Organic Maps, OsmAnd, and HERE WeGo are three free apps to consider when you need maps and navigation without a mobile-data connection. Install your choice and download the map covering your destination—and your planned route—while you still have internet access. Then confirm that the map is available offline and that the app’s offline features meet your needs.
“Zero signal” needs a distinction: downloaded map data can be displayed without fetching it over cellular data, but your phone still needs to determine its location. OsmAnd’s documentation identifies GPS/location as the means of determining position, while internet access is needed for initial downloads and updates. These are practical distinctions based on the apps’ official descriptions and setup guidance, not a tested ranking of accuracy or route quality. No app should be assumed to have complete local business listings or to suit every vehicle, travel mode, or route.
Organic Maps: a map-first option
Organic Maps describes itself as an offline maps app for Android and iOS travelers, tourists, hikers, and cyclists. It is based on crowdsourced OpenStreetMap data and presents offline maps and detailed places as core features. OsmAnd: regional maps and navigation features
OsmAnd’s onboarding guide recommends downloading a regional vector map so that search and navigation work properly offline. Maps are downloaded by country or region rather than as one whole-world package. The project describes OsmAnd as open source and ad-free and tracker-free; that is the project’s description, not an independent privacy audit. Its documentation says OsmAnd Pro and Maps+ include unlimited map downloads, but does not establish the free edition’s current allowance. First Steps
HERE WeGo: a defined offline-driving setup
HERE WeGo’s support instructions walk users through downloading a continent and region, then enabling offline use. The support page also notes that downloaded maps should be updated regularly. Android users can store maps on an SD card, but this is optional. HERE WeGo offline maps support
How to prepare an app before leaving service
- Install and open the app while connected. Give it time to finish any initial setup.
- Download the right area. Choose the country or region covering your destination and the entire planned route where applicable. For OsmAnd, select the regional vector maps recommended for offline search and navigation.
- Wait for the download to finish. Check the app’s offline map list or downloaded maps area to confirm the map is present.
- Check offline settings. In HERE WeGo, open the menu, find “Download maps” under “Your Maps,” choose a continent and region, download it, then enable “Use app offline” in the menu.
- Test before you go. Try searching for your destination and preparing the route while you are still connected. Confirm location services are enabled and that your phone can determine its position.
- Update maps before departure. Check the map’s age and available updates; map data can become stale. Keep enough device storage free for downloads.
What offline navigation does—and does not—replace
Downloaded maps let an app use saved map data instead of retrieving it over a mobile connection. They do not guarantee a location fix: your phone still has to determine where it is, and downloaded map files do not ensure that location services will work in every setting. Offline map access also does not provide live traffic.

For Google Maps, offline driving directions work only when the entire route is within the area you downloaded. Google says offline transit, bicycling, and walking directions are unavailable, and offline drivers lose traffic information and alternate routes. Google Maps lets you save an area to a phone or tablet for offline use, but downloaded areas expire and need updating. Google says it attempts to update an area automatically over Wi-Fi when it has 15 days or less before expiration. If you plan to be disconnected for a long period, check that your saved area is current before you leave. - Check destination coverage. Verify that the app offers a downloadable map for the specific country or region. HERE’s listed exemptions make checking in the app especially important.
- Match the app to your use. Organic Maps emphasizes travel and outdoor exploration; OsmAnd offers regional maps and navigation options; HERE WeGo provides a documented offline-driving workflow. These are positioning differences, not proof that one routes better.
- Confirm the offline functions you need. Map display, search, and routing can have different offline requirements. Do not assume that every online function remains available without a connection.
- Plan for storage and updates. Download over Wi-Fi, allow room on the device, and refresh maps before travel when updates are available.
