There is no single best cloud migration tool in 2026: Azure Migrate is the strongest overall choice for Azure-bound estates, AWS Transform MGN leads AWS server rehosting, and Google Cloud Migration Center leads GCP assessment and planning. Database, VMware, file-transfer, discovery, and modernization projects need specialized tools.
The best choice depends on what you are moving, where it is going, how much downtime the business can accept, and whether the project is a rehost, relocate, replatform, or modernization effort. The 11 tools below are ranked by best-fit use case—not as interchangeable products.
Key takeaways
- Azure Migrate is the best overall fit for organizations assessing and moving mixed workloads into Microsoft Azure.
- AWS Transform MGN is designed for continuous replication and low-downtime rehosting of physical or virtual servers into Amazon EC2.
- Google Cloud Migration Center is primarily an assessment, TCO, planning, and modernization platform; Google Migrate to Virtual Machines performs cross-cloud VM movement into Compute Engine.
- AWS DMS, Azure Database Migration Service, and Google Cloud Database Migration Service are database-migration products, not complete application-migration platforms.
- Device42 and Flexera are most useful before execution, while VMware HCX and Zerto address VMware mobility, replication, cutover, and rollback requirements.
- “Free migration” normally excludes destination compute, storage, replication appliances, networking, egress, licensing, consulting, and parallel-running costs.

Why is there no single cloud migration tool?
A serious migration normally combines several capabilities: discovery and dependency mapping, business-case analysis, landing-zone planning, server or VM replication, database conversion, file and object transfer, application modernization, testing, cutover, rollback, and post-migration optimization.
A tool that copies a VM can automate movement while leaving the application architecture, database compatibility, identity, security, licensing, and operating model unchanged. A planning platform can identify dependencies and estimate costs without moving a single workload.
AWS Prescriptive Guidance separates migration tools into discovery and planning, business-case analysis, application mobility, and data mobility. Google Cloud’s migration documentation likewise separates VM migration, database migration, CDC replication, bulk transfer, replatforming, and modernization tools.

How were these cloud migration tools evaluated?
The practical evaluation criteria are source and destination coverage, discovery depth, dependency mapping, database compatibility, continuous replication, test-clone capability, cutover and rollback controls, network requirements, security, encryption, compliance, automation, API and infrastructure-as-code integration, pricing transparency, cloud lock-in, operational support, and post-migration optimization.
The most important question is not “Which product has the most features?” It is “Which product can move this workload to that destination within this outage, security, budget, and operational constraint?”
1. Azure Migrate: best overall for Azure-bound estates
Azure Migrate is the best overall choice for Microsoft-centric organizations that have selected Azure and need assessment, readiness analysis, and migration workflows in one Azure-native hub.
Microsoft’s Azure migration guidance covers compute, databases, storage, networking, security, governance, readiness, and migration-strategy selection. Azure Migrate can assess on-premises, AWS, and Google Cloud workloads and is particularly attractive for Windows Server, SQL Server, VMware, and Hyper-V estates.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →What Azure Migrate is good at
- Azure readiness and sizing assessments.
- Windows Server and SQL Server migration planning.
- VMware and Hyper-V estate analysis.
- Integration with Azure landing-zone, governance, networking, and security planning.
- Helping teams connect assessment to Azure execution services.
Azure Migrate is not a neutral multi-cloud comparison platform. Its strongest recommendations naturally lead toward Azure services, and some workloads still require separate replication, database, networking, storage, or modernization services.
Microsoft does not provide one universal migration price. Azure Migrate pricing varies by workload and feature, while Azure storage, replication, networking, destination resources, and other services can add consumption charges.
Choose Azure Migrate when: Azure is already the strategic destination and the estate includes Microsoft workloads.
Consider Device42 or Flexera instead when: the business needs vendor-neutral discovery or a multi-cloud business case before selecting a destination.
2. AWS Transform MGN: best for server rehosting into AWS
AWS Transform MGN is the strongest fit for large-scale lift-and-shift migration of physical or virtual servers into AWS with continuous replication and test launches before cutover.
