When an AI coding assistant opens or reviews a pull request, keep the same human-controlled merge gate you use for other production changes. Protect main and release branches, require meaningful human approval on the current iteration, route sensitive paths to their owners, enforce build, test and security checks, and restrict policy bypasses. Configure the AI reviewer as an automatic first pass only after you give it repository- and path-specific instructions. The assistant can expand review coverage; it should not become the authority that merges code.
Recommended baseline settings
The safest starting point is a protected-branch policy with separate controls for authority, expertise and evidence. Apply the following baseline to shared branches, then tighten individual rules for regulated or high-risk repositories.
| Control | Recommended setting | What it prevents or improves |
|---|---|---|
| Target branch | Pull request required for main and release branches; direct and force pushes restricted |
Unreviewed or history-rewriting changes |
| Human approval | For high-value shared branches, set the minimum to two reviewers; require approval on the latest iteration; disable requestor self-approval | Rubber-stamp approvals and approvals that predate later changes |
| Reviewer routing | CODEOWNERS or equivalent path rules for security, infrastructure, compliance and other specialist areas | Domain-sensitive changes being reviewed only by generalists |
| Validation | Required build and test status checks, security or vulnerability gates, linked work items where traceability is required, and resolved-comment checks | Broken, untested, untraceable or unresolved changes reaching the branch |
| AI review | Enable the assistant for the repository, then request it automatically on pull requests targeting the protected branch | Missed first-pass feedback without granting merge authority |
| Instructions | Repository-level and path-scoped guidance for coding, security, testing and language rules | Generic AI feedback that ignores local standards |
| Bypass | Limit policy-bypass permissions to a small administrator or emergency group | Routine users silently overriding protections |
1. Protect the target branch before adding AI review
AI review is useful only when the branch policy still controls completion. Require a pull request for changes targeting main, release branches and any branch that distributes software to users. Turn off ordinary direct pushes and force pushes. A contributor who can write directly to the branch can bypass both human and AI review, so repository permissions and branch policy must be configured together.

Restrict policy bypasses
Separate normal completion from emergency administration. Limit the permissions commonly labelled “bypass policies when completing pull requests” and “bypass policies when pushing” to a small, named administrator or incident group. Review membership in that group periodically and audit its use. Microsoft Learn’s Azure Repos security guidance describes this combination of access control, pull-request policies and status checks as the way to secure important branches.

Apply the policy to every production path
Do not protect only the default branch if release, hotfix or deployment branches can ship code. Mirror the essential controls on those targets, adjusting reviewer ownership and checks for the artifacts they produce. A lower-risk development branch may use a lighter policy, but it should not be the route into a protected branch without the protected branch’s checks running.
2. Make human approval meaningful
An AI-generated pull request should meet the same human-approval standard as hand-written code. For a high-value shared branch, use a minimum of two approving reviewers. Require an approval on the latest iteration of the pull request, so a new push invalidates approval that no longer reflects the code. Turn off approval by the pull-request requestor, and consider prohibiting the most recent pusher from approving as well.
Why the latest iteration matters
Assistants often revise a patch after comments, regenerate a file, or rebase it. If old approvals remain valid, the final diff may never receive a human look. The latest-iteration requirement ties an approval to the code that will actually merge rather than to an earlier draft.
Choose reviewers for responsibility, not availability
Reviewers should be able to explain the change’s behavior, failure modes and operational impact. GitLab’s code-review guidance states that merge requests must go through review so code is effective, understandable, maintainable and secure, and recommends reviewers with relevant domain expertise. Treat an AI review as additional signal; do not count it as a substitute for the people accountable for the service.
3. Route sensitive files to the right owners
Use CODEOWNERS or an equivalent path-based approval rule to automatically include specialists when a pull request touches sensitive files. Typical paths include authentication and authorization code, cryptography, infrastructure-as-code, deployment manifests, data migrations, privacy controls, billing logic and compliance evidence. The rule should identify the team that owns the risk, not merely the team that authored the change.

