The best online form builders in 2026 depend on the job: Jotform is the strongest broad all-purpose choice, Typeform leads for conversational design, Google Forms is the simplest free option, and Tally offers the most generous advertised free allowance. Fillout, Cognito Forms, SurveyMonkey, Formstack, and CRM-native tools become better choices for database workflows, calculations, research, governance, or lead capture.
No single form builder wins every category. The shortlist below separates simple collection tools from branded conversion forms, database-connected platforms, survey-research products, and enterprise workflow systems. Prices and features can vary by country, billing term, workspace, seat count, and plan, so confirm the vendor page before buying.
Key takeaways
- Jotform is the best overall choice when templates, payments, signatures, integrations, conditional logic, and workflows matter more than the lowest price.
- Google Forms is the best simple free option for surveys, quizzes, registrations, and internal data collection, while Microsoft Forms is the natural equivalent for Microsoft 365 organizations.
- Tally advertises unlimited forms and submissions on its free plan, but the offer is subject to fair-use guidelines and does not automatically mean unlimited storage, bandwidth, or enterprise governance.
- Typeform is strongest for polished, one-question-at-a-time forms, but response-based pricing can make it less attractive for high-volume collection.
- Fillout is a strong candidate for Airtable- and database-connected intake, Cognito Forms for calculations and payments, SurveyMonkey for research analysis, and Formstack for governed enterprise workflows.

| Tally | Generous free usage | Unlimited forms and submissions advertised, subject to fair use | Supports payments on applicable plans or features | Logic and calculations advertised | Enterprise governance and deep CRM needs may require another tool |
| Fillout | Database-connected intake | Check current limits on the official plan page | Available for applicable workflows | Strong candidate for logic and database workflows | Less useful when no database workflow is needed |
| Paperform | Forms that resemble landing pages or documents | Check current plan limits | Supports order and payment use cases | Useful for structured, content-rich forms | Overkill for a basic internal survey |
| Cognito Forms | Quotes, calculations, and payments | 100 entries per month and one user on Individual | Yes, with supported processors | Particularly strong for calculations and structured intake | Free plan is limited by entries and users |
| SurveyMonkey | Survey research and analysis | Basic plan limits responses that can be viewed | Not its primary use case | Research-oriented survey features | Not a natural choice for orders, approvals, or document workflows |
| Formstack | Enterprise forms, documents, and approvals | Primarily a paid, enterprise-oriented option | Available for applicable workflows | Strong workflow and document orientation | Too expensive or complex for a simple contact form |
| HubSpot Forms | HubSpot CRM lead capture | Free form builder advertised; premium features depend on HubSpot products | Not its main differentiator | Useful in marketing and CRM workflows | CRM dependence makes it less suitable as a standalone form database |
| Zoho Forms | Zoho ecosystem teams | Check current plan and add-on limits | Available for supported workflows | Best evaluated alongside Zoho CRM and Campaigns | Less compelling without an existing Zoho investment |
The table is a category-based editorial shortlist, not a claim that twelve interchangeable products were scored identically. The market includes fundamentally different products, and a research platform or enterprise workflow system should not be judged only by how quickly it creates a contact form.
#1 Best Overall
How were the form builders evaluated?
A defensible comparison should use the same or functionally equivalent forms in every platform rather than relying on feature checklists. The recommended test set contains a contact form, a multi-page lead-qualification form, a payment or order form, an event-registration form, a survey, and an internal approval workflow.
The six forms that expose meaningful differences
- Contact form: Name, email, phone, message, required-field validation, spam protection, notification delivery, and export.
- Lead qualification form: Conditional branching, hidden URL fields, progress indication, a customized completion page, and CRM or email notification.
- Payment or order form: Product selection, quantity, calculated total, discount code, payment processor connection, confirmation email, and failed-payment handling.
- Registration form: Date selection, file upload, consent checkbox, confirmation document, duplicate-response handling, and capacity controls.
- Survey: Matrix or rating questions, logic jumps, anonymous responses, export, filtering, and analysis.
- Approval workflow: Assignment, approval or rejection, notifications, audit trail, and role permissions.
Reviewers should record time to create a usable form, time to publish, clicks required for common tasks, mobile behavior, keyboard navigation, error-message clarity, upload reliability, integration setup, notification timing, export quality, and the limits of the tested plan. A short walkthrough can assess capability and usability; it cannot prove that one builder produces a higher conversion rate without a controlled respondent study.
Which form builder is best for each use case?
Best overall: Jotform
Jotform is the best overall online form builder when a team wants one platform for many different jobs. Its breadth includes templates, conditional logic, payments, signatures, integrations, and workflow features, so Jotform is a practical shortlist leader for agencies, small businesses, operations teams, and organizations that expect their forms to become more complex over time.
Recommended Free Tools
The trade-off is plan management. The Jotform pricing page lists a free Starter plan followed by Bronze, Silver, Gold, and Enterprise tiers. The free plan carries Jotform branding, while paid tiers increase limits for forms, submissions, storage, and other capabilities. The same page highlights integrations such as Salesforce, HubSpot, Zoho CRM, Google Sheets, PayPal, Stripe, Slack, Make, and Zapier.
Jotform also advertises HIPAA-related features on specified higher plans. That does not mean that selecting Jotform alone makes an organization HIPAA compliant. A healthcare buyer still needs to verify the applicable plan, business associate agreement, configuration, access controls, retention practices, and organization-wide compliance procedures.
Choose Jotform if: you need the broadest combination of form types, payment connections, signatures, templates, integrations, and workflow options.
Skip Jotform if: you only need a short internal survey and want the least complicated free experience.

