A padlock and a clean scan do not prove that a website is legitimate. Check the complete hostname, understand what HTTPS does—and does not—confirm, and use domain-registration and reputation lookups as supporting clues. If the address still feels uncertain, or the browser warns you, do not enter credentials or payment details; reach the organization through a website, app, or contact method you already trust.
Check the link before opening it
Start with how you received the link. An unexpected message or urgent request deserves extra scrutiny. If it claims to come from someone you know, verify through contact details you already trust rather than replying to the message or using its link.
Before visiting, inspect the full web address. Focus on the hostname—the part identifying the domain—not just a familiar company name elsewhere in the URL. Look for misspellings, substituted characters, extra words, or an unexpected domain ending. For example, the FBI warns that a link expected to end in .gov might instead end in .com. A convincing name in the wrong domain is not proof that the organization operates the site.

What HTTPS and the padlock actually mean
HTTPS protects the connection between your browser and the domain it connects to. The browser also checks that the site’s certificate is valid for that domain under its trust rules. That helps protect data in transit and authenticate the connection to the domain presented; it does not establish that the domain belongs to the company you intended to visit or that the page is honest.
The FBI’s warning is direct: “Do not trust a website just because it has a lock icon or ‘https’ in the browser address bar.” The 2019 IC3 announcement describes HTTPS phishing as a tactic; that warning is not a current estimate of how common it is.

If your browser displays a certificate, privacy, or other security warning, stop rather than clicking through to enter sensitive information. A warning can indicate a problem with the connection or the certificate; it is not a prompt to ignore when money, accounts, or personal data are involved. Use registration data as context, not a verdict
ICANN Lookup provides current generic top-level domain registration data using RDAP, a protocol developed as a replacement for WHOIS. The result can provide context about a domain’s registration, but it is not a safety score. Details may be privacy-protected or limited, and the lookup does not promise a complete record of past owners. Do not treat domain age or a registration entry by itself as proof of trustworthiness.

Use reputation scans as one more clue
Google Safe Browsing describes checks of URLs against lists of unsafe resources, including phishing and malware. A warning is a reason to avoid the URL. A result with no warning is not proof that a site is safe: list-based detection can change or lag behind new threats.
Google’s Lookup API documentation says the URL being checked is sent to Google. Consider that disclosure before submitting a private or sensitive URL to a third-party checker. Do not paste links containing confidential information, private tokens, or account-specific details into a checker unless you understand who receives the URL and how it may be handled.

When to stop and verify another way
Do not submit credentials, payment details, or other sensitive information if the browser shows a security warning or you cannot establish that the address is the organization’s real domain. A plausible hostname, working HTTPS, and no reputation flag can reduce uncertainty, but none proves legitimacy.
- Close the suspicious page or leave it without entering information.
- Open the organization’s official website or app using an address or bookmark you already trust, or use a contact method obtained independently of the message.
- Check whether the request is real there. For a message from a known person, confirm through a separate, trusted channel.
These checks are independent clues, not a certification system. Use them together, and let uncertainty about a high-stakes request be a reason to verify—not a reason to take a chance.