Make ownership enforceable
Configure the owner approval as a required condition when the platform supports it. Keep ownership patterns narrow enough that an unrelated documentation edit does not summon an entire security team, but broad enough to cover generated files and shared libraries that can alter the protected behavior. GitLab can assign Code Owners for changed files automatically; its Recommend Reviewers flow can also suggest people from approval and Code Owner rules.
Review ownership as the codebase changes
Stale ownership rules create false confidence. Add an ownership update to the checklist whenever a repository adds a service, moves an infrastructure directory or changes its compliance boundary. Test the rule with a small pull request so you can verify that the intended team is requested and that a required approval really blocks completion.
4. Turn deterministic validation into merge gates
AI feedback is probabilistic. Builds, tests and policy checks provide repeatable evidence, so make them blocking status checks rather than advisory comments.
Build and test checks
Require compilation or packaging validation, linters, unit tests and integration tests appropriate to the repository. Microsoft’s engineering playbook identifies these checks as automated qualification that pull-request policies can enforce. Add platform-specific tests for APIs, migrations, configuration and deployment manifests when a generic test suite would not exercise them.
Security and vulnerability checks
Add the security scans available for your stack, such as dependency, secret, static-analysis or container checks, and define which findings block a merge. A warning-only scan can still be useful for trend data, but it is not a gate. Document an exception process for a false positive or an accepted risk so that bypassing a finding leaves an auditable decision.

Traceability and comment resolution
Require a linked work item when your organization needs a business, incident or change record for every merge. Enable the setting that requires review comments to be resolved before completion. Resolution should mean the reviewer has seen the response or the conversation has been formally closed; it should not be an instruction to delete criticism.
Keep checks tied to the final commit
Status checks must run against the commit that will merge. If the platform queues a merge after additional commits, configure it to revalidate or to invalidate stale results. Otherwise a green result can describe code that is no longer in the pull request.
5. Configure the AI reviewer as a first pass
GitHub describes Copilot code review as a first-pass reviewer and highlights minimum approving reviews, protected branches, required status checks, code owners and automatic review options. Follow that model: enable code review for the repository, then configure the branch policy to request a review when a pull request targets the protected branch. In Azure DevOps, feature enablement and automatic requesting are separate steps; enabling the feature alone does not create a branch-policy request.
What the AI reviewer should do
- Scan the complete diff for likely defects, security issues, missing tests and violations of the repository’s documented conventions.
- Point to concrete lines and explain the impact and a possible remediation.
- Call out uncertainty and ask for human confirmation when behavior depends on deployment, data or business rules it cannot see.
- Suggest tests or documentation when they are absent, without marking a change safe merely because the suggestion was generated.
What it should not do
- Replace the required human approvals or Code Owner review.
- Override a failing build, test, security gate or unresolved comment.
- Approve its own generated patch as evidence that the patch is correct.
- Receive permission to bypass branch policy simply because it is automated.
6. Give the assistant scoped instructions
Generic prompts produce generic reviews. Store the rules the assistant needs in version-controlled instruction files and keep them close to the code they govern.
Repository-level guidance
Document supported runtimes, formatting and lint commands, test commands, error-handling conventions, dependency policies, logging and telemetry rules, threat models, and the definition of a complete pull request. Include the commands the CI system actually runs so review advice matches enforcement.

Path-scoped guidance
Add narrower instructions for areas such as authentication, database migrations, infrastructure, mobile clients or generated code. State which invariants must never change, which tests are mandatory and which reviewers own the path. Path scope prevents a rule for one language or subsystem from being incorrectly applied to another.
Azure instruction-file scope
Azure documents organization-, project- and repository-level custom instructions and a copilot-instructions.md file. Its guidance says path-scoped instructions are read from the pull-request target branch, so update the target branch’s copy when changing review policy. A file added only on the source branch may not guide the review that evaluates the merge.
Keep instructions reviewable
Version instruction files with the code and review changes to them as policy changes. Prefer short, testable rules over aspirational prose. For example, “run the migration test when a file under db/migrations/ changes” is actionable; “write high-quality database code” is not.
7. Decide whether an AI approval can satisfy a threshold
Some platforms let an organization count Copilot or another automated reviewer toward a minimum approving-review number. That option can increase throughput, but it changes the meaning of the threshold. For critical or externally exposed systems, keep the required human count explicit and treat AI approval as supplemental. If a lower-risk repository allows automated approval to count, document the exception, retain the deterministic checks, and use path-based rules to prevent that policy from applying to sensitive files.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches8. Compare platforms by policy behavior
When choosing settings across GitHub, Azure DevOps and GitLab, compare behavior rather than product names. Record the answers in your repository standard.