AWS describes MGN as an application and server migration service and places it alongside separate AWS Transform workflows for VMware, mainframe, and .NET modernization.
What AWS Transform MGN is good at
- Rehosting physical servers and supported virtual machines to Amazon EC2.
- Continuous block-level replication before production cutover.
- Launching test instances without immediately switching production traffic.
- Large migration waves managed with AWS Migration Hub and related AWS services.
MGN is primarily an AWS-destination product. Rehosting can reduce initial application changes, but it can also preserve oversized instances, old agents, technical debt, and inefficient storage. Database migrations generally need AWS DMS or another database-specific product.
AWS says MGN has a free period, but customers still pay for AWS infrastructure used for replication, testing, and cutover, including compute and storage. The length of the parallel-running period can materially affect the total bill.
Choose AWS Transform MGN when: the migration goal is a fast, low-change server move into EC2.
Rank #2
- Solid state performance with up to 800MB/s read speeds in a portable drive. (Based on internal testing; performance may be lower depending on host device, interface, usage conditions and other factors. 1MB=1,000,000 bytes.)
- Back up your content and memories on a storage solution that fits seamlessly into your mobile lifestyle.
- Take it with you on your adventures—up to two-meter drop protection means this durable drive can take a beating. (Based on internal testing.)
- Secure it to your belt loop or backpack for extra peace of mind thanks to the tough rubber hook.
- From Sandisk, a brand professional photographers trust to take on assignments.
Consider Zerto instead when: rollback orchestration, workload-group consistency, and resilience are central requirements across sites or clouds.
3. Google Cloud Migration Center: best for assessment, TCO, and modernization planning
Google Cloud Migration Center is the best choice in this list for portfolio discovery, cost estimation, TCO analysis, workload mapping, and planning a move or modernization program into Google Cloud.
Google positions Migration Center as a unified migration and modernization platform rather than a simple replication utility. The platform can help teams organize inventory, evaluate cost, map workloads to Google Cloud services, and connect assessment with execution products.
Recommended Free Tools
Where Migration Center fits
- Portfolio-level discovery before migration waves are defined.
- Business cases that require rightsizing and cost estimation.
- Mapping existing workloads to VMs, managed databases, containers, analytics services, or other GCP targets.
- Programs combining lift-and-shift with replatforming or modernization.
Migration Center does not replace VM replication, database migration, file transfer, application testing, or refactoring tools. Cost models are only as reliable as the inventory, utilization history, licensing data, network assumptions, and target architecture behind them. AI-assisted recommendations, where available, should be treated as planning input that requires human validation.
Google promotes a free migration cost estimate, but destination compute, storage, networking, managed services, implementation, and consulting remain separate costs.
Choose Migration Center when: the organization needs a defensible GCP business case before selecting migration waves.
Pair it with: Google Cloud Migrate to Virtual Machines for VM execution or Google Cloud Database Migration Service for supported database targets.
4. Google Cloud Migrate to Virtual Machines: best for cross-cloud VM migration to GCP
Google Cloud Migrate to Virtual Machines is the best fit for moving supported VMware, AWS, Azure, or Google Cloud VMware Engine VMs into Compute Engine through continuous disk replication, test clones, and planned cutover.
Google documents Migrate to Virtual Machines as a VM-migration service with continuous replication and test-and-cutover workflows. The service is useful when the source is a VM and the target is Compute Engine, but it is not a general application-modernization platform.
Compatibility still depends on the operating system, guest configuration, disks, boot mode, networking, application dependencies, and region. A successful VM boot does not prove that the application, identity, certificates, scheduled jobs, database connections, or monitoring integrations work.
Google says the migration service is provided at no charge for migrations into Google Cloud. Compute Engine instances, persistent disks, snapshots, networking, and other consumed infrastructure are still billed.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Choose Migrate to Virtual Machines when: the workload is a supported VM and rehosting into Compute Engine is acceptable.
