Google’s documentation does not establish that its Windows desktop app is always listening—or that it never requests microphone access. Google’s current help page describes typed search and user-initiated features, but it does not document hands-free voice search or explain the app’s microphone permissions. That documentation gap is not proof of either behavior.
What does Google document about the desktop app?
Google Search Help describes the Google app for desktop as a Windows app. Its search instructions tell users to enter a question in the search box and press Enter. The help page also describes AI Mode, screen sharing, Lens, and searches of local files and Google Drive.
Google characterizes launching the app as on-demand: “You can launch the app anytime. It is designed to be there when you need it and gone when you don’t.” The documented features include actions initiated by the user, such as sharing a screen or selecting content for a Lens query. Google says the local file index stays on the device and only the part of the screen selected for a Lens query is sent to Google.

Do not treat silence in this help page as proof that the app never requests access, nor as evidence that it is continuously listening.

How is Android Google Voice Search different?
Google’s “Use Google Voice Search” instructions are for the Google app on an Android phone or tablet: users open the app and tap the microphone. The same instructions distinguish the “Hey Google” trigger, which works for Google Assistant. These Android instructions do not establish how the Windows desktop app behaves.
What does the Voice and Audio Activity setting control?
Google Account Help describes Voice and Audio Activity as an optional setting for saving Assistant voice and audio recordings to a Google Account through Web & App Activity. It is an account activity control, not a Windows microphone-permission toggle.

Google says that when the setting is off, Assistant recordings are not saved to the account through this setting. It also states: “When the voice and audio activity setting is off, Google will continue to process audio to respond to you when you speak to Google services.” In other words, turning off saving does not mean that audio processing stops when you speak to a Google service. Google also notes that other settings may affect audio saved elsewhere.
Why Voice Match and Voice Access do not answer the desktop-app question
Voice Match
Google documents Voice Match as a voice-recognition and personalization feature for supported products, including Gemini on Android and Google Home devices. Its separate documentation does not show that the Windows desktop app uses Voice Match or listens for a wake phrase.

Voice Access
Voice Access is a separate Android accessibility service for spoken commands. Google says it requires microphone permission and listens while active. That behavior belongs to Voice Access on Android; it is not evidence about the Google app for desktop.

The cited Google desktop-app help page does not provide current Windows instructions for checking or revoking microphone permission for this app. It also does not establish that a particular permission dialog or microphone indicator must appear. Avoid relying on those details as proof of the app’s behavior without documentation for the Windows version and configuration you use.

Keep the two questions separate: an operating-system or app microphone permission concerns access to the microphone, while Voice and Audio Activity concerns saving Assistant recordings to your account. Changing the account setting does not answer whether the desktop app has microphone permission.
