There are no legitimate websites that offer free commercial Nintendo Switch ROMs for Egg NS, Skyline, or Strato. Nintendo identifies game copies distributed through peer-to-peer networks and third-party file-hosting links as unauthorized copies. A page using labels such as “legal ROMs,” “preservation,” or “backup downloads” does not change that status.
This also makes a list of 12 “best” download sites misleading. The safer approach is to obtain Switch games through Nintendo’s official distribution channels and treat emulator downloads—especially pages claiming to offer Strato or current Skyline packages—with caution.
What you can legally download
Nintendo’s official options are the Nintendo eShop and Nintendo’s website. Depending on the title and region, these services provide purchased digital games, downloadable content, demos, updates, and bundles. They do not provide unrestricted emulator-ready ROM files for downloading from a third-party site.

A purchased cartridge or digital license is also not the same as permission to download an additional copy from an unknown website. The often-repeated claim that “owning the game makes any ROM download legal” is not a reliable rule. Nintendo specifically describes third-party-hosted copies as unauthorized pirate copies.

Why the usual 12-site lists are unreliable
Lists of ROM websites commonly blur together commercial game piracy, emulator downloads, and homebrew software. They may also link to pages with aggressive advertising, fake download buttons, password-protected archives, malicious APK files, incomplete dumps, or mismatched updates and DLC. There is no reliable site-by-site ranking that turns those sources into legitimate distributors.
File extensions do not solve the problem. In emulator discussions, XCI commonly refers to a cartridge image, while NSP commonly refers to an installed-game, update, or DLC package. NSZ is generally encountered as a compressed package format. None of these extensions proves that a file is authorized, complete, safe, or compatible with a particular emulator.
Egg NS, Skyline, and Strato: important status checks
Egg NS
Egg NS is an emulator application, not an authoritative game-file distributor. The available research does not verify an official Egg NS service that legally supplies commercial Switch ROMs, nor does it verify a current official manual defining a universal ROM-download process or supported file-version matrix.

Be particularly skeptical of articles that use Egg NS as a reason to download games from third-party ROM sites. An emulator’s existence does not authorize a website to distribute Nintendo software.
Skyline
Skyline was discontinued in May 2023. A page advertising “new official Skyline updates,” current official compatibility packs, or active official support should therefore be treated as unverified unless it can be tied to an authentic archived project source.
Strato
Strato’s official About page describes it as an open-source, experimental emulator for ARMv8 Android devices and states that it is still in development and not yet ready for public release. Consequently, a website offering an “official Strato ROM compatibility pack,” a supposedly stable official Strato APK, or a “Strato game pack” cannot be authenticated from the project’s stated status.

Do not confuse an unofficial mirror, repackaged APK, or search-result listing with a project release. These files can be modified, bundled with unwanted software, or used to collect personal information.

- Use the project’s authentic channels. Check its official website or verified source repository rather than a generic APK or ROM index.
- Download only software the project actually publishes. Strato’s own status information says it is not yet ready for public release, so “stable Strato” downloads are a red flag.
- Use homebrew and open-source software. This is the safer non-piracy category for experimentation, provided the download comes from the developer or a verifiable project release page.
- Do not download commercial Nintendo game archives from third-party hosts. This includes files labelled ROM, dump, NSP, XCI, NSZ, update, DLC, or compatibility pack.
- Protect your device and accounts. Avoid APKs that request unnecessary accessibility, administrator, SMS, contacts, or account permissions. Never enter Nintendo credentials into a ROM site.
- Scan unexpected archives and installers. A file claiming to be a game but containing an executable, script, password prompt, or second installer is not a normal reason to proceed.
What to do if you find a suspicious ROM site
Do not create an account, disable browser security, install a “download manager,” or provide payment details to unlock an archive. Close the tab and remove any downloaded files. If you entered a password, change it from a trusted device and enable two-factor authentication where available.
Nintendo lists piracyscene@noa.nintendo.com as a reporting address for ROM sites and related infringement. Include the page URL and a short description; do not send personal information unnecessarily.

Bottom line on the requested 12 sites
No list of 12 free commercial Nintendo Switch ROM sites can be responsibly recommended as legitimate based on the available evidence. The official source for commercial Switch games is Nintendo’s distribution system, not a ROM index. For legal emulator experimentation, limit downloads to authentic homebrew or open-source project releases and verify the project’s current development status before installing anything.

Is there a legal website for free commercial Nintendo Switch ROMs?

If I own a Switch cartridge, can I download its ROM from a ROM site?
Ownership does not automatically authorize downloading an additional copy from an unknown third-party website. Nintendo explicitly describes third-party-hosted copies as unauthorized, so the claim that ownership makes any ROM download legal should not be relied upon.

Is Skyline still being developed?
No. Skyline was discontinued in May 2023. Claims of current official Skyline development or support should be checked against authentic archived project information.
Where can I get legal software to test an emulator?