Choose VMware HCX instead when: preserving the VMware operating model and moving into a VMware-compatible cloud is more important than converting to native Compute Engine VMs.
5. AWS Database Migration Service: best for database replication into AWS
AWS Database Migration Service is the best fit for ongoing replication and supported homogeneous or heterogeneous database migrations into AWS.
AWS positions DMS alongside schema-conversion capabilities and migration paths for multiple source and target database engines. DMS is useful for initial loads followed by change-data capture, which can reduce the final application outage.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsWhat DMS does not automatically solve
- Stored procedures, triggers, jobs, extensions, and vendor-specific features.
- Schema conversion between incompatible database engines.
- Application connection strings, ORM behavior, transactions, and session handling.
- Character sets, collations, time zones, precision, large objects, sequences, and referential integrity.
“Supported database” does not mean that every database feature migrates automatically. Validate the exact source version, target engine, target service, replication mode, region, and unsupported-feature list before approving a design.

- Easily store and access 2TB to content on the go with the Seagate Portable Drive, a USB external hard drive
- Designed to work with Windows or Mac computers, this external hard drive makes backup a snap just drag and drop
- To get set up, connect the portable hard drive to a computer for automatic recognition no software required
- This USB drive provides plug and play simplicity with the included 18 inch USB 3.0 cable
- The available storage capacity may vary.
Choose AWS DMS when: the target is an AWS database service and the project needs database replication rather than whole-server movement.
6. Azure Database Migration Service: best for Azure database targets
Azure Database Migration Service is the best fit for supported database migrations into Azure-managed database services, especially when an organization already standardizes on Azure SQL, Azure Database for PostgreSQL, Azure Database for MySQL, or related Azure targets.
Azure Database Migration Service supports different source-target paths and online or offline modes, but support is not universal. Source engine, source version, target engine, region, permissions, network routes, log retention, and migration mode all matter.
Online migration can reduce the final outage, but online capability may require specific source settings and operational preparation. Database code, schema, extensions, stored procedures, jobs, and compatibility issues may require separate assessment or conversion work.
Choose Azure Database Migration Service when: the database target is an Azure-managed service and the exact source-target path appears in the current support matrix.
Do not choose it solely because: the source database runs on a server that Azure Migrate can assess. Server assessment and database replatforming are related but separate jobs.
7. Google Cloud Database Migration Service: best for Cloud SQL or AlloyDB migrations
Google Cloud Database Migration Service is the best fit for supported PostgreSQL, MySQL, SQL Server, and Oracle migrations into Cloud SQL or AlloyDB using an initial snapshot followed by ongoing replication.
Google documents Database Migration Service as a serverless migration service for supported database engines and targets. Google’s product information describes continuous replication and says the service is available at no additional charge, subject to current support and availability conditions.
Availability can differ by engine, region, and access status. Verify whether the required source-target path is generally available, in preview, limited access, or unavailable at the time of the project.
“No additional charge” applies to the service under the stated conditions; it does not make the database target, storage, networking, source environment, testing, or application remediation free.
Choose Google Cloud Database Migration Service when: Cloud SQL or AlloyDB is the intended target and the source engine is supported for the required migration mode.

VMware HCX is the best fit for moving VMware workloads into a VMware-compatible cloud while preserving the vSphere operating model and minimizing guest-OS changes.
VMware HCX connects compatible vSphere environments for hybrid-cloud mobility. Google Cloud also documents HCX for moving VMware VMs into Google Cloud VMware Engine, whose managed VMware stack includes vSphere, vCenter, vSAN, NSX-T, and HCX.
HCX is valuable for live migration, bulk migration, hybrid coexistence, and workloads that cannot be refactored immediately. The trade-off is strategic: preserving VMware can reduce application retrofit while retaining VMware licensing, cloud-hosting, networking, and operational costs.
