported drivers or tools, then verify whether those apply to this Rawhide build.
- You need a dependable, supported environment: Rawhide is a moving development stream. Consider whether a stable Fedora release better matches the need before making it your regular guest.
