When you have more work than time, prioritize by outcomes, deadlines, impact, and real capacity—not by whoever asks loudest. Capture your commitments, sort them, decide what fits, and make the next action and its owner clear. Then review the plan as circumstances change.

1. Start with the outcomes and deadlines

Before sorting tasks, decide what needs to be true when the work is done. Ask: “What do I need to finish this week?” Then identify the next near-term focus with “What is my focus this morning?” These prompts come from Business.govt.nz’s to-do list worksheet.

Give each outcome a deadline or milestone where one exists. Use those outcomes to screen new requests: does the task contribute, prevent a meaningful problem, or meet a real commitment? If not, consider asking for a later date, declining it, or finding another owner.

2. Capture the work in one visible place

List current commitments before choosing what to do next. Include work already underway, deadlines, follow-ups, requests, and important tasks that have not yet been scheduled. A consolidated list makes conflicts visible and helps prevent quieter commitments from being forgotten.

For a project team, ask the people closest to the work to identify their main problems and risks. Neal Whitten’s 1995 article in PMI’s PM Network recommends gathering team members’ top problems and brainstorming additions. Personal task triage and team planning overlap, but team planning also has to account for who can do the work, when they are available, and what other work depends on them.

3. Separate urgency from importance

For each task, ask two different questions: “What’s urgent? What’s important?” Urgency concerns how soon action is needed or how quickly consequences will arise. Importance concerns the task’s contribution to your goals, project milestones, or other meaningful outcomes.

Category How to handle it
Important and urgent Address it first, or take immediate action to contain the risk.
Important but not urgent Schedule focused time for it so it does not become a crisis later.
Urgent but less important Delegate or negotiate a different response where appropriate.
Neither important nor urgent Remove it from the active list, or leave it off entirely.

The categories are a decision aid, not a substitute for judgment. A request labelled “urgent” may not be important to your agreed outcomes, while preventive or planning work can be important before it becomes time-sensitive. Business.govt.nz’s worksheet presents this familiar matrix as one way to sort a to-do list; it describes the association with Eisenhower as common, not definitive.

4. Compare expected value with effort when priorities are still tied

Importance and urgency may not distinguish several tasks that compete for the same time. In that case, compare each task’s expected reward or value with the effort required. The comparison can be qualitative; there is no need to pretend that uncertain benefits can be measured precisely.

This second lens is also included in the Business.govt.nz worksheet. Make assumptions about value and effort explicit, particularly when a project’s benefits or workload are uncertain.

5. Check capacity, skills, timing, and dependencies

A priority list is only workable if the selected tasks fit the available time and capabilities. Estimate the effort, account for meetings and interruptions, and check whether a task depends on a person, decision, or earlier piece of work. For teams, compare demand with each person’s available time, relevant skills and experience, shift timing, and current responsibilities—not just the number of assigned tasks.

Business.govt.nz advises planning no more than 80 per cent of available time to leave room for unexpected work; its worksheet gives 6.5 hours in an eight-hour day as an example. These are planning recommendations and an illustration from the worksheet, not universal thresholds or measured productivity findings. Adjust the buffer to the interruption pattern and nature of your work.

Workload is also a safety and organizational issue, not merely a personal scheduling problem. The UK Health and Safety Executive says performance can suffer when workload is too high or too low, and that added activities can make workload drift over time. Its workload guidance recommends examining normal and emergency conditions, the timing and physical and mental demands of tasks, staff input, competence and experience, and how work is distributed across people or shifts. Reassess when equipment, systems, roles, responsibilities, or tasks change.

6. Keep the active priority set small

Distinguish the full backlog from the small set of tasks receiving active attention now. Too many simultaneous “top priorities” can make ownership and progress hard to see. In his 1995 project-management article, Whitten says teams usually cannot effectively work on more than “five or so” top problems at the same time. Treat that as advice from his project context, not a universal limit for every person or team.

If everything is marked top priority, ask which item most affects the agreed outcome or deadline, what can wait, and what capacity or decision is missing. Keep lower-ranked work visible without pretending it is all underway.

7. Turn each selected priority into an owned next action

A priority becomes actionable when someone knows what to do next and what completion means. For each active item, specify the next concrete action, its owner, any dependency, and the result or milestone that counts as done.

Whitten recommends assigning one owner to each high-priority project problem and agreeing on a course of action, including daily steps and dependencies. One owner does not mean one person must perform every part; it means responsibility for moving the item forward is clear. On shared work, make priorities visible to affected people. Whitten writes: “The high-priority problems should be visible daily to all project members that are affected, either directly or indirectly.”

8. Schedule, delegate, defer, or remove the rest

Once you know what fits, give every remaining task a deliberate disposition. Do not leave important non-urgent work as a vague intention: put it on the calendar or break it into a scheduled next step. Delegate only when the other person has the authority, capability, and time to take it on; otherwise, delegation merely transfers an unmanaged overload.

  • Schedule: reserve time for important work and milestones.
  • Delegate: assign work that another person can appropriately own.
  • Defer: agree on a later date or renegotiate the deadline.
  • Remove: decline or drop work that does not justify its cost.

In project schedules, resolving an overallocation may mean delaying a lower-priority task, finding available or additional resources, or splitting or leveling work. Microsoft Support’s resource allocation guidance emphasizes checking how a scheduling change affects project dates and goals. A task moved on one person’s calendar may also affect linked work, budgets, or the finish date.

9. Review progress and reprioritize

Priorities change when deadlines move, new work arrives, dependencies fail, or assumptions prove wrong. Review the list often enough to catch those changes: check project-critical items daily when needed, and do a broader review at the end of the week. Business.govt.nz’s worksheet suggests an end-of-week review to improve the next plan; Whitten recommends regular reevaluation because the most important project problems can change over time.

Use a concrete checkpoint question: “What do I need to do by the end of Wednesday to make sure that I’m on track?” If the answer reveals a capacity gap, a blocked dependency, or an unsafe workload, change the plan or raise the issue rather than silently adding more work.

A quick workload-prioritization check

  • Can you name the outcome and deadline this task supports?
  • Is it important, urgent, both, or neither—and why?
  • Would its expected value justify the effort compared with competing work?
  • Does the selected work fit available capacity, skills, timing, and dependencies?
  • Is there a small active set with clear next actions and owners?
  • Have you scheduled, delegated, deferred, or removed work that is not active?
  • When will you review whether the plan still fits?
