Saudi Arabia’s National Cybersecurity Authority (NCA) says its annual Hajj cybersecurity program combines round-the-clock threat monitoring, risk assessments, exercises and awareness work. It covers participating national entities and the digital systems and services supporting Hajj. Pilgrims are advised to secure and update their devices, protect accounts with strong passwords and two-factor authentication, and watch for phishing. The published participation figures show program reach—not how many attacks were stopped or whether systems were incident-free.
What cybersecurity work does Saudi Arabia say it is doing for Hajj?
In its 27 April 2026 announcement for the 1447 AH season, the NCA described four program tracks: cyber threat detection and response, cyber risks and assessments, cyber drills, and cybersecurity awareness. The authority also said it operates a round-the-clock cyber operations room to detect and analyze threats and share alerts; registers Hajj-related technical assets, services and systems through the Haseen portal; and supports national entities carrying out assessments. The program also includes a cyber exercise and awareness sessions, airport exhibitions, and materials distributed in accommodation and service-provider settings. What do the reported participation figures show?
Reports from the Saudi Press Agency (SPA) give a sense of the program’s reported reach and exercise participation. They do not measure cyber incidents prevented, losses avoided or operational effectiveness.

The NCA also reported that its second edition of the Cybersecurity Awareness Guide for pilgrims was available in 16 languages. That is a language-availability figure, not evidence about how many pilgrims read or acted on the advice. NCA guide announcement, 25 May 2025.

How can pilgrims protect phones and accounts during Hajj?
The NCA and Ministry of Hajj and Umrah guide recommends practical safeguards. They reduce common risks but cannot guarantee that a device or account will remain secure.
- Keep devices and apps updated. Install operating-system and application security updates rather than postponing them.
- Strengthen account sign-in. Use strong, unique passwords and enable two-factor authentication wherever the service offers it. A hardware security key is one optional way to use two-factor authentication, but only if the account and device support it.
- Check before tapping or paying. Verify a message’s sender and destination link before entering credentials or making a payment. Be alert to social engineering—messages or requests designed to pressure or trick you into revealing information.
- Install apps from trusted sources. Avoid downloading an app from an unsolicited link or an unfamiliar site.
- Browse carefully on shared or unfamiliar networks. Avoid entering sensitive information if you cannot establish that the connection and site are trustworthy.
- Back up important data regularly. A current backup can help you recover information if a device is lost, damaged or compromised.
These practices reflect the recommendations summarized by the NCA and Ministry guide; consult the official English guide for its full advice. The NCA’s announcement describes guidance on application security, updates, two-factor authentication, passwords, phishing and social engineering, safe browsing and backups. It does not establish that any particular security product is required.
What should organizations supporting Hajj services take from the program?
The announced activities point to a focus on knowing which digital assets and services support Hajj, assessing their risks, sharing threat information, rehearsing incident response and preparing personnel. The NCA describes these as program activities involving national entities and Hajj-related systems and services. The announcements do not establish that every participating entity—or every private company—has adopted the same controls. The available reporting therefore does not support the broader claim that businesses in general announced new Hajj-season security measures.

Participation counts, exercise attendance and the number of guide languages are measures of reported program activity or reach. They do not show whether attacks were prevented, how many incidents occurred, what losses resulted, how quickly services recovered, or whether performance improved compared with earlier seasons. The available reports do not provide an incident-rate series or an independent evaluation of program effectiveness. Without those measures, the program’s scale can be described, but its security outcomes cannot be quantified.