Choose HCX when: the destination is VMware-compatible and the business needs mobility without immediately changing the guest and application operating model.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsAvoid making HCX the default when: the strategic goal is to eliminate VMware dependency, adopt native managed services, or substantially rearchitect applications.

9. Zerto Platform: best for continuous replication and rollback-sensitive cutovers
Zerto Platform is the strongest specialist option when continuous replication, coordinated application groups, testable cutovers, recovery-point objectives, and rollback are as important as migration itself.
Zerto Platform is suited to large workloads, disaster-recovery-led migration programs, multi-site operations, and hybrid-cloud environments where an operational recovery plan must accompany the migration plan.
Zerto should not be marketed as a universal zero-downtime solution. The final outage depends on application consistency, database behavior, DNS, queues, sessions, caches, traffic redirection, and final validation. Continuous replication reduces the amount of data that must be copied at cutover; it does not remove every application-level interruption.
Zerto is an enterprise, quote-based product and may be excessive for a small one-off VM migration. Confirm supported hypervisors, clouds, workloads, licensing, and recovery workflows with the vendor or cloud provider.
Choose Zerto when: rollback and coordinated recovery are business requirements, not optional features.
10. Device42: best for discovery and dependency mapping
Device42 is the best fit for building a vendor-neutral inventory of servers, applications, relationships, and dependencies before choosing migration waves or a target cloud.
Device42’s cloud-migration product focuses on discovery and dependency mapping rather than replication. AWS also lists Device42 among partner tools for discovery, planning, and recommendations.
Recommended Free Tools
Device42 is especially useful when documentation is incomplete, application owners disagree about dependencies, or a multi-cloud program needs a neutral source of inventory. The platform cannot migrate a VM or convert a database by itself.
Discovery quality depends on reachable networks, credentials, agents, protocols, scan coverage, and the ability to observe hidden dependencies. Hard-coded IP addresses, scheduled scripts, service accounts, external APIs, DNS records, firewall rules, Active Directory relationships, backup systems, monitoring integrations, and manual operating procedures can all be missed by an incomplete scan.
Choose Device42 when: the biggest current risk is not knowing what the estate contains or what each application depends on.
11. Flexera Cloud Migration and Modernization: best for portfolio economics
Flexera Cloud Migration and Modernization is the best fit for large portfolios that need utilization analysis, TCO modeling, rightsizing, licensing context, and migration prioritization before execution.
Flexera’s cloud migration and modernization offering is a planning and optimization option rather than a server-replication platform. AWS lists Flexera among partner tools for discovery, planning, and recommendations.
Flexera can be more useful than a basic migration utility when procurement, FinOps, software licensing, and portfolio economics determine which workloads should move, be modernized, be retired, or remain where they are.
Recommendations depend heavily on inventory quality and representative utilization history. Enterprise pricing and implementation commonly involve a sales process, so avoid inventing a monthly price or treating a sales quote as a universal benchmark.
Choose Flexera when: the business case, rightsizing, licensing, and wave prioritization matter as much as technical movement.

For bulk data, do not force a VM migration product to act like a file-transfer utility. AWS lists separate data-mobility services such as DataSync, Direct Connect, Storage Gateway, Transfer Family, and S3 Transfer Acceleration. Google documents Transfer Appliance for very large datasets, including guidance recommending it for datasets exceeding 20 TB and up to 1 PB in the cited migration-tools documentation.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How much do cloud migration tools cost?
Cloud migration tool cost has four layers: software or service charges, cloud consumption, network transfer, and labor. A free assessment, free trial, free migration service, cloud credit, and free-period license are different offers and should never be treated as interchangeable.