Best for conversational forms: Typeform
Typeform is the best online form builder for a polished conversational experience in which respondents usually see one question at a time. The presentation can suit short lead-generation forms, applications, feedback flows, and branded campaigns where the respondent-facing interface matters as much as the administrator’s editor.
The design choice has a cost. One-question-at-a-time presentation can add clicks to long forms, and Typeform plans use defined response allowances. The official Typeform pricing page shows a free plan, paid tiers, response limits, and a 14-day trial on certain offerings. One displayed plan includes 10,000 responses per month and five users, but buyers should verify the current allowance for the exact plan and region.
Typeform’s enterprise security and compliance features, including HIPAA-related options, should be evaluated as plan-specific offerings rather than assumed to exist on every account. Typeform is a strong presentation choice, but a high-volume survey team should calculate cost from responses, not only from the monthly subscription.
Choose Typeform if: brand experience, visual polish, and conversational presentation are central to the form’s purpose.

Best simple free option: Google Forms
Google Forms is the best free general-purpose option for straightforward surveys, quizzes, registrations, and internal collection, especially when the organization already uses Google Workspace. The Google Forms product page positions the tool within Google’s broader productivity ecosystem.
Google Forms is fast to start, familiar to many respondents, and appropriate when the requirements are fields, basic validation, sharing, and spreadsheet-oriented collection. Google Forms is less suitable when the form needs sophisticated calculations, native payments, advanced approvals, document generation, deep branding, or a highly customized respondent experience.
Choose Google Forms if: speed, familiarity, and basic collection matter more than visual differentiation or workflow depth.

Skip Google Forms if: the form is a public-facing sales funnel, paid order process, complex quote calculator, or governed enterprise workflow.
Best for Microsoft 365 users: Microsoft Forms
Microsoft Forms is the best online form builder for organizations already centered on Microsoft 365, Microsoft accounts, Teams, Excel, and related Microsoft services. Microsoft Forms is a natural fit for internal polls, quizzes, event registration, feedback, and basic data collection inside that environment.
The Microsoft Forms page provides the product and Microsoft 365 context. Microsoft Forms becomes less compelling when a team is not already invested in Microsoft’s ecosystem or needs advanced payment, calculation, database, document, or approval features that require a more specialized platform.
Choose Microsoft Forms if: the organization already manages users and collaboration through Microsoft 365.
Skip Microsoft Forms if: the form must operate as a heavily branded, payment-enabled, standalone customer experience.
Best generous free plan: Tally
Tally is the best high-limit free alternative for readers who want to create many forms without immediately paying for a per-form or per-submission allowance. Tally’s official pricing page advertises unlimited forms and submissions on the free plan, subject to fair-use guidelines.
The fair-use qualification matters. “Unlimited” does not automatically mean unlimited storage, bandwidth, file uploads, API calls, views, payment activity, or protection from abuse controls. The Tally pricing page displays a Pro plan at $24 per month and lists upgrades such as custom domains, team collaboration, partial submissions, custom CSS, and removal of Tally branding.
Tally is a particularly useful starting point for freelancers, small teams, and projects that may collect more responses than a conventional free tier permits. Buyers needing formal enterprise governance, deep native CRM behavior, or specialized research analysis should compare Tally with Formstack, a CRM-native tool, or SurveyMonkey.
Quick wins for a faster PC:

