On current iPhone software, open Settings > Privacy & Security > Background Security Improvements, then turn off Automatically Install. Apple says your iPhone will not receive these improvements until they are included in a subsequent software update. The setting name and path can differ on older iOS versions.
Turn off automatic security improvements

Turn off Automatically Install.
Apple’s current iPhone guide calls the feature Background Security Improvements and says it is supported for future releases starting with iOS 26.1. Follow the wording shown on your installed iOS version; older versions may use another label or location. Apple’s iPhone guide
What turning off Automatically Install changes
Background Security Improvements are lightweight releases that provide additional protection between software updates. They can update components such as Safari, the WebKit framework stack, and other system libraries. Turning off automatic installation means these improvements will not reach the iPhone until they are included in a subsequent software update. Apple Support: About Background Security Improvements

Remove a security response that is already installed
Turning off automatic installation does not remove an improvement already applied. To remove an applied Rapid Security Response, use Apple’s separate removal option:

Open Settings > About > iOS Version (or iPadOS Version on an iPad).

Tap Remove Security Response, then confirm.
This option appears only when a response has already been applied. Removing it removes all responses applied since the last software update. Apple says available responses can be applied or reapplied until the next software update is released. Apple Support: About Rapid Security Responses for iOS, iPadOS, and macOS
If the control is unavailable or locked
On a supervised work or school iPhone, an administrator may prevent users from turning off automatic installation or removing improvements.
