Web development software is the collection of technologies and tools used to create, test, and deliver websites and web applications. It is not one program or a fixed bundle: a simple site may need only a few tools, while an application with interactive features and stored data may need a broader stack.

What counts as web development software?

The term covers tools and technologies used at different stages of building and maintaining a site. Some help developers write the code that appears in a browser; others handle server-side behavior, store information, inspect a page, or make a site available online. The right combination depends on the work the site must do.

These parts are often called a web development stack. That does not mean every project needs every category, or that there is one standard stack everyone should use. MDN describes web development as a set of technologies whose complexity grows with the needs of the project. What are the main parts of a web development stack?

Front end: the part visitors see

Front-end development creates the user-facing interface: the content, layout, and interactions presented in a browser. HTML structures content, CSS controls its presentation, and JavaScript can add interactive behavior. Depending on the project, developers may also use a JavaScript framework, a templating language, or CSS frameworks and preprocessors. These are examples, not a required checklist.

Back end: server-side behavior

Back-end code runs on the server rather than as part of the page interface. It can request internal data, generate pages, process information submitted by users, and configure server behavior. The programming language and framework depend on the application; there is no single back-end choice that fits every site.

Data storage: information an application needs to keep

An application may use a database to store and retrieve information. MySQL, PostgreSQL, and MongoDB are examples of database technologies cited by MDN, not a ranking or recommendation. A site that does not need persistent application data may not need a database at all.

Delivery and supporting tools

A web server or hosting service makes a site available to visitors. Developer tools help build, inspect, and maintain it. The exact tools vary: publishing a site is a different task from writing its interface or processing its data, even when one person or team handles all of them.

How are a web page, website, server, and service different?

These related terms describe different things. A web page is a document displayed in a browser; a website is a collection of related pages and resources. A web server hosts sites and sends their files, while a web service responds to internet requests to provide a function or data. MDN explains these distinctions in its guide to browsing the web.

What do front-end, back-end, and full-stack mean?

  • Front-end development focuses on the user-facing interface.
  • Back-end development focuses on server-side behavior, including data requests and processing.
  • Full-stack development involves work across both front-end and back-end areas.

These labels describe areas of responsibility, not competing products or mandatory steps. A developer may specialize in one area or work across several, and the tools used depend on the project.

How much software does a project need?

Choose tools based on what you are building, rather than assembling a stack for its own sake. A small static site can require far fewer technologies than a complex application. As a site grows in functionality or audience, its stack may need to account for performance, handling many users, usable design, and maintainability. Those requirements are reasons to evaluate tools, not proof that every project needs a particular framework, database, or service.

Before comparing options, identify the job to be done. Are you editing interface code, creating reusable interface components, implementing server-side behavior, storing data, inspecting a page, or publishing a site? Then consider how each option fits with the rest of the project, the skills available, and the team’s ability to maintain it. MDN’s web technology documentation also organizes guidance on accessibility, performance, privacy, security, and developer tools—concerns to weigh alongside basic functionality.

Can you start building websites without buying software?

Yes. The concept does not refer to a required commercial suite, and MDN provides web-development guides and tutorials for learning the underlying technologies. What you need depends on the project and its workflow; paid software is not a prerequisite simply because the work is called web development.