| Cost layer | What to include | Why estimates fail |
|---|---|---|
| Software | Subscription, enterprise license, support, appliances, agents, or quote-based platform fees | Enterprise products often require a tailored quote |
| Cloud consumption | Destination VMs, managed databases, disks, snapshots, storage, test environments, monitoring, and backups | Temporary test and cutover resources may run in parallel |
| Network | Egress, VPN, dedicated connectivity, inter-region transfer, compression, and transfer appliances | Data volume and change rate can dominate the software price |
| Labor and remediation | Discovery, permissions, application testing, database conversion, security, consulting, and owner signoff | Automated copying does not automate business validation |
| After migration | Rightsizing, licensing changes, refactoring, operational tooling, and decommissioning | A rehost can reproduce oversized and expensive infrastructure |
AWS MGN’s pricing information describes a free period while still charging for AWS infrastructure used during replication, testing, and cutover. Google says Migrate to Virtual Machines has no charge for migrations into Google Cloud, while Compute Engine, storage, and networking resources remain billable. Azure Migrate pricing also depends on workload and feature, with separate Azure consumption charges possible.

How do you choose the right cloud migration tool?
- Confirm the destination. If Azure, AWS, or Google Cloud has already been selected, start with the native migration hub and add specialist tools. If the destination is undecided, begin with neutral discovery and TCO analysis.
- Classify the workload. Identify whether the workload is a physical server, VMware or Hyper-V VM, cloud VM, relational or NoSQL database, file share, object store, Kubernetes application, mainframe, SaaS dataset, data warehouse, or custom application.
- Choose the migration strategy. Decide whether the workload should be retained, retired, rehosted, relocated, replatformed, or refactored.
- Define downtime precisely. Record acceptable RPO, RTO, planned outage, replication lag, traffic-switching method, and rollback window.
- Check support at the exact version and region. “Supports SQL Server” or “supports VMware” is not enough. Verify operating-system versions, hypervisors, disk types, boot modes, database features, target regions, migration modes, and permissions.
- Map dependencies. Include DNS, identity, certificates, APIs, queues, firewall rules, scheduled jobs, backups, monitoring, licenses, and human procedures.
- Model the complete cost. Include software, cloud resources, bandwidth, egress, temporary parallel operation, staff time, consulting, remediation, licensing, and post-migration optimization.
- Run a representative proof of concept. Test a simple VM, a high-change-rate application, and a database-backed application rather than a deliberately easy demo workload.
What prerequisites should you verify before migration?
- Source operating-system and hypervisor versions.
- Guest agents, supported disk types, boot modes, and drivers.
- Network routes, firewall rules, proxies, DNS, and outbound access.
- Required service-account privileges and database permissions.
- Encryption, key management, secrets, certificates, and compliance controls.
- Replication bandwidth, initial synchronization duration, and ongoing change rate.
- Snapshot, checkpoint, database-log-retention, and backup behavior.
- Identity-provider, Active Directory, licensing, and application-connection dependencies.
- Target-region availability, data-residency requirements, APIs, CLI tools, Terraform, and CI/CD integration.
What are the most common cloud migration failures?
Incomplete discovery
Scanners can miss hard-coded IP addresses, scheduled scripts, service accounts, external APIs, DNS records, firewall dependencies, Active Directory relationships, database links, backup integrations, monitoring, and manual operating procedures. Combine agent-based discovery, network-flow analysis, CMDB comparison, application-owner interviews, and production telemetry.
Replication succeeds but the application fails
Common causes include changed hostnames or IP addresses, missing licenses, database incompatibility, certificates, file permissions, time-zone differences, identity-provider changes, unsupported kernels or drivers, unmigrated external dependencies, and hard-coded storage paths. Use isolated test clones, synthetic transactions, smoke tests, batch validation, and business-owner signoff.
Database replication looks healthy but data is wrong
Validate row counts, checksums or hashes, referential integrity, sequences and identities, character sets, collations, time zones, null and precision handling, triggers, stored procedures, CDC lag, duplicate or missing events, and large-object handling.
Low downtime is mistaken for zero downtime
Continuous replication can reduce the final outage but normally does not eliminate application quiescence. Final writes, queue draining, DNS changes, session termination, cache invalidation, traffic redirection, and validation may still interrupt service.
