You can get online at home without a separate router by using a phone’s personal hotspot, borrowing a mobile hotspot from a library where available, or choosing a participating broadband service. None automatically means free internet: a phone hotspot uses cellular data, and Lifeline reduces the price of qualifying service rather than guaranteeing free Wi-Fi. The right option depends on your existing plan, local coverage, eligibility, and library or provider availability.
First, know what “Wi-Fi without a router” means
Wi-Fi is the wireless link that connects nearby devices. Internet access has to come from somewhere: a wired or wireless service provider, a cellular connection, or another connected device. A router can distribute an internet connection around a home, but it does not create an internet subscription. A phone hotspot can take the router’s place for sharing a cellular connection with nearby devices.
Buying a router, Wi-Fi adapter, or stand-alone hotspot device does not provide free service. The device still needs an existing internet connection or mobile service.

Ways to get online at home without buying a router
Use your phone’s personal hotspot
If you have a compatible phone, active mobile data service, and usable cellular reception at home, turn on its personal hotspot and connect a laptop or tablet to the phone’s Wi-Fi network. This avoids a separate home router, but it does not make internet service free: hotspot use draws on your mobile plan and may have a separate data allowance, limits, or slowdowns. Check your carrier’s current terms before relying on it. For longer use, test the connection in the rooms where you need it, since indoor signal can differ from general coverage predictions.

A phone hotspot is usually most practical when you need to connect a small number of devices temporarily or already have a plan that includes hotspot data at no extra charge. It may be less suitable for sustained video calls, streaming, or several people online at once if the plan’s data allowance or signal is limited.
Ask your public library about hotspot lending
Some libraries lend mobile hotspots, but lending is a local program, not a nationwide guarantee. Contact your library and ask whether it currently has devices available, who can borrow one, how long checkout lasts, what data limits apply, and whether late or repair fees are possible. The hotspot will also need cellular coverage where you live.

Look for a Lifeline-supported phone or broadband plan
In the United States, eligible subscribers can use the federal Lifeline benefit toward participating phone or internet service. The benefit can lower the cost, but it is not a universal promise of free home Wi-Fi; the provider’s plan price and terms determine whether you would owe anything beyond the benefit.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesHow Lifeline eligibility and service work
The Universal Service Administrative Company (USAC) says Lifeline provides up to $9.25 per month toward phone or broadband service, or up to $34.25 per month for subscribers on qualifying Tribal lands. Eligibility includes household income at or below 135% of the federal poverty guidelines or participation in qualifying programs such as SNAP or Medicaid. See USAC’s Lifeline program information and USAGov’s guide to help paying phone and internet bills for current details.

USAC’s current Lifeline minimum service standards list fixed broadband at 25 Mbps download and 3 Mbps upload, with a 1,280 GB usage allowance. For mobile broadband, the standards list 3G or better and a 4.5 GB allowance. These are program support standards, not a guarantee that every participating provider offers the same plan or that the connection will suit every household. Ask the provider what service is available at your address, the total monthly price after Lifeline, any data limits, and equipment or installation charges.
You can apply through the National Verifier, by mail, or through a phone or internet company. Start with USAC’s Lifeline information and confirm that a participating provider serves your address and offers the type of service you need.

Check which internet services report availability at your address
The FCC National Broadband Map lets you search a home address for reported fixed services—such as fiber, cable, DSL, satellite, or fixed wireless—and see technologies and maximum advertised speeds. Use the results to identify providers to contact, then confirm actual availability, plan terms, and full pricing directly with them. The map’s data is provider-reported and can be challenged if it is incorrect.

Do not apply for the expired Affordable Connectivity Program
The Affordable Connectivity Program (ACP), which offered a monthly discount of up to $30—or up to $75 on qualifying Tribal lands—ended on June 1, 2024, after funding ran out. It is not accepting new applications. The FCC has warned that websites may still advertise ACP enrollment or seek personal information from people looking for the benefit. Do not submit personal details to a site claiming you can enroll in the ended program. See USAC’s ACP program history and the FCC consumer advisory.
Quick Recap
Choose an option based on your situation
- You already have mobile service: Check whether your plan permits hotspot use, how much hotspot data it includes, and whether the signal works inside your home.
- You need service briefly: Ask the local library about hotspot lending and confirm checkout rules, data limits, and availability before depending on it.
- You need ongoing home internet and may qualify: Check Lifeline eligibility, then ask participating providers about address-specific service and the amount you would pay after the benefit.
- You are comparing home broadband providers: Search your address on the FCC map, then verify availability, total monthly price, equipment or installation costs, and data terms with each provider.
