Microsoft’s current open-source policy controversy is about documentation, not a shutdown of public contributions to its product source code. On September 23, 2026, Microsoft Learn announced that it would retire most public repositories associated with Microsoft product documentation. The change will remove public access to affected repositories’ histories, issues, and pull requests—an audit trail contributors say helps make corrections visible and accountable.
What Microsoft is changing
Microsoft Learn’s September 23, 2026 announcement, updated September 24, says most public repositories associated with product documentation will be retired over the coming months. Microsoft expects the affected retirements to be complete by the end of December 2026. The policy applies to Learn documentation repositories; Microsoft says it does not affect product-source or sample-code repositories. Microsoft says it will assess repositories using contribution activity, community engagement, business needs, and operational dependencies. For a repository selected for retirement, public users will no longer be able to access Microsoft’s repository history, pull requests, or issues. Personal forks are expected to remain accessible. Microsoft says it has begun retiring repositories with smaller footprints, will evaluate open pull requests and issues before a repository is retired, and will notify contributors through GitHub comments.
What contributors lose—and what Microsoft offers instead
The central concern is not simply where a person can submit feedback. A public pull request can show the proposed correction, discussion around it, and whether it was accepted or closed. Public issues and repository history can also help others see that a problem was reported and how it was handled. When Microsoft’s repository is retired, that shared record is no longer publicly available, even if a contributor’s fork remains.

Microsoft lists three ways to continue sharing feedback: Microsoft Q&A, feedback options on Microsoft Learn pages, and Microsoft community forums. These provide ways to raise questions or suggestions, but Microsoft’s announcement does not establish whether they offer an equivalent public record of proposed edits, technical discussion, and final disposition. Their practical effectiveness remains an open question.
Why contributors objected
Former Microsoft technical writer John Flores argued in the announcement discussion that GitHub gave contributors transparency, accountability, and a visible route from reporting a problem to resolving it. He acknowledged that some pull requests were low quality and some issues functioned more like support requests. In his view, however, community contributions also surfaced errors and details involving nuance, deployment effects, migrations, authentication, and edge cases. Those are Flores’s observations and assessment, not independently established findings about every repository or feedback channel. He summarized his case this way: “GitHub wasn’t perfect, but it provided transparency, accountability, and a visible path from problem to resolution.” The discussion appears with the Learn announcement.

How Microsoft responded
On September 25, Microsoft representative Martin-Ekuan called Flores’s concerns about transparency, accountability, repository history, and alternative feedback channels fair. Ekuan said that “Human expertise and community input remain vital to documentation quality, especially for nuance, edge cases, and real-world implementation,” and said Microsoft was exploring more sustainable ways to gather and incorporate that insight. Microsoft’s announcement also credits contributors with correcting errors, clarifying technical concepts, suggesting improvements, and making substantial content updates.
Microsoft’s stated rationale is operational: it says repository decisions will consider contribution activity, community engagement, business needs, and operational dependencies. The available announcement does not identify AI or workforce reductions as reasons for the change, so attributing the policy to either would go beyond what Microsoft has stated.

How this fits Microsoft’s broader open-source position
Microsoft’s legal open-source page says the company supports collaborative development and describes participation in the Linux Foundation, Eclipse Foundation, Python Software Foundation, and Rust Foundation. It also says Microsoft joined the Open Invention Network in October 2018, shared exFAT technology with the Linux kernel community, and extended IP indemnification coverage to open-source software powering Azure services. This is Microsoft’s own account of its commitments, not an independent evaluation of how consistently they are applied. Microsoft’s legal open-source page states: “We believe that power of collaborative development through the open source process can accelerate innovation, and that open collaboration often allows communities to achieve more than their members can do alone.”
Publishing source and accepting outside contributions are related but distinct choices. Microsoft’s open-source website repository, for example, welcomes suggestions and some coordinated contributions while warning that general pull requests may be closed and that Microsoft may not be able to provide complete context for every decision. That repository’s guidance is specific to the website; it is not the policy for Learn documentation retirements. The website repository’s contribution guidance illustrates how a project can publish source while limiting the contribution process.

Likewise, Microsoft’s Code of Conduct establishes participation expectations and a reporting process for Microsoft-managed open-source projects, but it does not answer whether feedback channels for retired documentation repositories will preserve a public audit trail. The Open Source Initiative’s 2025 policy paper defines open source in terms of licensing software so people can use, study, modify, and share it. That helps clarify why the Learn decision is a real transparency concern without proving that Microsoft has closed or relicensed product source code: restricting access to documentation repository history is not, by itself, evidence of a change in software licensing. The unresolved test: transparency after retirement
Microsoft has narrowed the public contribution surface for much of its product documentation while saying that certain documentation repositories and product-source and sample-code repositories are outside this change. The practical judgment will depend on what happens after retirement: whether people can still raise nuanced technical corrections, see that they were reviewed, and understand what was done about them. Microsoft has listed feedback routes and acknowledged the transparency concern, but the announced policy alone does not show whether those routes will provide comparable visibility or follow-through.
