For a new Windows deployment, choose Always On VPN. Microsoft explicitly recommends it instead of DirectAccess for new deployments and for Windows 10 or later. DirectAccess is now primarily a legacy service for supported, domain-joined clients that are already deployed. It can remain useful during a controlled transition, but it should not be the starting point for a new remote-access design.
The practical choice depends on more than tunnel technology. Client join state, Windows edition, pre-logon device access, authentication and MFA, routing controls, management tools, and the effort required to migrate an existing estate all affect the answer.
What Always On VPN and DirectAccess actually do
Always On VPN
Always On VPN is a Windows VPN configuration that can automatically establish a user-authenticated or device-authenticated connection. Administrators define when it should connect, what traffic should use the tunnel, which applications are allowed, and how the client authenticates. Trusted-network detection can prevent an unnecessary tunnel while a device is already on the corporate network.
The connection profile can be delivered and maintained with PowerShell, Microsoft Configuration Manager, Microsoft Intune, Windows Configuration Designer, or another suitable mobile-device-management system. ProfileXML is used when the built-in profile settings are not sufficient for the required routing, triggers, traffic filters, or authentication controls.

DirectAccess
DirectAccess was designed to give supported Windows clients an always-connected experience without asking the user to start or stop a conventional VPN session. A managed, domain-joined computer establishes its connection according to DirectAccess policy and uses the existing DirectAccess infrastructure, certificates, tunneling, and name-resolution design.
That model remains functional for an installed base that meets the supported client and edition requirements. It is a poor fit for a new mixed-device environment because its client scope and product direction are narrower than Always On VPN.

Which option fits your environment?
Choose Always On VPN for a new Windows 10 or 11 deployment
Always On VPN is the clear default when you are designing remote access from scratch. It aligns with Microsoft’s current guidance and avoids building a service around a client technology Microsoft says should not be used for new deployments. It is also the better fit when the estate contains a mixture of traditional Active Directory devices, workgroup computers, and Microsoft Entra ID-joined devices.

Keep DirectAccess temporarily for a supported legacy estate
Keeping DirectAccess can be reasonable when a substantial installed base already depends on its domain-joined client model and the organization cannot yet fund or schedule a migration. “Temporarily” should be a deliberate transition state: document the current dependencies, establish a migration owner and target dates, and avoid adding new device populations to DirectAccess.
Do not interpret Microsoft’s recommendation as a requirement to turn off a functioning service immediately. An abrupt shutdown can strand clients that have no Always On VPN profile, certificate, or alternate name-resolution path. The safe approach is a side-by-side migration while DirectAccess continues serving devices that have not yet moved.
Use Always On VPN when pre-logon device access is required
A device-authenticated Always On VPN connection can provide network access before a user signs in, which is useful for Group Policy processing, management, or other computer-level tasks. A user-authenticated profile is appropriate when access should begin with the user session and be governed by that user’s credentials or MFA policy. Decide which model is needed for each workload instead of assuming every client requires both.

Prefer Always On VPN for modern identity and compliance controls
Organizations standardizing on Microsoft Entra ID, Intune compliance, MFA, or Windows Hello for Business generally have a more direct path with Always On VPN. DirectAccess can continue to use its established certificate and Kerberos design, but extending a legacy deployment to newer identity and management patterns may require more exceptions and operational work.

How Always On VPN should be designed
Separate device and user requirements
List the tasks that must work before sign-in, such as device management, policy refresh, or access to internal resources needed by the logon process. Those tasks point toward a device tunnel. Then list user-specific access, where a user tunnel and user authentication are sufficient. Keeping the two requirements separate prevents an unnecessarily broad device connection and makes least-privilege routing easier.
Define trigger and trusted-network behavior
Specify which networks should trigger a connection and how the client detects that it is already on a trusted corporate network. Test transitions between the office network, home broadband, public Wi-Fi, and a captive portal. A profile that triggers correctly at home but fails to disengage on the corporate LAN can create confusing routing and support symptoms.
Plan routing and application restrictions
Decide whether all traffic should traverse the corporate network or whether only corporate prefixes should use the tunnel. Granular routes can reduce unnecessary backhaul, while application and traffic restrictions limit which workloads may use the connection. Record the required internal DNS namespaces and destinations alongside the route list; a tunnel that authenticates but cannot resolve internal names is not a successful deployment.
Choose authentication and policy integration
Document the certificate authorities, NPS or RADIUS servers, authentication methods, and MFA behavior before creating the profile. The Microsoft Entra MFA extension for NPS is an option where an NPS-based design is appropriate. If Windows Hello for Business or another modern sign-in method is part of the target state, validate it with the chosen user or device tunnel rather than assuming the DirectAccess authentication flow will transfer unchanged.

