No—not if you mean anonymous. Incognito or Private Browsing mainly limits what the browser saves on the device you are using. It does not hide your activity from websites or necessarily from the organization managing your internet connection. It is useful for a narrower goal: keeping a browsing session out of the browser’s ordinary local history and cookie records.
What Incognito and Private Browsing actually do
Private mode starts a separate browsing session. When that session ends, the browser removes certain temporary records instead of adding them to its normal browsing history. The details vary by browser, but private mode is about local browser records—not making your internet activity invisible.
Chrome Incognito
Chrome removes session site data and the record of sites visited after you close every Incognito window. Close all of them to end the session; leaving one open means the session has not ended. Chrome blocks third-party cookies by default in Incognito, although a site may work differently if you temporarily allow them. Bookmarks you create and files you download remain on the device. Firefox Private Browsing does not add browsing history, form and search entries, download-list entries, cookies, or cached content to the normal saved browsing record. Temporary cookies are discarded when the last private window closes. Bookmarks, passwords, and downloaded files are saved. Mozilla’s current support page also describes an “End Clear Private Session” control in Firefox version 151; availability and interface details can differ by version, so check the instructions for the version you use. Who can still see your activity?
Google puts the distinction plainly: “While Incognito can help keep your browsing private on your device, it doesn’t make you invisible.” Websites you visit and organizations that manage your network—such as an internet service provider (ISP), employer, or school—may observe activity. Google services embedded on a site may also receive information about activity there. Google’s explanation of Incognito’s limits is explicit on this point.
Mozilla likewise says Private Browsing does not make you anonymous on the internet: visited sites, employers, and ISPs may gather information. So the answer to “Can my ISP see Incognito browsing?” is that Incognito itself does not prevent the ISP from observing network activity. What a particular observer can see depends on the connection and the services involved; private mode is not the measure that hides traffic from that observer.

Choose a measure for the privacy goal you have

Private mode is not device security
A private window cannot stop software on the device from recording what you type or see. Mozilla warns that malware, spyware, and keyloggers can expose activity even when you browse privately. If you suspect covert monitoring, switching to private mode does not make that device safe; avoid entering sensitive information on it and use a device you trust.

Why “anonymous browsing” is a misleading label
People often use “private browsing” to mean different things: not leaving history on a shared computer, limiting advertising trackers, hiding traffic from a network operator, or avoiding identification by websites. Those are separate goals, and no single setting described here solves all of them. Mozilla’s explainer reports that a 2018 University of Chicago survey of 460 internet users found misconceptions about private browsing; that is secondary reporting and does not establish a percentage or a current estimate of users’ understanding.
