You can watch movies and TV without adding another monthly bill, but “free” usually means either ad-supported viewing or access through a participating library or university. For broad on-demand browsing, start with Tubi; for channel surfing, try Pluto TV or The Roku Channel. Kanopy and Hoopla are worth checking if your library or school participates.
This U.S.-focused guide groups eight options by the kind of viewing they suit. The picks reflect an editorial comparison of service descriptions and access models, not hands-on testing. Catalogs, channel lineups, device support, and eligibility can change, so check that a title is currently available to you and clearly marked free.
How free streaming works
Most services here are free because they show advertising. Tubi explains, “We stay free by showing short ad breaks during our movies and TV shows,” and says it does not require credit-card information. Library-based services work differently: access depends on an eligible institution and its rules, rather than a conventional streaming subscription.
Live-channel guides and on-demand catalogs also serve different needs. A channel guide is useful when you want to browse what is playing; an on-demand catalog is better when you have a particular movie or show in mind. Some platforms place free programming beside rentals, purchases, subscriptions, or other paid features, so verify the label before pressing play.

The 8 best free streaming services
1. Tubi: Best for browsing on-demand movies and shows
Tubi is a strong starting point if you want a broad, searchable collection of free movies and television. Its official Help Center says the service is free and legal, requires no credit-card information, and is funded by advertising and content partners. Expect ad breaks, and do not count on a particular title staying in the catalog: availability rotates.
2. The Roku Channel: Best mix of live and on-demand viewing
The Roku Channel combines live programming with on-demand titles. It is available on the web and supported devices beyond Roku hardware, so owning a Roku player is not a requirement. The service also includes paid programming; check that the specific title or channel is identified as free.

Check these details before you settle in
- Confirm the free label. On platforms that also sell or rent programming, check the title’s terms rather than relying on the search result alone.
- Expect ads on ad-supported services. Free access does not mean ad-free viewing.
- Check local access. Catalogs, channels, apps, and titles may differ by location and change over time.
- Verify library eligibility. A card or university affiliation only helps if the institution participates and its rules allow access.
- Check device support. The Roku Channel can be watched on the web, but each service’s supported devices can vary.
Frequently asked questions
Are free movie websites legal?
The services in this guide are presented as legitimate options. Tubi’s Help Center describes Tubi as free and legal. On any platform, use its official free catalog and check the viewing terms; a video appearing in search results is not by itself proof that it is authorized or free.
Do I need a library card to watch free movies?
For Kanopy or Hoopla, access is through a participating library or, for Kanopy, a participating university. A library card alone does not guarantee that your institution offers either service, and local borrowing or access rules apply.
Can I watch The Roku Channel without a Roku device?
Yes. The Roku Channel is available on the web and on supported devices beyond Roku hardware.
Are free streaming services ad-free?
Not generally. Ad-supported services show commercials in exchange for access without a subscription fee. Library-based services use institutional access and may have different terms.
