There is no dependable list of eight gaming scams that are all “technically legal.” The practices below can feel deceptive or exploitative, but whether a particular design breaks the law depends on its details, disclosures, billing, age safeguards and the country involved. Regulators have challenged specific game purchases and reward offers; that does not make every similar feature unlawful.
Use the list as a guide to what to check before spending—not as a legal verdict on every game.
Why “technically legal” depends on the game and country
A feature can be frustrating or resemble gambling without automatically meeting a legal definition of gambling or consumer fraud. For example, the UK Gambling Commission’s Advisory Board for Safer Gambling says monetized loot boxes without prizes worth money are not classified as gambling under the Gambling Act 2005. That is a Great Britain-specific classification, not a ruling that every loot-box design is lawful or safe.

UK government guidance says businesses must deal fairly with consumers, and the Competition and Markets Authority explains that unfair-commercial-practices provisions under the Digital Markets, Competition and Consumers Act 2024 apply to conduct from 6 April 2025. In general, misleading or aggressive conduct may be unlawful if it is likely to cause an average consumer to make a transactional decision they otherwise would not make; required information omitted from an invitation to purchase is addressed separately.

In the United States, Federal Trade Commission cases involving Epic Games, HoYoverse and Tapjoy concern particular allegations and orders. They are evidence that purchase design and reward promises can draw enforcement—not a universal test for every game or country.
1. Paid loot boxes with uncertain rewards
A paid loot box gives you a randomized virtual item, so you may not know what you will receive until after paying. That uncertainty can make the purchase feel like a wager, particularly when rare items are prominently promoted.
Before buying, look for the odds for each reward, whether those odds are visible before purchase, and whether the item has any route to real-world value. The UK advisory group notes that loot boxes can resemble gambling to consumers even where boxes without money’s-worth prizes are not classified as gambling under the Gambling Act 2005. Laws and classifications elsewhere may differ.

The UK government’s 2023 evidence summary reported an association between loot-box purchases and problem-gambling status, but said a causal relationship had not been established. An association is not proof that buying loot boxes causes problem gambling.
2. Virtual currency that hides the cash equivalent
Some games require you to buy a bundle of virtual currency before you can buy an item. The extra conversion can make it harder to compare the item’s price with a real-money amount, and a bundle may leave you with currency you cannot use for another purchase.
Conversion by itself does not prove deception. Check the cash price of the currency bundle and the amount needed for the item, then consider whether any remainder has a practical use. UK government guidance says consumer-law transparency applies to in-game economic decisions, including buying and using currency purchased with real money.

3. Several currency exchanges between cash and a purchase
A game may route a purchase through multiple steps—for example, real money to one virtual currency, then to another token, then to a randomized reward. Each exchange makes the final cash cost harder to see at a glance.
In its January 2025 consumer alert about HoYoverse and Genshin Impact, the FTC described an order addressing alleged misleading odds and obscured real-world costs. The case is specific to the company and its settlement; it does not establish that every gacha game or multi-step purchase is unlawful. For any such offer, work backward from the amount charged to your payment method rather than relying on the displayed token price.
4. Purchase buttons that can lead to unintended charges
A purchase flow can be risky when it is easy to trigger a charge accidentally, unclear about whether a selection costs money, or difficult to review before confirming. The FTC finalized a $245 million consumer-refund order in 2023 in its Epic Games matter after alleging that design tricks led users to unwanted charges.

That was an enforcement outcome tied to Epic’s case, not a blanket ban on one-click purchases or a finding that every confusing interface violates the law. Before confirming a purchase, check the displayed amount and payment method. If a charge was unintended, retain the transaction record and use the game platform’s refund or complaint process.
5. Offerwalls that promise in-game rewards
An offerwall may promise game currency or another reward if you complete an outside action, such as starting a trial, making a purchase, sharing information or completing a survey. The promise can be misleading if the qualifying conditions are hard to find or the reward does not arrive.

The FTC said mobile advertising company Tapjoy promised in-game rewards for partner offers and alleged that rewards were often not delivered. That action concerns Tapjoy’s practices; it is not a finding about every offerwall. Keep proof of the offer and the steps you completed if a promised reward is missing.

6. Virtual-asset marketplaces with limited remedies
Game-related marketplaces may let players buy, sell or trade virtual assets. A listing or transaction can expose a player to financial loss if an asset is stolen, an account is compromised or a dispute is difficult to resolve.
The Consumer Financial Protection Bureau has warned that some marketplaces for virtual items have limited consumer protections and that theft can cause financial losses. This does not mean every marketplace lacks safeguards. Before transacting, check who operates the marketplace, what happens if an asset or account is lost, and whether there is a dispute or recovery process. Do not assume a virtual item has the same protections as money held in a regulated financial account.
7. Children’s purchases without effective spending safeguards
Children may encounter paid randomized rewards or other in-game purchases, but the available controls vary by game, platform and account settings. The relevant question is not simply whether a minor can make a purchase; it is whether parental approval, spending limits and age protections work clearly in that specific setup.

UK government guidance welcomes technological restrictions, parental controls and default spending limits on child accounts. In the United States, the FTC’s January 2025 HoYoverse order includes protections for players under 16, including a ban on selling loot boxes to them without parental consent. These are jurisdiction- and case-specific measures, not a universal rule for all games.
8. Promotions with conditions that are easy to miss
A promotion may advertise game currency or progress in exchange for an outside action, while making eligibility depend on details such as a deadline, a qualifying purchase or completing every step. This is a transparency issue distinct from whether the promised reward is delivered: the offer may be fulfilled exactly as written, yet still be hard to evaluate if the conditions are not clear before you act.
Read the full terms before sharing information, starting a trial or paying for an outside product. Look for the precise qualifying action, any deadline, how the reward is credited and what to do if it does not appear. The FTC’s Tapjoy action is a reminder that reward promises and their fulfillment can raise consumer-protection concerns, but it does not establish that all conditional promotions are improper.

How to check a game offer before spending
- Translate the price into cash. Check what your payment method will be charged and how much virtual currency the item requires. Account for currency bundles and any remainder.
- Inspect random-reward disclosures. Look for the odds before buying, and check whether the game explains what each probability applies to.
