Find Fra—who introduces himself as Fred—in the Field Office Cafeteria in Central. To complete A New Directive, sketch the real Director’s Office, recreate it inside the marked containment unit, hang Fra’s portrait, then use Zoe’s Watchtower radio to lure him in. Return to the Field Office and activate the panel outside the unit to seal it.
Where to find Fra in A New Directive
The quest begins with a mystery call while you explore the Unknown Zone. Follow the active objective to the Field Office in Central, then head to the Cafeteria and speak with the person calling himself Fred. Langston identifies him as Fra Mauro and explains the plan to trap him in a convincing imitation of the Director’s Office.
Quest trigger timing can vary across walkthroughs, so use the active quest log and map objective if the next step does not appear immediately.

How to furnish the containment unit
Sketch the real Director’s Office
Go to the actual Director’s Office and interact with the desk or reference prompt indicated by the objective. This step records the office layout for the decoy.

Place the required furniture and props
Return to the marked containment unit in the Field Office and place each item at its corresponding marker:
- Two plastic chairs
- One armchair
- One desk fan
- One desk lamp
- Two traffic cones
Some walkthroughs use slightly different color descriptions or item wording. Follow the in-game placement markers rather than relying on a guide’s color labels.
Where to find and hang Fra’s portrait
Continue the Cafeteria conversation until the portrait objective appears. Retrieve the canvas from the Field Office and take it to Fra so he can create Director Fra’s Portrait. Then return to the containment unit and hang the portrait on the marked back wall.

How to lure Fra into the office and contain him
- After hanging the portrait, speak with Fra again, then speak with Langston.
- Go to Zoe at the Watchtower and talk to her.
- Use the Watchtower radio console to contact Fra and tell him his office is ready.
- Return to the Field Office and wait for Fra to enter the prepared unit.
- Activate the control panel outside the unit to close the containment door and finish the quest.
Quest reward
Walkthroughs report Untapped Whetstone as the reward. One guide also lists +250 Source, but that extra amount is not corroborated by the other walkthroughs, so check the in-game reward screen for the exact total.

Common reasons the setup is not complete
- The unit is furnished, but the quest will not advance: retrieve Fra’s canvas, have him create the portrait, and hang it on the marked wall.
- Fra has not arrived: complete the conversations with Fra and Langston, then use Zoe’s Watchtower radio to invite him.
- The door will not close: return to the Field Office after Fra enters and use the exterior control panel.