Select a profile-management channel
Use the management system that matches the device population. Intune is suitable for Microsoft Entra ID-joined and MDM-managed devices; Configuration Manager or Group Policy may be appropriate for established Active Directory estates. PowerShell and Windows Configuration Designer can support controlled provisioning or special cases. Keep the profile versioned so that a route, certificate, or trigger change can be rolled back without manually editing every client.
Why DirectAccess is now a legacy choice
DirectAccess has a narrower support boundary: clients must be domain joined and must run a supported Windows edition that includes the feature. That excludes many workgroup, contractor, personally managed, and Microsoft Entra ID-only scenarios. Its established policy and tunneling model can be stable for the population it was designed for, but it does not provide the same forward-looking deployment flexibility as Always On VPN.
Microsoft’s Remote Access overview states that Windows 10 or later should connect using Always On VPN and that DirectAccess should be used only for clients earlier than Windows 10. Microsoft’s DirectAccess documentation, last updated November 1, 2024, likewise says it highly recommends Always On VPN instead of DirectAccess for new deployments. These statements describe product direction, not a claim that every existing DirectAccess server is immediately unsupported.
How to migrate from DirectAccess to Always On VPN
Migration is an infrastructure project, not a client-side switch. Microsoft recommends a planned, side-by-side migration so that users retain access while each dependency is rebuilt and verified.

- Plan rings and dependencies. Inventory DirectAccess clients, Windows editions, domain-join state, certificates, internal DNS namespaces, routes, applications, authentication flows, and management tools. Create migration rings such as pilot IT devices, a representative business group, and the remaining estate. Define success criteria and a rollback path for each ring.
- Build Always On VPN alongside DirectAccess. Provision the VPN gateways and supporting network controls without changing the live DirectAccess service. Configure the required DNS and firewall rules, NPS or RADIUS policy, certificate templates and issuance path, and any MFA integration. Confirm that the new service can reach the same business resources, or explicitly document differences.
- Issue certificates and deploy the profile. Publish the computer and user certificates required by the selected authentication design. Deliver the Always On VPN profile through Intune, Configuration Manager, PowerShell, Windows Configuration Designer, or the organization’s MDM. Start with the pilot ring, check installation and certificate selection, then expand in controlled waves.
- Validate each ring before expansion. Test first sign-in, device pre-logon tasks where applicable, internal DNS resolution, required routes, application access, MFA prompts, sleep and resume, network changes, and removal from a trusted network. Capture logs and support feedback. Do not move the next ring until the current ring meets its criteria.
- Remove migrated devices from DirectAccess policy. After a device is working on Always On VPN, remove it from the DirectAccess security group or equivalent targeting mechanism. Verify that it no longer depends on DirectAccess before proceeding. Keep an exception process for devices that fail validation.
- Decommission only after the group is empty. Confirm that all intended clients have migrated, no critical service still requires the old tunnels or DNS behavior, and monitoring shows no active dependency. Then remove the DirectAccess infrastructure according to the organization’s change procedure and retain configuration records for audit and recovery.
Migration checks and common failure modes
The profile installs but never connects
Check whether the trigger is user-based or device-based, whether trusted-network detection incorrectly identifies the current network, and whether the certificate is present in the expected store with a valid private key. Review NPS or RADIUS policy matching and confirm that firewall rules permit the selected VPN traffic.
The tunnel connects but internal names fail
Verify the DNS server and namespace settings in the profile, the routes to those DNS servers, and split-DNS behavior if only corporate names should use the tunnel. Test by name and by address. A successful authentication proves only that the tunnel was established; it does not prove that name resolution or application routing is correct.
Users lose access after DirectAccess removal
Check that the device received the Always On VPN profile and certificates before removing it from the DirectAccess group. Confirm that the profile’s routes and firewall policy include every required destination. Restore the device to the DirectAccess targeting group only as a controlled rollback while the profile problem is corrected.

MFA prompts behave differently than expected
Identify whether the connection is device authenticated, user authenticated, or both. Confirm which NPS policy and MFA extension handle that request, and test lock, unlock, sign-out, and network-change scenarios. A migration that copies only the old computer-certificate flow may not satisfy a new user MFA requirement.
Management works for one join state but not another
Check whether the deployment channel supports the device’s join state and Windows edition. An Intune profile aimed at Microsoft Entra ID-joined devices will not automatically solve deployment for an unmanaged workgroup computer, and a Group Policy strategy cannot target a device that is not joined to the relevant Active Directory domain.
A practical decision checklist
- Is this a new deployment? Select Always On VPN.
- Are Windows 10 or Windows 11, workgroup, or Microsoft Entra ID-joined devices in scope? Select Always On VPN.
- Do you need Intune or MDM delivery, granular routes, application restrictions, MFA, or modern authentication? Select Always On VPN.
- Is the current estate dependent on supported, domain-joined DirectAccess clients? Keep DirectAccess only as a transition service while a side-by-side migration is prepared.
- Do some workloads need network access before sign-in? Design and test a device-authenticated Always On VPN profile.
- Is the migration plan missing certificates, NPS/RADIUS, DNS, firewall changes, profile deployment, or staged security-group removal? It is not ready for production.
- Has every migrated device been validated and removed from DirectAccess targeting? Do not decommission the old infrastructure until the answer is yes.
Bottom-line recommendation
Use Always On VPN for the target architecture and treat DirectAccess as a legacy service to be retired through a measured, side-by-side migration. The deciding advantages are broader client support, modern management, finer routing and traffic controls, and stronger alignment with current Windows and identity deployments. DirectAccess remains a temporary bridge for supported domain-joined clients, not the right foundation for a new remote-access environment.
