No VPN in the available evidence can be called the best choice for staying anonymous online. A provider’s location is only one part of the privacy picture: what data it retains, how its systems are assessed, and what those assessments actually cover matter too. The evidence supports comparing several providers, but not a definitive ranking.
Does a VPN outside the 14 Eyes make you anonymous?
No. A VPN changes which parties can see parts of your connection: your internet provider can generally see that you connect to a VPN, while the VPN provider handles your traffic as it exits its network. That does not make a user anonymous, prevent every form of tracking, or establish what data the VPN company retains.
“Fourteen Eyes” refers to intelligence-sharing cooperation among 14 countries, according to Private Internet Access Support’s July 16, 2026 explanation. That article does not enumerate the countries, so a country-by-country list is not established here. A provider’s headquarters or incorporation is useful legal context, not a complete privacy verdict.

The table separates provider-reported jurisdiction claims from assessment details. Where the cited material does not establish a fact, it is marked accordingly rather than inferred.

How to interpret a VPN audit
An audit or assurance engagement applies to a defined scope and period. It does not prove that a provider will operate the same way indefinitely, cover every product or system, or collect no information of any kind. A no-logs assessment is also not interchangeable with a security audit: one concerns specified data-handling claims, while the other may examine security properties or components.
IVPN CEO Nicholas Pestell put the limitation this way in the company’s June 19, 2026 announcement: “Audits are a snapshot in time: any VPN service receiving a ‘no-logs’ stamp from independent evaluators can update its systems and start collecting sensitive data the following day.” Treat an audit as evidence about its stated scope and date, not as a permanent guarantee.

What to check before choosing a provider
Use these checks to compare providers on evidence rather than on an “outside the alliance” label alone:
- Legal entity and location: Identify the operating or contracting entity, and distinguish its legal location from the brand’s marketing description.
- Data practices: Read what the provider says it collects for accounts, billing, diagnostics, connections, traffic, and devices. “No activity logs” does not necessarily mean “no data.”
- Assessment scope: Look for the auditor, framework, period, systems examined, conclusion, and whether the full report is available. A provider summary is not the same as direct access to the report.
- Freshness and accountability: Check whether assessments and privacy disclosures are dated, whether later operating changes are addressed, and whether transparency or legal-request information is public.
- Practical fit: Confirm current operating-system support, device limits, protocols, required features, and price directly with the provider. The cited evidence does not establish comparable values for these points.
Can a provider be required to disclose data?
The cited material does not establish the legal rules that apply to every provider or jurisdiction. It would be misleading to claim categorically that a company can—or cannot—be compelled to disclose information. To assess a specific service, identify its relevant legal entity and consult current primary legal sources for the jurisdiction and circumstances involved.

Can one of these providers be ranked as the best in 2026?
Not on this evidence. The providers’ information is not comparable across ownership, legal entity, data handling, audit scope, platform support, features, prices, or independent performance testing. The available material supports evaluating particular claims, not a single “best VPN outside the 14 Eyes” winner. Treat any provider’s jurisdiction label as one input to a broader privacy assessment.
