Build a school crisis response team through the school’s emergency operations plan (EOP): bring together the people and local partners needed to plan for the school’s actual hazards, define responsibilities and backups in writing, then train, exercise, and review the plan. There is no universal team size or fixed roster. The right assignments depend on the school, district procedures, local responders, and applicable state and local requirements.
How do I create a school crisis response team and assign roles?
Treat the crisis team as part of the school’s broader EOP, not as a stand-alone group that handles only emergencies as they happen. The plan should cover prevention, protection, mitigation, response, and recovery. The U.S. Department of Education describes emergency planning as clarifying roles for staff and responders while helping prevent or minimize emergencies; its guidance is a planning framework, not a substitute for local requirements.
- Review the existing plan and district procedures. Identify what the school already does, where responsibilities are unclear, and which district or local plans must align with it.
- Invite people with relevant knowledge and authority. Include school personnel and external partners whose functions match the school’s needs. Establish a shared understanding of terminology, command arrangements, and how decisions are made.
- Assess hazards, vulnerabilities, and capacity. Use site and school assessments, information from partners, school climate information, community knowledge, and behavioral threat assessment where appropriate. Compare and prioritize risks rather than assuming every school faces the same ones.
- Assign functions and backups in writing. Record who can activate the EOP, what each assigned function entails, and what happens if the primary person is unavailable. Define how the school coordinates with outside agencies.
- Train, exercise, and revise. Set a regular review schedule. Use training and exercises to check whether people understand their responsibilities, whether coordination works, and what needs updating.

Who should be on a school emergency response team?

What roles should the written plan assign?

Use these questions to make responsibilities explicit without assuming that one crisis-team member can perform every function. Assignments should reflect actual authority, availability, training, and the school’s procedures.

Revisit priorities as conditions change and when the EOP is reviewed or enhanced. How should the team prepare for communication, family support, and recovery?
Plan beyond immediate response actions. Decide who is responsible for timely, approved information to staff, families, and partners, and how the school will communicate if its usual channels fail. Define how family assistance and child release will be coordinated under local procedures, including identity or authorization checks where relevant.

Include recovery responsibilities in the EOP, such as coordinating academic, physical, emotional, and operational recovery with the district and community partners. The U.S. Department of Education’s active-school-shooter resource also emphasizes trained incident response teams, local first responders and community partners, timely information for families, and controlled child release when immediate reunification is not possible. Those recommendations are relevant to that hazard context; they should not be treated as a script for every school emergency.

The federal guidance supports collaborative planning and ongoing review, but does not prescribe one crisis-team design, a mandatory roster, or a universal team size. Local hazards, school type, district policy, state and local rules, and responder arrangements determine what the final plan needs to say.
