The phrase “free movie download website” covers three different things: sites that provide an actual video file, services that save a film for temporary offline playback inside their app, and free streaming sites that do not permit downloads at all.
This list separates those categories. The first 18 entries provide downloadable files for at least some titles. The remaining 11 are legitimate free streaming or app-based services, but they should not be confused with ordinary MP4 downloads. Availability, licensing, and catalogues can change by country and by title.
U.S. rights note: A film’s presence on an archive does not automatically make it legal to copy or redistribute. Check the rights statement on the individual film page, and remember that copyright rules differ between countries.

1. Internet Archive
Internet Archive’s Movies collection includes public-domain films, government productions, independent uploads, licensed material, and historical footage. Open an item page and look for Download Options or SHOW ALL. Depending on the upload, you may find MP4, MPEG, Ogg Video, WebM, or other formats.
This is the most useful general-purpose archive on the list, but it is not a guarantee that every title is public domain. Read the item’s rights and license information before downloading or sharing it.
2. Prelinger Archives
The Prelinger Archives collection focuses on historical advertising, educational, industrial, government, and sponsored films. Files are hosted through Internet Archive and are generally easy to download from the item page.
Prelinger’s collection includes material with different rights conditions. Check the individual record rather than assuming that an archival film can be reused without permission.
3. Library of Congress National Screening Room
The National Screening Room contains historical motion pictures from the Library of Congress, including public-domain and permission-based material. Some records include downloadable versions, while others are streaming-only.
Use the item’s Rights and Access section to determine what the Library says about copying and reuse. The Library also makes clear that users remain responsible for their own rights assessment.
4. Library of Congress public-domain films
The Library’s curated Free-to-Use Public-Domain Films page is a more focused starting point than the full National Screening Room. Film pages expose a Download option when a file is available.
This collection is particularly useful for classic American film material and historically important shorts. Check the page notes for the specific title instead of relying only on the collection heading.
5. Wikimedia Commons public-domain film videos
Wikimedia Commons’ public-domain film-video category contains downloadable WebM and Ogg/Theora files along with shorts, government footage, and international material.
On each file page, review the author, source, date, and license fields. A category label is helpful for discovery, but the individual file description is the information that matters for use.
6. Public Domain Movies
Public Domain Movies catalogs classic films and commonly links them to Internet Archive files. Many pages include a Download Movie [Video Format: MP4] link.

Treat it primarily as a catalogue or convenient front end. Follow the underlying Internet Archive link and verify the rights information there before downloading a title for anything beyond personal viewing.
7. EMOL Movies
EMOL Movies offers classic films and cartoons for online viewing and download and describes its collection as public domain.
Public-domain status can vary by country and can be complicated by restored prints, music, translations, or replacement soundtracks. Use the site for older material, but confirm the status of the specific film and version.
8. Creative Commons film mirrors
The Creative Commons media mirrors include downloadable examples of openly licensed films in MOV, MP4, and MPG formats.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Creative Commons is a licensing system, not a synonym for unrestricted use. A film may require attribution, prohibit commercial use, prohibit derivatives, or require adaptations to use the same license. Read the exact license attached to the file.
9. Blender Open Movies
Blender’s Open Movies include projects such as Tears of Steel and other films produced to demonstrate open filmmaking and Blender production workflows. Many projects provide downloadable files and publish a reuse license.
Open-film licensing differs by project. Use the individual film page rather than assuming that every Blender production has identical permissions.
10. Open Culture Free Movies
Open Culture’s Free Movies directory curates links to films hosted by Internet Archive, YouTube, museums, universities, and other sources.
Open Culture is normally a directory, not the file host. Whether you can download a film depends on the linked service. Follow the link and check that source’s download controls and rights information.
11. Internet Archive Feature Films
The Feature Films collection is a convenient Internet Archive subset for longer narrative films. Item pages may provide MP4 or other downloadable files.

12. Internet Archive Sci-Fi and Horror
Internet Archive’s science-fiction collection includes older genre films and related video uploads. Some entries offer several downloadable resolutions and formats.

13. FedFlix
FedFlix collects government and public-affairs films, many originating with U.S. federal agencies. A large number of U.S. government works are public domain.
Exceptions can matter: third-party music, stock footage, logos, contractors’ work, and later restorations may carry separate rights. Check the record before publishing or monetizing a copy.
14. Movies Found Online
The Internet Archive’s Movies Found Online collection gathers film and movie uploads in one place. Download buttons are available on some individual records.
It is a mixed collection, not a blanket public-domain library. Use the file page’s license and source notes as your starting point.
15. Internet Archive Animation Collection
The Animation Collection includes animated films and shorts in a range of formats. It can be a better search starting point than the main movie index if you want cartoons or short animation.
Rights, quality, and available formats vary by item. Some records may contain only streaming derivatives, while others provide several files under Download Options.
16. Internet Archive Community Video
Community Video includes independent and openly shared projects. It is useful for finding films made available directly by creators.