Network cost exceeds the tool cost
Compare Internet transfer, VPN, dedicated connectivity, physical appliances, inter-region transfer, compression, deduplication, parallel streams, and the data-change rate during replication. A migration with a low software fee can still be expensive when the dataset is large or the source-to-cloud egress price is high.
Lift-and-shift increases the cloud bill
A copied VM can preserve oversized CPU and memory, low-utilization disks, expensive commercial licenses, inefficient storage tiers, unnecessary always-on workloads, old backup agents, and old monitoring agents. Measure post-migration utilization and schedule a rightsizing wave.
What should a vendor-neutral migration proof of concept test?
- Select three representative workloads: one simple VM, one high-change-rate application, and one database-backed application.
- Measure discovery quality: record inventory completeness, dependency accuracy, unsupported components, and rightsizing confidence.
- Measure replication: record initial-sync duration, ongoing bandwidth, replication lag, source overhead, and recovery-point behavior.
- Run test cutovers: test boot, application health, DNS, identity, database consistency, monitoring, backup, and user acceptance.
- Test failure and rollback: interrupt transfer, simulate source failure, fail a cutover, roll back to the source, and recover from partial completion.
- Calculate full cost: include subscription, cloud resources, network charges, parallel operation, staff, consulting, remediation, and optimization.
- Record exclusions: list unsupported operating systems, database features, manual conversion steps, required downtime, and vendor services.
A good POC produces evidence for an RFP: supported versions, measurable replication behavior, application test results, failure recovery, cost assumptions, manual steps, and named owners for unresolved dependencies.
When should you use a migration consultant?
A migration consultant or managed migration partner can be commercially sensible when the estate is poorly documented, the cutover window is narrow, database conversion is complex, compliance requirements are strict, or internal teams cannot operate discovery, testing, rollback, and cloud landing-zone work in parallel.
Consulting is not mandatory for every migration. A small, well-documented VM estate with a selected cloud, tested native tooling, and an internal platform team may be better served by a focused POC and controlled wave plan. Any consulting proposal should specify deliverables, exclusions, rollback responsibility, testing ownership, cloud-resource assumptions, and post-cutover support.
What leading cloud migration-tool comparisons get wrong
- They treat unlike products as interchangeable. Cloud hubs, VM replication, database services, discovery platforms, file-transfer utilities, and consulting partners address different lifecycle stages.
- They rank without declaring the destination. Azure Migrate, AWS Transform MGN, and Google Migration Center are each optimized for their own cloud.
- They confuse migration with modernization. Copying a VM does not containerize an application, remove technical debt, improve resilience, reduce cost, or simplify operations.
- They ignore commercial and network costs. Free service claims should be separated from billable replication, storage, egress, destination infrastructure, and labor.
- They promise zero downtime. Precise language is “supports continuous replication,” “supports test clones,” or “can reduce the final outage window.”
- They overlook discovery. A neutral dependency-mapping product can be the highest-value purchase before execution.
- They omit alternatives. Retaining, retiring, manually rebuilding, refactoring, using a physical transfer appliance, or hiring a specialist partner may be better than forcing every workload through one tool.

VMware HCX is the strongest fit for VMware-to-VMware mobility, while Azure Migrate, AWS Transform MGN, Google Migrate to Virtual Machines, and Zerto are alternatives when the target or rollback requirements differ. The key decision is whether to preserve VMware or move to native cloud services.
Can one tool migrate an entire application?
One tool can sometimes move the main servers, but complete application migration usually requires discovery, dependency mapping, database migration, file transfer, identity and networking changes, testing, cutover, rollback, and post-migration optimization. A VM replication product alone does not guarantee application correctness.
The Bottom Line
Bottom line: choose the tool that matches the workload and destination, not the longest feature list. Start with Azure Migrate for Azure, AWS Transform MGN for AWS server rehosting, Google Cloud Migration Center for GCP planning, and specialist database, VMware, discovery, or rollback tools where the workload requires them. Validate support, downtime, rollback, total cost, and application behavior in a representative POC before committing to a migration wave.