Skip Tally if: enterprise controls, a mature research-analysis environment, or a deeply integrated CRM workflow is the primary requirement.
Best for database-connected forms: Fillout
Fillout is the strongest candidate in this shortlist for database-connected forms, particularly intake workflows built around Airtable or similar data systems. Fillout is useful when a form is not merely collecting responses but creating, updating, or routing records in an existing operational database.
The Fillout pricing page should be checked for current plan limits, database capabilities, workflow features, and enterprise terms immediately before purchase. The important comparison is not only whether Fillout connects to a database, but whether the connection supports the required record behavior, permissions, attachments, updates, duplicate handling, and automation without excessive middleware.
Choose Fillout if: the form is the front end for an existing database-backed process.
Skip Fillout if: the team only needs a simple survey and has no database workflow to maintain.
Best form-plus-content experience: Paperform
Paperform is the best fit for forms that should look more like landing pages, order pages, interactive documents, or branded content than traditional field stacks. Paperform can suit service inquiries, product orders, bookings, applications, and forms where explanatory copy and the form fields need to live together.
Review the current plans on the Paperform pricing page before selecting a tier. The key question is whether the content-rich presentation improves the respondent journey enough to justify the platform’s cost and complexity. Paperform is unnecessary for a plain internal data-collection form, but its format can be valuable when context, images, product information, and structured responses belong on one page.
Best for calculations, quotes, and payments: Cognito Forms
Cognito Forms is the best specialist choice here for quotes, order forms, calculations, signatures, and structured intake. Cognito Forms is well suited to workflows in which a respondent’s answers determine a price, eligibility result, order total, or follow-up document.
The Cognito Forms pricing page states that the free Individual plan allows 100 entries per month and one user. The page displays Pro at $19 per month when billed annually, with 2,000 entries per month and two users. The annual-equivalent price should not be compared directly with a month-to-month price from another vendor without stating the billing terms.
Payment support means Cognito Forms connects to supported payment processors; it does not mean Cognito Forms itself is the card network or payment processor. Test processor setup, taxes, discounts, failed payments, receipts, refunds, and recurring billing separately before relying on the form for a live transaction process.
Choose Cognito Forms if: calculations, quotes, orders, signatures, or payment logic are more important than survey analytics.

Rank #2
Best for survey research and analysis: SurveyMonkey
SurveyMonkey is the best research-oriented option in this group when structured survey design, analysis, and established research workflows matter more than payments or document automation. SurveyMonkey should be evaluated as a survey-research platform rather than treated as a direct substitute for every transactional form builder.
Free-plan limits are especially important. The SurveyMonkey pricing page explains that the Basic plan is free but limits how many responses can be viewed. Paid plans count responses across surveys and users, and overage rules may apply. A buyer should distinguish responses collected from responses viewable, stored, exportable, or included in the plan allowance.
Choose SurveyMonkey if: survey design, research analysis, and structured reporting are the center of the project.
Skip SurveyMonkey if: the project is primarily an order form, quote calculator, document generator, or approval workflow.
Best for enterprise forms and document workflows: Formstack
Formstack is the best enterprise-oriented option for document-heavy, approval-heavy, and governed intake processes. Formstack is more appropriate than a lightweight free builder when an organization needs workflow routing, document automation, permissions, governance, and a more formal administrative environment.
The Formstack pricing page should be consulted for current plan structure and enterprise terms. Formstack can be poor value for a simple contact form because enterprise controls add cost and administrative complexity that a small project may never use.
Choose Formstack if: approvals, documents, governance, and enterprise intake justify a paid workflow platform.
Recommended Free Tools
Skip Formstack if: the requirement is only a basic survey, registration, or contact form.
Best for HubSpot lead capture: HubSpot Forms
HubSpot Forms is the best choice for teams already using HubSpot CRM because form submissions can automatically feed contacts into the CRM and support lead-capture workflows. The HubSpot Forms product page advertises a free form builder with no credit card required, while premium capabilities are available through broader paid HubSpot products.
HubSpot Forms is not automatically the best standalone form database. A buyer who does not want CRM dependence, complex order calculations, broad payment support, or a form independent of a marketing subscription should compare HubSpot with Jotform, Cognito Forms, or a database-connected platform.
Choose HubSpot Forms if: the commercial outcome is a CRM record, marketing workflow, or sales follow-up inside HubSpot.