17. Wikimedia Commons films in the public domain
The broader Films in the Public Domain category indexes films and individual media files on Commons.
Commons pages often include detailed source and licensing fields. Review those fields, especially for films uploaded by users or for works whose status may differ between the United States and your country.
18. Wikimedia Commons films
The general Films category includes downloadable video files, but it is not limited to public-domain material. You may find Creative Commons-licensed films, educational videos, historical footage, and restricted works.
Use the category for discovery, then check the individual file’s license before downloading, editing, or reposting it.
11 free movie services that are not ordinary download sites
These services are legitimate options for watching free films. Some support temporary offline playback in an app; others are streaming-only. None should be presented as a source of unrestricted MP4 movie files.
| Service | What it offers | Download reality |
|---|---|---|
| Tubi | Free, ad-supported streaming | Tubi says it does not support downloads or offline viewing. |
| Pluto TV | Free live channels and on-demand films | Streaming service; availability varies by country and device. |
| The Roku Channel | Free ad-supported films and shows | Do not assume that app access means transferable movie files. |
| Plex | Free ad-supported movie streaming | App downloads, where available, are not unrestricted video files. |
| Xumo Play | Free live and on-demand streaming | Catalogue and device support vary by region. |
| Filmzie | Free, ad-supported independent films | Primarily streaming; confirm availability in your country. |
| YouTube Movies | Free-with-ads titles in some markets | In-app offline viewing, where offered, is not an exportable file. |
| Official YouTube film channels | Films legally posted by studios, archives, and filmmakers | Downloading or redistributing a video requires permission; availability alone proves nothing. |
| Vimeo | Films posted by independent creators | Only videos with an uploader-enabled Download button can be downloaded through Vimeo. |
| Kanopy | Library- and university-supported streaming | Start with Get started → Find your library. Offline options are app-controlled, and access requires a participating institution. |
| Hoopla | Movies and other media through participating libraries | Mobile downloads support temporary offline playback, not ordinary transferable files. |
How to check whether a movie download is legitimate
- Identify the host. A directory may point to a legitimate archive, but the directory itself may not host the video.
- Open the individual title page. Do not rely only on a collection name, search result, thumbnail, or “free movies” label.
- Find the rights or license section. Look for public-domain information, a Creative Commons license, a creator permission statement, or institutional rights guidance.
- Separate download permission from reuse permission. Being allowed to save a file for personal use does not automatically permit reposting, selling, editing, or using it in a commercial project.
- Check the version. A restored print, new soundtrack, subtitles, translation, poster, or edited cut may have rights separate from the underlying film.
- Confirm your country’s rules. Copyright is territorial. A work may be public domain in the United States but protected elsewhere.
Common mistakes to avoid
“Everything on Internet Archive is public domain”
Incorrect. Internet Archive hosts public-domain, Creative Commons, licensed, user-uploaded, and disputed material. The individual item record is the relevant source.
“Any film made before 1929 is automatically free”
That rule is outdated and too broad. In the United States, works published before January 1, 1931 are currently public domain, but music, restorations, translations, sound recordings, and other components can have separate rights. Publication history also matters.

One-click scans. No signup required.
“A free streaming service should have a download button”
Streaming and downloading are separate business and licensing models. Tubi, for example, explicitly says that users cannot download videos or watch them offline. Similar services may use encrypted playback rather than a normal movie file.
“Creative Commons means no restrictions”
Creative Commons licenses can require attribution, prohibit commercial use, prohibit derivatives, or require adaptations to retain the same license. Read the license code and its deed on the film page.

FAQ
What is the best legal site for free movie downloads?
Internet Archive is usually the strongest starting point because it has a large catalogue and exposes downloadable files for many records. However, rights are title-specific, so check the individual item page before downloading or sharing a film.
Can I download movies from Tubi?
No. Tubi’s current help information says that it does not support downloading videos or watching them offline. It is a free streaming service, not a movie-file download site.
Are Internet Archive movies legal to download?
Some are, and some have restrictions or disputed rights. Check the title’s rights statement, license, uploader information, and source notes. The existence of a file on Internet Archive is not proof that it is public domain.
What is the difference between offline viewing and downloading a movie?
Offline viewing stores an encrypted or app-controlled copy that normally works only inside a particular service and for a limited time. A movie-file download is a normal file such as MP4 or WebM that you can open with compatible software, subject to its license.
Can I reuse a Creative Commons movie on YouTube?
Possibly, but the exact license controls. Attribution may be required, and licenses containing NonCommercial or NoDerivatives terms may prevent monetization or editing. Follow the license conditions and retain the creator’s required credit.
Free tools Windows power users keep installed
One-click scans. No signup required.
Does a public-domain film remain public domain everywhere?
No. Copyright status is territorial. A film can be public domain in the United States while still protected in another country, and separate rights may apply to music, restorations, translations, or sound recordings.
Do Kanopy and Hoopla let me download movie files?
They can support app-based temporary offline playback for some content or devices, but that is not the same as receiving an unrestricted, transferable MP4. Both services also require access through a participating library or institution.
The Bottom Line
For actual legal movie files, start with Internet Archive, the Library of Congress, Wikimedia Commons, Blender Open Movies, and clearly licensed Creative Commons projects. For newer mainstream films, use Tubi, Pluto TV, Plex, Filmzie, Kanopy, Hoopla, or another legitimate streaming service—but do not mistake free streaming or app-only offline playback for an ordinary downloadable movie file.
