Some USB ports can still supply standby power after a PC shuts down, allowing them to charge a connected device or keep an accessory powered. On some systems, a USB keyboard or mouse can also wake the computer from a supported power state. These functions depend on the PC, its firmware settings, and the specific port; “off” does not always mean the same power state.
1. Charge a phone or other USB device
A USB port that retains standby power may charge a phone or another compatible device while the PC is shut down. The port must remain powered in that state, and you need a cable with connectors compatible with both devices. Neither a powered port nor a particular charging speed is guaranteed.
Check the exact computer or motherboard manual for its shutdown behavior and any designated charging port. On the ASRock B550M-C R2.0, the manual says the “USB Power Delivery in Soft Off State (S5)” option can provide power to USB devices in S5. That describes this specific model, not every motherboard. 2. Keep a USB accessory powered
If a port receives standby power, a connected accessory may stay lit or otherwise remain powered after shutdown. A keyboard light that stays on, for example, can be a sign that the port still has power—not necessarily a separate feature or a fault.

Power behavior can differ by port. ASUS’s instructions for certain NUC products say USB-C and USB charging ports can supply power regardless of the USB S4/S5 Power setting discussed for Type-A ports. That guidance applies to those products; check your own PC’s documentation rather than assuming all USB-C or Type-A ports behave the same way. ASUS ROG NUC support instructions
3. Wake the PC with a USB keyboard or mouse
Some computers can resume from a supported power state when you press a key or move a USB mouse. This requires the relevant wake option to be enabled, and support can vary between sleep, hibernation, and shutdown. Wake support is separate from standby charging: leaving a port powered does not by itself mean a keyboard or mouse can wake the PC, and enabling USB wake does not guarantee that a port will charge a device in every state.

Look in the computer or motherboard manual and firmware setup for an option such as “Resume By USB Device.” Follow instructions for the exact model and power state; the menu label and supported behavior are not universal.

Why “turned off” can mean different things
Sleep, hibernation, and shutdown are different power states, and USB behavior may change between them. MSI’s instructions explicitly cover separate USB Type-A behavior in hibernate, sleep, and power-off modes. For settings, search the manual or BIOS/UEFI for terms including “USB Power Delivery in S5,” “USB S4/S5 Power,” “Resume By USB Device,” “ErP Ready,” or “Deep Sleep.” Names and effects vary by manufacturer and model, so use the manual’s instructions rather than changing an unfamiliar setting based on its name alone.

If your goal is to charge a device after shutdown, the relevant setting may need to preserve USB standby power or turn off an energy-saving option. If your goal is to stop a light or accessory staying on, you may need to disable standby power instead. The controls are not interchangeable, and charging and wake functions may be separate.

- ASRock documents Deep Sleep as a way to turn off USB power under S5 on supported boards. ASRock: USB power under S5 mode
- For an example of enabling Type-A charging behavior, MSI instructs users to disable ErP Ready in the configurations covered by its support guide. Check that guide and your board manual before applying the setting. MSI USB power behavior guide
If a device does not charge, check the manual for the relevant power state and try a manufacturer-designated charging port if one exists. A compatible cable is necessary, but it cannot make an unpowered port supply power.