Best for Zoho ecosystem teams: Zoho Forms
Zoho Forms is the best option to investigate when an organization already uses Zoho CRM, Zoho Campaigns, Zoho Workplace, or other Zoho applications. The value comes from evaluating the form alongside the existing Zoho stack rather than judging it as an isolated builder.
Check the current Zoho Forms pricing page for plan limits, users, submissions, storage, integrations, and add-ons. Zoho Forms is less compelling when a team has no Zoho investment and prefers a broader independent integration ecosystem.
How much do online form builders cost?
Online form-builder pricing cannot be compared responsibly by monthly subscription alone. The effective cost can depend on monthly versus annual billing, response limits, users, storage, branding, custom domains, payment submissions, transaction fees, automation middleware, and enterprise add-ons.
| Product | Published pricing signal | What the limit means | Buyer caution |
|---|---|---|---|
| Tally | Pro displayed at $24/month | Free plan advertises unlimited forms and submissions, subject to fair use | Verify branding, storage, bandwidth, uploads, and governance requirements |
| Cognito Forms | Pro displayed at $19/month when billed annually | Free Individual includes 100 entries/month and one user; Pro includes 2,000 entries/month and two users | Annual-equivalent pricing is not the same as month-to-month pricing |
| Typeform | Free and multiple paid tiers displayed | Each plan has a defined monthly response allowance; one displayed plan includes 10,000 responses/month and five users | Calculate cost from expected responses and verify the exact plan |
| Jotform | Free Starter, Bronze, Silver, Gold, and Enterprise tiers | Higher tiers increase forms, submissions, storage, and other limits | Free branding and usage limits may be the real upgrade trigger |
| HubSpot Forms | Free form builder advertised | Premium features depend on broader HubSpot products | Consider the cost and commitment of the surrounding CRM and marketing stack |
| SurveyMonkey | Free Basic plan plus paid plans | Basic limits responses that can be viewed; paid plans have response and possible overage rules | Separate collected, viewable, stored, and exportable responses |
These prices and plan signals were observed in the supplied research for U.S. pricing on August 16–18, 2026. Vendor pricing can change, and the effective total may vary by region, taxes, promotions, seats, add-ons, and billing period. The captured research did not expose a dependable plain-text price for Fillout, Paperform, Formstack, Zoho Forms, Google Forms, or Microsoft Forms, so those prices should be recorded manually from the official pages immediately before publication rather than inferred from comparison tables.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What should you test before choosing a form builder?
Form creation and collaboration
Compare blank-form creation, templates, drag-and-drop editing, block or document-style editing, AI-assisted generation, field search, duplication, reusable fields, preview quality, undo or version history, and collaboration. A builder that creates a basic form quickly may still be slow when a team must maintain nested logic or shared templates.
Respondent experience
Test single-page and conversational layouts on a phone, tablet, and desktop. Check progress indicators, back-button behavior, save-and-resume, partial submissions, autofill, uploads, confirmation screens, redirects, keyboard navigation, focus order, and error recovery. A polished form may feel lower-friction for a short lead flow while becoming inefficient when a respondent must complete many fields.
Logic and calculations
Do not award a platform full credit merely because its feature list says “conditional logic.” Verify show-and-hide rules, branching, skip logic, required fields inside conditional sections, nested conditions, calculated values, scoring, quotation logic, date constraints, duplicate prevention, URL parameters, and hidden fields.
Integrations and workflow depth
Separate native integrations from webhooks, APIs, Zapier or Make connectors, and custom automation. Record setup time, required plan, trigger delay, failed-run visibility, retry behavior, field mapping, create-versus-update behavior, and duplicate handling. A native Google Sheets or Salesforce integration is not equivalent to sending data through an automation service.
Data, reporting, and administration
Test CSV and XLSX export, filtering, search, saved views, charts, cross-tabulation, scheduled reports, webhook payloads, duplicate detection, deletion, retention controls, audit logs, and role-based access. A form can collect unlimited responses while still limiting how many responses an account can view, store, export, or route.
Payments
Use a payment sandbox rather than live card data. Verify supported gateways, builder-added payment fees, recurring payments, coupons, taxes, partial payments, refunds, failed-payment behavior, PCI responsibilities, receipts, and webhook events. “Supports payments” means that the product connects to a payment processor such as Stripe or PayPal; it does not make the form builder the payment processor.
Security and compliance
Review encryption, data-center geography, GDPR or CCPA statements, SOC 2 or equivalent reports, SSO, audit logs, role-based access, data-processing agreements, HIPAA eligibility, business associate agreement availability, retention, and deletion policies. Treat “secure” and “HIPAA-ready” as vendor claims that require plan-specific and configuration-specific verification, not as a complete compliance conclusion.

