Before buying steam coal, confirm that it suits the receiving plant, compare every quality guarantee on the same measurement basis, and put sampling, testing, delivery evidence, and remedies into the contract. There is no universal numerical specification: acceptable limits depend on the plant’s design, fuel-handling and ash systems, applicable environmental rules, delivery route, and commercial terms.
Start with the receiving plant, not the quoted price
Ask plant engineering to establish the unit’s acceptable coal range before setting tender limits. The World Bank’s technical planning guidance treats plant size and location, coal type, and values or ranges for ash, sulfur, and heating value as project prerequisites; it does not prescribe one specification for every plant.

Review the coal against the plant’s combustion system, mills, fuel handling, boiler constraints, ash-management capacity, and ability to blend fuels. Check the environmental limits that apply at the plant’s location. A coal that is nominally cheaper per tonne may cost more to use if it supplies less usable energy or adds handling and ash-disposal burdens.
Parameters to have engineering assess
- Heating value, with the contract specifying gross or net value and its measurement basis.
- Total moisture, ash, and total sulfur.
- Volatile matter and any other parameters the plant engineers or applicable permits require.
- Shipment-to-shipment variability, not just a single assay or a broad grade label.
Historical examples illustrate why labels are not substitutes for defined limits: a World Bank project document describes a G-grade band spanning 3,110–3,870 kcal/kg and cites ash as high as 50% in some coal supplied to NTPC. The document excerpt does not state a publication date; these are location-specific historical examples, not recommended targets for another plant.

Make every quoted quality number comparable
For each guaranteed parameter, require the supplier to state the value or range, units, measurement basis, test method, and how the result is aggregated. Common bases include as received, air dried, and dry basis. Values reported on different bases are not directly comparable; require offers to be normalized or clearly disclose the basis before comparing them.
- Heating value: specify gross or net, units, and basis.
- Other quality values: specify the basis and units for moisture, ash, sulfur, and volatile matter.
- Method: identify the agreed test method and edition, or state how a later edition may be adopted.
- Settlement period: say whether a guarantee applies to each shipment, a monthly weighted average, or another defined period.
- Thresholds: distinguish the guaranteed value, acceptable tolerance, adjustment threshold, and rejection threshold.
- Exceptions: state how missing results, out-of-range values, and measurement uncertainty are handled.
A SEC-filed coal supply agreement provides an example of specifications defined on an as-received basis and links deviations in moisture, ash, and sulfur-related values to price adjustments. It is an example of contract structure, not a default set of values or terms.

Check source, variability, delivery, and settlement evidence
Identify the supplying mine or source and state whether substitutions require prior approval. Request historical quality data at shipment level, with the reporting period and variability visible; the reviewed sources do not establish a universal minimum history period or data set. If blending is allowed, specify where it occurs and whether the guarantee applies before or after blending. A Mount Storm agreement discusses storage and blending within its delivery arrangements.
Define the delivery point, schedule, route, quantity tolerance, and documents that establish delivered weight and quality. These are transaction-specific: tender materials for Paiton and Bangladesh show requirements tied to particular plants and procurements, not generally applicable terms.

Make sampling and testing enforceable
A laboratory result is useful only if the sample represents the shipment and its collection, preparation, and analysis follow agreed procedures. The contract should assign responsibility for each part of that evidence chain.
Sampling and sampler control
- Identify who operates the sampler, where and when increments are taken, and which shipment or batch the sample represents.
- State whether either party may witness sampling and how the parties document the process.
- Set requirements for equipment condition, maintenance records, and calibration or bias testing, with corrective action if the system fails.
One coal purchase agreement example calls for mechanically sampled coal and independently bias-tested sampling equipment. This is a model of a control to consider, not proof that a particular sampling arrangement suits every facility.

Preparation, laboratory analysis, and records
- Name the applicable ASTM or other agreed methods, the laboratory qualifications, report fields, and turnaround time.
- Specify sample splits, sealing and labeling, custody records, storage conditions, and retention period.
- State who pays to send a retained sample to a referee laboratory.
One agreement describes daily sample splits and concurrent laboratory analyses for moisture, ash, sulfur, volatile matter, and BTU. ASTM D7582 is listed for proximate analysis of prepared coal and coke samples; it covers moisture, volatile matter, ash, and calculation of fixed carbon. The ASTM listing identifies these first three measures as principal parameters used to assess coal quality. D7582 does not replace representative sampling or an agreed chain of custody; confirm the current edition and applicability before incorporating it into a contract.

Disputes and invoice correction
Agree the challenge deadline, neutral referee laboratory or selection procedure, and how results are compared, including any applicable reproducibility limits. Define when a referee result is binding, who bears the cost, and how it changes acceptance or payment. SEC-filed agreement examples include retained sample splits and independent testing procedures; another links shipment analyses to quality adjustments and contractual rights.

Set the commercial consequences before delivery
Translate measured quality and delivery performance into clear contract outcomes. Specify any price formula for heating value or other parameters, premiums or penalties, and their negotiated caps or floors. State the conditions and deadlines for rejection, cure, replacement, suspension, or termination. Also allocate responsibility for delayed reports, faulty sampling or analysis, delivery delay, source substitution, and quantity shortfalls.
Clarify ownership, risk transfer, insurance, and the applicable delivery term with legal and technical review. Historical SEC-filed agreements illustrate possible quality adjustments, retesting, retained samples, and shipment-based remedies; they do not establish current market terms or provide legal advice.
Compare offers on more than price per tonne
Use a common basis and plant-specific assumptions for every offer. Compare delivered usable-energy economics alongside quality, evidence, reliability, and contractual protection rather than treating a grade name or headline price as decisive.
