If your mouse pointer keeps blinking in Windows, first identify what is actually flickering: the arrow or busy circle, the text caret in a typing field, or the entire screen. Those symptoms point to different troubleshooting paths. For a pointer that repeatedly shows a blue busy circle, start with background activity and recent software changes; investigate drivers or the mouse itself only when the symptoms point that way.
Identify what is blinking
Watch the screen closely and match the symptom before changing settings:
- Arrow or blue busy circle: The pointer flashes, or a blue loading circle repeatedly appears beside it. This is the pointer-only symptom addressed by the software and device checks below.
- Text caret: A thin vertical line blinks only where you can type. That is the insertion cursor, not the mouse pointer. Windows has accessibility settings for text-cursor visibility, but changing them will not fix a blinking arrow or busy circle. See Microsoft’s text-cursor visibility guidance.
- Whole display: Windows, apps, and other screen content flicker along with the pointer. Use the screen-flicker diagnostic below rather than treating this as only a mouse problem.
Also note when it occurs: only in one app, at the idle desktop, after startup, or after a Windows or app update. If you use a laptop, determine whether you are moving the built-in touchpad or an external mouse.
If the pointer or busy circle flickers by itself
Restart Windows Explorer
Explorer handles the Windows desktop and taskbar. Restarting it is a low-impact first check recommended in a Microsoft Community response to an idle pointer-flicker report; it is community guidance, not a guaranteed fix.

- Press Ctrl+Shift+Esc to open Task Manager.
- On the Processes tab, find Windows Explorer.
- Select it, then choose Restart. The taskbar and desktop may briefly disappear and return.
If Windows Explorer is not listed, or restarting it does not help, continue with the software checks.
Check recently added or updated software
Close or update utilities that were installed or changed shortly before the flicker began, then see whether the symptom stops. If the timing coincides with a Windows or app update, record that date; timing is a clue to test, not proof that the update caused the issue. A 2022 Microsoft Q&A thread includes a report of busy and normal pointers alternating after an update, with individual replies mentioning Armoury Crate, but those posts do not establish that utility as a general cause.

Use a clean boot to isolate background software
A clean boot starts Windows with a minimal set of drivers and startup programs, helping test whether a background program or service is involved. Microsoft’s moderator described it as an isolation step in a Community response. Follow Microsoft’s clean-boot instructions, then check whether the pointer still flickers.

If the symptom stops in a clean boot, a disabled startup app or service may be involved. Restore normal startup as Microsoft’s instructions describe, then narrow down the cause by re-enabling items in groups and testing after each change. If it continues in a clean boot, background startup software is less likely to explain it.

Check the mouse or touchpad when its operation is affected
External mouse
A blinking busy indicator alone does not show that the mouse is faulty. If the mouse itself disconnects, stops moving, or behaves inconsistently, check its connection and power first:
- For a wired mouse, reconnect it and try another USB port.
- For a wireless mouse, check its batteries or charge and reconnect the receiver.
- If it still fails, test it on another PC with the required driver installed. Microsoft says replacement may be necessary if it fails there too.

Laptop touchpad
If the issue is tied to the built-in touchpad, a missing or outdated driver can cause touchpad problems. Microsoft recommends checking Windows Update or Device Manager for driver updates; if that does not help, reinstall the touchpad device through Device Manager. If the problem continues, contact the PC manufacturer for device-specific support.

If the entire screen flickers
Microsoft says whole-screen flickering in Windows 11 is usually caused by a display-driver issue or an incompatible app. Its Task Manager check helps distinguish the two:
- Press Ctrl+Shift+Esc to open Task Manager.
- Watch Task Manager while the rest of the display flickers.
- If Task Manager flickers too, investigate the display driver. If Task Manager remains steady while the rest of the screen flickers, investigate incompatible apps.
When the driver appears to be the cause, Microsoft advises choosing the driver action based on update history: roll it back if a recent Windows Update changed it; otherwise try updating or uninstalling it. Restart after a driver change. If you uninstall the display driver, Windows attempts to reinstall one when the PC restarts. If an app appears responsible, update or remove possible incompatible apps one at a time and test between changes. Device manufacturers may provide drivers specific to your PC.
These recommendations address whole-screen flicker most directly; they are not a confirmed fix for an isolated blinking pointer. The Microsoft guidance covers Windows 11 and Windows 10, but Windows 10 support ended on October 14, 2025. See Microsoft’s screen-flicker troubleshooting page.

Use the observations below to decide what to test next:
- Only one app: Update that app or test without it running. A whole-screen flicker that spares Task Manager also points toward an incompatible app.
- At the desktop or while idle: Restart Explorer, check recently changed utilities, and use a clean boot to test background software.
- After a driver update, with whole-screen flicker: Consider rolling back the display driver. For touchpad-specific trouble, use the touchpad driver steps instead.
- Mouse disconnects or fails to move: Check power and connection, then test the device on another PC.