How should you choose an online form builder?
- Need basic collection and already use Google? Start with Google Forms.
- Need Microsoft 365 integration? Start with Microsoft Forms.
- Need a generous free allowance? Start with Tally, then verify fair-use, branding, storage, and export requirements.
- Need the broadest feature set? Choose Jotform as the first paid comparison.
- Need a polished conversational experience? Compare Typeform against the expected response volume.
- Need CRM-native lead capture? Use HubSpot Forms for HubSpot workflows or Zoho Forms for Zoho workflows.
- Need database-connected intake? Evaluate Fillout against the actual record, attachment, permission, and update workflow.
- Need calculations, quotes, or payments? Test Cognito Forms and compare processor fees and plan limits.
- Need research-grade survey analysis? Evaluate SurveyMonkey by its analysis and response rules, not only its form editor.
- Need governed enterprise workflows? Compare Formstack’s approvals, documents, security controls, and administrative features.
What do free plans really limit?
Free plans may limit the number of forms, monthly submissions, responses viewed, file storage, payment submissions, users, integrations, custom domains, logic, exports, branding, or retention. Always identify whether a vendor’s limit applies per month, year, form, account, workspace, or user.
Response limits are especially easy to misread. “Responses” might mean responses collected, responses viewable, responses stored, responses exportable, monthly responses, lifetime responses, payment submissions, partial submissions, or form views. Typeform and SurveyMonkey demonstrate why a free plan should not be compared with an unlimited-response plan without defining the metric.
Which claims should a comparison article avoid?
A responsible review should call “best overall” an editorial judgment tied to published criteria. It should not claim “highest converting” without controlled conversion data, “easiest” without a defined task and measured evaluation, or “cheapest” without stating billing period, seats, usage, taxes, add-ons, and payment fees.
A review should also avoid saying that a product is “HIPAA compliant” merely because the vendor offers HIPAA-related features. More precise wording is that a vendor offers HIPAA-related features on specified plans or says a business associate agreement is available, subject to configuration and an organization-wide compliance review.
Alternatives for specialized requirements
The twelve products above cover general-purpose, marketing, survey, database, payment, CRM, and enterprise workflow needs. Specialized requirements may justify Airtable Forms, WPForms or Gravity Forms for WordPress, FormAssembly for Salesforce-heavy organizations, Qualtrics or Alchemer for advanced research, Feathery for developer-oriented custom forms, KoboToolbox or ODK for field and offline data collection, or a custom-built form for unusual security, performance, or workflow requirements.
Those alternatives are not inherently inferior. They belong outside this shortlist because their strongest use cases depend on a specific CMS, CRM, research environment, field-data requirement, or engineering team.
Frequently Asked Questions
Is Jotform better than Typeform?
Jotform is generally the better choice when breadth, payments, signatures, integrations, templates, and workflows matter. Typeform is generally the better choice when a polished one-question-at-a-time respondent experience matters more than maximum workflow breadth or low cost at high response volume.
What is the best free online form builder?
Google Forms is the best simple free option for basic surveys, quizzes, registrations, and internal collection. Tally is the stronger free alternative when the buyer needs the advertised unlimited forms and submissions allowance, provided Tally’s fair-use, branding, storage, and governance conditions are acceptable.

Cognito Forms is the strongest specialist choice in this shortlist for calculations, quotes, order forms, signatures, and payment workflows. Jotform is a better broad all-purpose alternative when payments are only one part of a larger integration and workflow requirement.
Are online form builders HIPAA compliant?
Choosing an online form builder does not by itself make an organization HIPAA compliant. Some vendors offer HIPAA-related features or business associate agreement options on specified plans, but the organization must verify the plan, agreement, configuration, access controls, retention, and wider compliance program.
Can a free form builder handle unlimited responses?
Some free plans advertise unlimited responses, but the word unlimited requires qualification. Tally advertises unlimited forms and submissions subject to fair-use guidelines, while other services may limit responses collected, responses viewed, storage, exports, users, payment submissions, or form views.
The Bottom Line
Choose by workflow rather than by a universal ranking. Start with Google Forms or Microsoft Forms for simple free collection, Tally for a generous advertised free allowance, Jotform for the broadest general-purpose toolkit, Typeform for conversational presentation, Fillout for database-connected intake, Cognito Forms for calculations and payments, SurveyMonkey for research analysis, HubSpot or Zoho Forms for CRM-native work, and Formstack for enterprise governance. Before subscribing, test the exact form, device, integration, payment mode, plan limit, and compliance requirement that matters to your organization.
