Assam constituted its 8th Pay Commission on 23 February 2026 to review state employees’ pay and related service conditions. A report published in September said the commission was accepting stakeholder submissions until 31 October 2026. No 8th commission salary increase, fitment factor or implementation date is confirmed in the available sources. The formal resolution confirms the commission’s constitution, but does not establish the exact wording or date of a separate statement attributed to the Chief Minister.
What is the 8th Assam Pay Commission?
It is a state-government panel constituted by the Government of Assam to review emoluments and related service conditions for state employees. A reproduced resolution identifies retired IAS officer Subhash Chandra Das as chairperson and the Senior Most Secretary of the Personnel Department as a member. The resolution was issued by the Finance (Pay Research Unit) Department at Dispur on 23 February 2026. Its English text is reproduced on Scribd, rather than hosted as an official English notification, so check the official Assam commission or Finance Department portal for exact legal wording.
The resolution says Assam’s existing emolument structure was last revised with effect from 1 April 2016, following the 7th Assam Pay and Productivity Pay Commission. The new panel’s stated remit is broader than setting a pay table: it connects pay review with fiscal sustainability, service delivery, administrative efficiency, human-resource management, technology adoption, outcome-based governance and manpower rationalisation.

What is the timeline for the report?
The reproduced resolution says the commission should submit its report as soon as practicable, preferably within 18 months. That is a target for the report, not a guaranteed submission date and not a date when revised salaries will take effect.

A commission report would be a recommendation. A separate government decision would determine whether recommendations are accepted, modified or implemented.

Who could submit a memorandum, and how?
The Sentinel reported on 6 September 2026 that the commission invited representations from serving employees, pensioners, associations, organisations, unions, government departments and interested citizens. According to that report, applicants were asked to register online, complete mandatory questionnaires and upload a memorandum.

The reported deadline was 31 October 2026. Because the deadline and submission procedure are time-sensitive and the report is secondary reporting, verify the live notice and instructions on the official Assam commission portal before submitting anything.

Has Assam announced a salary hike or fitment factor?
No confirmed 8th Assam Pay Commission salary amount, new pay table, fitment factor or effective date is established by the available sources. Online estimates should not be treated as official recommendations, and a projected salary chart is not evidence of a commission decision.
The previous commission’s figures are historical context only. The Government of Assam-hosted 7th Assam Pay and Productivity Pay Commission report recommended a minimum pay of ₹15,900 and a multiplying factor of 2.62. Neither figure is an announced outcome of the 8th commission.

Is this the same as the 8th Central Pay Commission?
No. Assam’s commission is a state panel constituted by the Government of Assam; the 8th Central Pay Commission is a separate Union-level body. The Union Cabinet approved the Central commission’s terms of reference in October 2025, including a provision for recommendations within 18 months of its constitution. That Union timetable and its work do not determine Assam’s pay terms or implementation schedule.

What the announcement attributed to the Chief Minister does—and does not—confirm
The formal resolution establishes that Assam constituted the commission on 23 February 2026. The available sources do not establish the exact statement attributed to the Chief Minister or when it was made. The resolution should not be used as proof of the precise wording of a separate CM announcement.