| Question | Why it matters | Evidence to verify in the platform |
|---|---|---|
| How many human approvals are required? | Sets the accountability level for a merge | Minimum approving-review setting and whether automated approvals can count |
| Does a new push invalidate approval? | Prevents approval of an earlier diff | Latest-iteration or stale-approval behavior |
| Can requestors or the last pusher approve? | Reduces self-review and collusion risk | Separate switches for requestor and most-recent-pusher approval |
| How are specialists selected? | Routes risk to accountable owners | CODEOWNERS, approval rules or recommended-reviewer behavior |
| Which checks block completion? | Turns quality evidence into an enforceable gate | Build, test, security, work-item and comment-resolution status checks |
| Is AI enablement separate from automatic requests? | Prevents a false assumption that every pull request is reviewed | Repository feature setting plus branch-policy request setting |
| What instruction scopes are supported? | Determines whether local standards reach the reviewer | Organization, project, repository and path-level files |
| Who can bypass policy? | Defines the emergency blast radius | Separate permissions for bypassing completion policies and direct pushes |
9. Roll out the policy without blocking normal work
- Inventory branches and paths. Identify production, release and hotfix targets, then list directories whose changes require specialist ownership.
- Start with observation. Run the AI reviewer and proposed CI checks without blocking for a short, measured period. Record false positives, slow jobs and missing test coverage.
- Write the instruction files. Capture the standards, commands and exceptions discovered during observation. Add path-specific rules before making automated review mandatory.
- Protect the target branches. Require pull requests, restrict direct and force pushes, set the human approval threshold, and configure latest-iteration and self-approval behavior.
- Add owner and status gates. Make required Code Owner approvals, builds, tests, security checks, work-item links and comment resolution block completion where applicable.
- Request AI review automatically. Enable the repository feature and then attach the automatic request to each protected branch policy.
- Test failure and recovery paths. Open test pull requests that change a sensitive file, fail a build, add a new commit after approval and attempt an unauthorized bypass. Confirm each is blocked and that an authorized emergency path is logged.
- Measure and adjust. Review rejected findings, escaped defects, review latency and bypass events. Tighten instructions or ownership rules when the data shows a gap, rather than weakening the human gate to reduce noise.
10. Common failure modes and fixes
“The assistant reviewed some pull requests but not others.”
Feature enablement and automatic requesting are separate controls in Azure DevOps, and similar distinctions exist on other platforms. Verify that the repository feature is enabled and that every relevant target branch has a policy requesting the review.
“A pull request merged after the code changed.”
Require approval on the latest iteration and ensure required status checks rerun for the commit that will merge. If your platform preserves approvals or checks after a push, change that behavior or require a fresh review manually.
“Security files were approved by general reviewers.”
Inspect CODEOWNERS or approval-rule patterns, including renamed and generated files. Make the owner approval required, test a representative path, and update ownership when directories move.
“The AI reports style issues but misses local risks.”
Add repository and path-scoped instructions covering threat models, forbidden APIs, data handling, test commands and deployment constraints. Keep those instructions on the target branch and verify that the reviewer can read them.
“CI is green, but the change is still unsafe.”
CI proves only the checks you run. Add tests for the missing behavior, introduce the appropriate security scan or owner gate, and link the change to an incident or work item when operational context is required. Do not treat a green pipeline or an AI approval as a general safety certification.
“Developers bypass the policy for speed.”
Reduce unnecessary latency in individual checks, document the emergency route and audit bypasses. Keep bypass permissions limited; broad access turns an exception mechanism into an alternate merge path.
11. A practical pull-request checklist
- The target branch is protected and direct or force pushes are restricted.
- The required human approval threshold is met by reviewers who are not the requestor; the latest iteration has been approved.
- Every changed sensitive path has the required Code Owner or specialist approval.
- Build, lint, unit, integration and relevant security checks are green for the merge commit.
- Required work items are linked and all review conversations are resolved.
- The AI reviewer ran with the repository and path-specific instructions and its findings were assessed by humans.
- No reviewer or automation account used an unauthorized policy bypass.
12. The governing principle
Use automation to increase the amount of code examined, not to dilute accountability. Human approvals establish responsibility, Code Owners supply expertise, deterministic checks provide repeatable evidence, and branch permissions control who can override the system. Once those controls are in place, an AI reviewer is valuable as a fast, consistent first pass rather than a fragile substitute for code review.
