Yes, some smart lights work without Wi-Fi—but it depends on how the bulb connects and what you mean by “without Wi-Fi.” A Bluetooth bulb can communicate directly with a nearby phone, while some hub-based and Matter systems can keep local control working when the internet is down. A router outage is different: it can interrupt a system that relies on the home network, even if the internet itself is available.
Wi-Fi, internet and power are different dependencies
Wi-Fi is the wireless connection between devices and your home router. Internet access is the router’s connection to outside services. A smart-light setup may use Wi-Fi, Bluetooth, Zigbee or Thread for communication, and its app or voice assistant may also depend on a local controller or a cloud service.
So an internet outage does not automatically mean your lights stop responding. But “works offline” is not a blanket promise: a phone app, automation, voice command or remote-control feature may have different requirements from simply turning a bulb on locally. No smart bulb works during a power outage unless it has a separate power source.
How smart lights connect—and what may work offline

What happens when something goes down?
If the internet goes down but the router stays on
Local communication may still be available. Google says Matter-enabled devices can communicate locally over the home wireless network without sending commands to Google or manufacturer cloud services. If the router or home network goes down
A Matter setup using the home network may lose its local communication path, even if the internet service itself is functioning. A Bluetooth bulb can still be controlled directly from a nearby compatible phone if its Bluetooth control does not depend on that network. For bridge-based systems, whether a particular control continues to work depends on the bridge, local controller, app and configuration; do not infer full offline app or voice control just because bulbs use Zigbee.
If the power goes out
The bulb cannot operate without electrical power. Connectivity protocols do not change that.

Choosing a setup for your needs
For one room and phone control without a router
Look for a bulb that explicitly supports direct Bluetooth app control. Check the manufacturer’s stated range, supported phone platforms and maximum device count; a Bluetooth radio in the product description does not by itself confirm that the app can control the bulb directly.
For a larger lighting system
Compare a bridge-based Zigbee system with a Matter setup. Check the compatible bridge or controller, local-network requirements, supported controls and the manufacturer’s stated light capacity. Philips Hue’s documentation lists Bluetooth for up to 10 lights, a Bridge for 50 and Bridge Pro for 150+; these are Hue’s system-capacity claims in its product documentation, not independent performance benchmarks, and may vary by generation or market. For Matter or platform interoperability
Confirm that the exact bulb and controller are compatible with the platform you intend to use, and check whether you need a Matter hub or Thread Border Router. Matter does not mean “no hub,” “no Wi-Fi” or “every feature works offline.” Hue, for example, distinguishes direct Matter-enabled bulbs that need a Thread Border Router from products integrated through a Hue Bridge; it also says Bluetooth-connected products cannot use Matter through its Bridge integration. - Connection method: Is control direct from the phone, through a bridge, over the home network, or through a vendor cloud?
- Required equipment: Does the setup need a bridge, Matter hub/controller, Thread Border Router or local Wi-Fi?
- Outage behavior: Ask separately what works when internet service is unavailable, when the router is unavailable and when power is unavailable.
- Features: Verify app control, voice control, schedules, automations, remote access and scenes individually rather than assuming they share the same offline behavior.
- Limits and compatibility: Check model-specific device capacity, range, supported platforms and current manufacturer setup instructions.
For example, Hue says its lights use Zigbee or Bluetooth depending on whether a Bridge is present. That describes Hue’s documented system, not every smart bulb or every outage scenario. Philips Hue, “How does Philips Hue work?”
