Those percentages describe different categories, so they do not show NVIDIA and Intel competing for the same share of cloud computing. They are historical figures, not current market shares.
What the 2019 figures measured
EE Times published Paul Teich’s analysis on June 14, 2019, reporting Liftr Cloud Insights figures for instance types offered by the top four cloud services. The distinction between the two headline numbers is essential:

The denominator for NVIDIA’s figure is dedicated-accelerator instance types; Intel’s is compute instance types. They are not a direct head-to-head share comparison, and neither percentage represents the portion of all cloud computing capacity, chips, revenue, or workloads controlled by that company.
EE Times said Liftr’s first monthly production scan of the top four public clouds took place in late March 2019, with a second scan preceding the first monthly Cloud Components Tracker report in May. The article does not provide enough sampling, provider-list, or counting detail to reproduce the percentages independently. The figures should therefore be read as Liftr’s reported snapshot, not as a complete census of cloud infrastructure. EE Times, June 14, 2019.

Which competitors appeared in the snapshot?
Processor instance types
The article reported AMD processors in 4.2% of overall processor instance types. Some cloud providers did not identify the processor in an instance type; Liftr classified the unspecified processors as x86-64 and reduced their share to 2.8%. AWS Graviton was described as the only Arm processor then deployed at the four leading cloud services, at 0.2% of overall compute instance types. All these values describe the 2019 snapshot, not present-day availability or market share.
Dedicated accelerators
Within the dedicated-accelerator category, EE Times reported AMD GPUs at 1.0%, Xilinx Virtex UltraScale+ FPGAs at 1.0%, and Intel Arria 10 FPGAs at 0.6%. These figures belong to the accelerator-instance comparison, not to the compute-instance denominator used for Intel’s 92.8% CPU figure.

Why NVIDIA looked dominant in accelerators
Teich, then principal analyst for Liftr Cloud Insights, attributed NVIDIA’s position partly to its deeper and more mature deep-learning software capabilities. That is the article author’s analysis of the 2019 competitive landscape, not a timeless or independently established explanation of cloud-provider choices. He also cautioned against underestimating Intel, while describing the company at the time as appearing “defocused” amid multiple AI-acceleration products.
What later OECD work adds—and what it does not
A 2025 OECD working paper develops a method for tracking the physical distribution of public-cloud AI compute. Its pilot used data collected in October 2023, covering six providers and five GPU types; the OECD characterizes those results as illustrative rather than final. The method counts accelerator availability by region. It does not count the chips or compute capacity within each region, and the pilot excluded custom accelerators such as Google TPUs. As a result, it cannot be treated as a direct update to Liftr’s 2019 instance-type percentages. OECD, Mapping the Global Landscape of Public Cloud Compute for AI (2025).

The same OECD paper cites an estimate that NVIDIA GPUs comprise 88% of the total accelerator market, with AMD at 12% and Intel at 1%. The paper attributes that estimate to Batt (2024); it is not an OECD survey of cloud instance types. Its broader market scope and separate source mean it should not be compared directly with Liftr’s 2019 cloud snapshot.
The OECD methodology proposes coverage of nine providers representing over 70% of global public-cloud spending, but that spending coverage is for public cloud computing overall, not public AI compute specifically. Provider spending share is not accelerator share.

How to read claims about cloud AI market share
A useful comparison needs the same measurement on both sides. Before treating two percentages as evidence of a lead, check:
- Category: Compare CPUs with CPUs or accelerators with accelerators.
- Denominator: Establish whether the figure counts instance types, available regions, deployed chips, compute capacity, or spending.
- Coverage: Identify the cloud providers and geographic regions included.
- Date: Cloud catalogs change; a dated inventory is not a current ranking.
- Hardware scope: Check which accelerator generations and provider-specific custom chips are included.
These distinctions explain how the 2019 headline can be accurate as a description of its reported snapshot without proving that NVIDIA had a larger share than Intel across cloud computing as a whole.
