A premises distribution system (PDS) is the structured telecommunications cabling and distribution hardware inside a building or campus. It links the point where outside network lines enter the premises with voice and data outlets or devices at work locations. The cabling infrastructure is the PDS; the telephone PBX and equipment connected to it are not included in CommScope’s historical description.
What a premises distribution system includes
The Wisconsin Department of Administration’s Telecommunications Guidelines describes a PDS as the transmission network inside one or more buildings that connects voice and data devices, switching equipment, information-management systems, and outside communications networks. In practical terms, it includes the cables and distribution hardware running between the building’s connection to outside network lines and the terminals or outlets used at work locations.
The term refers to the cabling infrastructure and its distribution components, not every service or device that uses that infrastructure. CommScope’s Structured Cabling Systems: the Fact File puts the distinction plainly: “The PDS typically serves a building or group of buildings, but does not include the telephone PBX or the equipment connected to the PDS.”
How the PDS backbone connects spaces
A PDS may serve one building or a group of buildings. Its backbone links telecommunications or data spaces so that the distribution network can extend between floors or buildings. Health New Zealand | Te Whatu Ora’s HISO 10105-2026 National Digital Communication Systems and Structured Cabling Standard, published 13 February 2026, describes campus links between buildings and building links between floors in multi-story sites as typical backbone connections. Those examples explain the term’s scope; they are not a universal design prescription.

A New Mexico Regulation and Licensing Department procurement glossary also uses PDS for telecommunications wiring and cabling within a building or group of adjacent campus buildings. It describes riser cable as the segment connecting horizontal distribution between floors. This is a glossary definition, not a complete design specification.
What is outside the PDS
Equipment can connect through the PDS without becoming part of the cabling system. In CommScope’s description, the PBX and connected equipment sit outside the PDS. The useful distinction is between the building’s cabling and distribution infrastructure, on one hand, and the communications equipment or services that use it, on the other.

Where the term came from
CommScope’s company history credits Bell Laboratories with developing the Premises Distribution System in 1983 and says it was renamed SYSTIMAX in 1989. Those dates are part of CommScope’s historical account, rather than an independent standards determination.
