There is no evidence-based, apples-to-apples ranking of the 15 best application modernization companies in the USA for 2026. This is an editorial shortlist, not a certified league table: it draws on a March 2024 ISG assessment of U.S. providers focused specifically on mainframe modernization, plus current official service information for several firms. The ISG cohort supports market relevance within that scope; it does not establish a universal ranking or verify providers’ delivery quality.

The 15 companies below are listed alphabetically. Use the descriptions as starting points for evaluating fit, not as endorsements. Where a provider’s offering is described from its own materials, that attribution matters: a company’s service page is not independent proof of results.

How to interpret this shortlist

ISG’s 2024 ProviderLens assessment covered providers transforming applications and databases to move mainframes to cloud through replatforming, rehosting, reengineering, and rewriting. The report’s provider cohort supplies the basis for most names here, while IBM is supported separately by its current modernization page. The report is narrower than application modernization as a whole: it does not rank providers across every legacy platform, workload, cloud, or modernization approach.

Five companies have additional service details substantiated by official materials in the sources cited here. For the other ten, the supported point is their inclusion in ISG’s U.S. mainframe-modernization cohort—not a detailed, independently verified comparison of their current services.

15 application modernization companies

Accenture

Accenture describes services for application portfolio discovery and assessment, business cases for renewal, rationalization, architecture and roadmap planning, and multiple modernization paths. Its materials also mention mainframe optimization, containerization, and automated code conversions. These are the company’s stated capabilities, not independent measures of delivery outcomes. Accenture’s application modernization services

Capgemini

Capgemini appears in ISG’s 2024 U.S. provider cohort for mainframe application modernization. That inclusion supports relevance within the report’s defined scope; the available evidence here does not establish a detailed current service comparison. ISG’s U.S. assessment

Cognizant

Cognizant describes application-led and business-led modernization and migration, an automation-first cloud-native approach, and its Skygrade platform. These are vendor-stated offerings. Its page also displays client outcome figures without a dated, independently verified methodology in the material reviewed, so those figures are not used here to compare providers. Deloitte

Deloitte’s U.S. Microsoft practice presents app modernization and migration in terms of business outcomes and cloud-native capabilities, including hybrid Azure work. This establishes a Microsoft-oriented offering, not superiority across cloud platforms. Deloitte’s U.S. Microsoft practice

DXC Technology

DXC Technology is included in ISG’s U.S. mainframe-modernization provider cohort. That is evidence of relevance to the report’s specific market scope, not a current, detailed assessment of its broader application portfolio. ISG’s U.S. assessment

HCLTech

HCLTech appears in ISG’s U.S. provider cohort for mainframe modernization. The cohort alone does not substantiate specific current capabilities or a rank among these 15 companies. ISG’s U.S. assessment

IBM Consulting

IBM describes six brownfield modernization patterns: rehosting, refactoring, replatforming, rearchitecting, replacing, and incremental enhancement. Its materials also discuss hybrid-cloud work and a California Department of Health Care Services case involving AWS and Red Hat OpenShift. Treat that case as vendor-hosted material, not an independent evaluation. IBM’s application modernization overview

Infosys

In a 2026 announcement, Infosys described a framework combining ILEAD, Pega Blueprint, and Amazon Bedrock, with a stated path from legacy systems to cloud-native applications on AWS. This is an announced company offering; the announcement is not independent validation of outcomes. Infosys’s 2026 announcement

Kyndryl

Kyndryl is among the providers in ISG’s 2024 U.S. mainframe-modernization cohort. This supports inclusion in a shortlist grounded in that report, but does not by itself describe Kyndryl’s current services in detail. ISG’s U.S. assessment

LTIMindtree

LTIMindtree appears in ISG’s provider cohort for U.S. mainframe modernization. The report’s inclusion is not a universal ranking or proof of comparative performance. ISG’s U.S. assessment

NTT DATA

NTT DATA is included in ISG’s U.S. cohort for mainframe application modernization. That supports market relevance in the assessment’s defined area, rather than establishing a broader service profile here. ISG’s U.S. assessment

Tata Consultancy Services (TCS)

TCS appears in ISG’s 2024 U.S. mainframe-modernization cohort. This source supports its inclusion for that specific workload category, not a placement above or below the other companies listed. ISG’s U.S. assessment

Tech Mahindra

Tech Mahindra is part of ISG’s U.S. provider cohort for mainframe modernization. The cohort establishes relevance to that assessment’s scope, not detailed or independently verified current service capabilities. ISG’s U.S. assessment

UST

UST is included in ISG’s U.S. cohort of mainframe-modernization providers. Its inclusion is a shortlist signal within that report’s scope, not an independently verified ranking. ISG’s U.S. assessment

Wipro

Wipro appears in ISG’s 2024 U.S. mainframe-modernization cohort. The available cohort evidence does not establish a detailed current service comparison or universal rank. ISG’s U.S. assessment

What to compare before hiring a modernization partner

A provider’s cloud-migration pitch is not enough to determine fit. ISG’s eligibility criteria include assessment, architecture, decoupling, APIs, governance, testing, phased project management, and CI/CD—useful areas to make concrete during evaluation.

  • Workload and platform: Identify the applications and dependencies in scope: mainframe, packaged enterprise applications, custom software, or distributed systems. Ask for relevant experience with the platforms you actually run.
  • Transformation path: Ask why the provider recommends rehosting, replatforming, refactoring, rearchitecting, replacing, or incremental enhancement for each workload. These are different choices, not interchangeable labels.
  • Cloud and operating fit: Specify the intended AWS, Azure, Google Cloud, hybrid, or multicloud environment and any operational constraints. Assess the provider against that target rather than a generic cloud-native claim.
  • Discovery and architecture: Ask how the team will inventory applications, map dependencies, assess portfolios, design APIs, decouple systems, and govern the future architecture.
  • Automation and delivery controls: Clarify how reverse engineering, automated transformation, quality assurance, testing, phased delivery, and CI/CD will be handled.
  • Business case and operating model: Look for a plan that connects technical work to business outcomes, future operating practices, and value realization—not only migration completion.
  • Evidence behind outcomes: Request the scope, dates, baseline, and measurement method behind case studies or savings claims. Provider-reported figures are not comparable proof of typical results unless independently validated.

How to choose among the 15

  1. Define the estate and outcome. List the applications, platforms, dependencies, and operating constraints in scope; state what the modernization must accomplish.
  2. Request a workload-specific assessment. Have each candidate explain its discovery process and proposed transformation path for representative applications.
  3. Test cloud and governance fit. Require a target architecture and delivery plan that address your cloud environment, APIs, testing, security and operational governance.
  4. Compare delivery evidence consistently. Ask each provider for similarly scoped examples and how outcomes were measured. Do not compare undated marketing figures as though they were equivalent.
  5. Validate the working model. Confirm who will make architecture decisions, how phases and acceptance criteria are defined, and how responsibilities transfer to ongoing operations.
