It is a symptom, not a diagnosis: the cause could be a certificate problem, incompatible TLS settings, or an interruption on the network path. The exact error and whether it affects one device, one network, or everyone help narrow it down.
What happens during an SSL/TLS handshake?
Before a browser or other client can exchange application data securely with a server, the two sides negotiate security settings, including the TLS version and cryptographic algorithms they can use. The client also checks the server’s certificate according to its configuration. If the sides cannot agree on acceptable settings, certificate validation fails, or the connection closes too soon, secure setup does not finish. curl’s TLS documentation describes the negotiation, while the protocol details are defined in RFC 8446.
“SSL” remains common in browser alerts and everyday searches, but TLS is the protocol used for modern secure connections. The wording of an error does not, by itself, reveal whether the cause is on your device, the website, or an intermediary such as a proxy.
What does a handshake failure alert mean?
In TLS, the handshake_failure alert means the sender could not negotiate acceptable security parameters from the available options. Other alerts can point to a more specific issue, such as an expired, revoked, or unsupported certificate, an unknown certificate authority, or an unsupported protocol version. A fatal alert ends the connection. RFC 8446 states: “Upon transmission or receipt of a fatal alert message, both parties MUST immediately close the connection.”

A browser may show only a generic message, and sometimes the connection ends before the other side sends a useful alert. Treat the message as a clue rather than proof of a particular cause.
Common causes of an SSL/TLS handshake error
Certificate is not active or does not cover the hostname
A newly added domain can fail if its certificate has not yet been issued or deployed. A certificate can also be valid for one hostname but not the exact subdomain the visitor opened. Check the certificate’s status and hostname coverage. Cloudflare notes that Universal SSL has a subdomain-depth limitation, so verify the actual certificate and product configuration for the hostname in question: Cloudflare Universal SSL.

Certificate trust or chain problem
The client may not trust the certificate issuer, or the server may fail to provide an intermediate certificate needed to connect the server’s certificate to a trusted authority. Check the delivered certificate chain and, when relevant, the client’s trust store. OpenSSL documentation describes tools for inspecting TLS connections and certificate verification.
Incompatible TLS versions or cipher suites
The client and server need compatible protocol settings and cryptographic algorithms. If no acceptable options overlap, negotiation can fail. Which cipher suites are available depends on the TLS version and software implementation. curl advises using TLS 1.2 or later and avoiding obsolete SSL/TLS versions; do not enable an outdated protocol as a casual workaround. Client certificate or access policy
Some services require a certificate from the client, or apply access rules during connection setup. If the service is designed this way, check its authentication requirements and server logs rather than assuming the website’s certificate is at fault.
Firewall, proxy, or early connection close
A firewall, proxy, or other part of the network path can interrupt or alter the connection. Comparing behavior on another network can help identify whether the failure is tied to a particular path. Review relevant client and server logs before changing TLS settings.

How to troubleshoot the error
- Capture the exact details. Record the full error text, browser or client, destination hostname, and time. Messages documented by Cloudflare include Chrome’s
ERR_SSL_PROTOCOL_ERROR, Firefox’s “Secure Connection Failed” andPR_END_OF_FILE_ERROR, and Safari’s message that it “couldn’t establish a secure connection to the server.” These messages can arise from different problems; none identifies the cause alone. See Cloudflare’s SSL/TLS troubleshooting guide. - Check how widely it occurs. Where practical, test another site, device, or network. If a site fails for many users, investigate its server, certificate, or hosting configuration. If only one device or network is affected, focus on that client or path. This comparison helps direct diagnosis; it does not prove the cause.
- If you manage the site, inspect its certificate. Confirm that the certificate is active, covers the exact hostname, and is served with the required certificate chain.
- Review secure protocol and cipher compatibility. Check the client and server settings against supported TLS configurations. Avoid weakening security until you have identified a specific compatibility requirement.
- Collect technical connection details if needed. Tools such as
curland OpenSSL’ss_clientcan expose connection and verification information. Interpret their output alongside the destination hostname and server logs: a command-line failure is evidence, not a complete root-cause explanation. Options and output can vary by software version and TLS backend. See curl’s TLS documentation and OpenSSL documentation. - Check the hosting or CDN configuration. If the site uses a managed host or CDN, review its certificate status and TLS settings there. If the cause remains unclear, provide support with the exact error and relevant diagnostic output; Cloudflare recommends supplying the full error and packet captures when necessary.
How to narrow down the likely cause

Start with the observed scope and exact error, then investigate the relevant certificate, negotiation, or network branch. The error string alone does not establish which component is responsible.
