“ISP-based payments service” is not a clearly established standard payment term. The closest documented model is direct carrier billing (DCB), also called direct operator billing: an eligible customer pays for a purchase through a mobile operator account, with the charge added to a postpaid bill or deducted from prepaid credit. The official examples describe mobile carrier billing—not payment through a fixed broadband internet service provider.

What does ISP-based payment mean?

The phrase is ambiguous because “ISP” can refer to an internet service provider, while the documented payment model closest to the phrase uses a mobile network operator’s billing relationship. If someone asks, “Can I pay for an app through my phone bill?”, they are usually asking about direct carrier billing, not a payment taken from a home broadband account.

Direct carrier billing lets a participating merchant charge an eligible purchase to a customer’s mobile account. BT describes its service as a way to make a one-time or recurring payment using a mobile phone bill or prepaid credit. Egypt’s National Telecom Regulatory Authority also describes direct carrier billing as a mobile value-added service. These are examples of provider and regulator terminology, not a universal definition for every service called ISP-based payment. How does direct carrier billing work?

  1. A merchant offers the payment option. It must support billing through the customer’s operator, and the purchase must be eligible under the relevant provider’s terms.
  2. The customer selects carrier billing. The operator or an approved intermediary may check whether the account can be charged and route the transaction. BT says its trusted payment intermediaries encrypt the user’s mobile number and check eligibility before processing a charge.
  3. The operator collects the payment. For a postpaid account, the charge is added to the mobile bill; for a prepaid account, it is deducted from available mobile credit. Maxis, for example, describes itself as the billing and paying agent for a purchase under its own terms. BT’s API documentation; Maxis Direct Carrier Billing terms.

The operator, merchant and, in some implementations, an intermediary each have a role. The exact flow and responsibilities depend on the particular service; BT’s API and Maxis’s terms describe their own arrangements rather than a single industry-wide process.

What can you buy with carrier billing?

Supported purchases depend on the operator and merchant. Examples in provider and regulator material include apps, music, games, films, books, magazines, charitable donations and other digital services. Maxis’s terms also say its DCB offering may cover a physical product. These examples do not mean that every carrier-billing service supports every category. BT; Egyptian NTRA; Maxis.

What should you check before agreeing to a charge?

  • What you are buying: Confirm the service or content, whether the payment is one-time or recurring, and the price or fees.
  • Which account will be charged: Check whether the payment will appear on a postpaid bill or be taken from prepaid credit.
  • How to identify and manage it: Look for the billing description and the provider’s instructions for cancelling a subscription or raising a dispute.
  • Which rules apply: Consumer protections and procedures can depend on your location and provider. Egypt’s regulator advises customers to obtain clear service and payment information before subscribing. California’s General Order 168 is a separate example of state rules addressing telephone-billing information and unauthorized charges; it is not a universal rule. There is no single fee schedule, spending limit, refund policy or dispute process that can be assumed for all carrier-billing services. Check the merchant’s and operator’s current terms for the specific transaction.

Is direct carrier billing a formal global standard?

The available official material does not establish a settled global definition or adopted universal standard for DCB. ITU-T lists a Direct Carrier Billing technical paper as under study for its 2026 work programme, with intended coverage that includes economic impact and regulatory models.
