Use zero-trust network access (ZTNA) as the default for remote contractors when you can define access to specific applications, hosts, or services. ZTNA limits each session to the resources a contractor needs, checks identity and context, records activity, and lets you revoke access quickly. Keep a tightly hardened VPN for legacy applications, network-level protocols, or site-to-site connections that cannot yet be expressed as application policies. The practical answer is usually a controlled combination, not an immediate replacement of every VPN.

What you are actually choosing

A contractor-access design sets the trust boundary between an outside worker and your internal resources. That boundary determines what happens after a password is stolen, a contractor’s laptop is compromised, or an engagement ends without notice.

How a conventional VPN works

A remote-access VPN authenticates a user to a gateway and then establishes an encrypted tunnel. Depending on the configuration, the user receives an address and routes that make internal networks reachable. Authentication may be strong, but the resulting trust decision is often broad: once connected, the contractor can potentially discover or reach more network services than the one application they were hired to use.

This model remains useful when software requires network-level reachability. Older client/server systems, unusual ports, non-HTTP protocols, and administrative tools that cannot be proxied may need a routed connection. A VPN is also the established pattern for many site-to-site links.

How ZTNA works

ZTNA places authorization around an individual application or resource instead of treating network membership as the main permission. A policy evaluates the contractor’s identity, requested resource, device or session signals, and other conditions before allowing the connection. The service can re-evaluate those conditions during the session and terminate access when they no longer meet policy.

Microsoft Learn describes the model this way: “A Zero Trust model doesn’t presume any user identity or device is secure on any network.” NIST describes a zero-trust architecture as enabling secure, authorized access to resources distributed across on-premises and multiple cloud environments for a hybrid workforce and partners, from anywhere, at any time, and from any device.

VPN and ZTNA compared for contractors

Decision factor Remote-access VPN ZTNA
Access granularity Usually grants reachability to a network, subnet, or set of routes after login; finer controls require careful gateway and firewall rules. Authorizes named applications, hosts, or services and can apply a separate policy to each resource.
Trust assumption Authentication commonly establishes trust in the tunnel and its assigned network position. Does not trust a user or device merely because it is on a network; identity and context are evaluated for the requested resource.
Blast radius A stolen account or infected endpoint may reach other exposed services if routes and segmentation are too broad. Resource-level authorization and repeated checks are intended to constrain lateral movement and reduce the impact of a compromised identity or endpoint.
Onboarding and offboarding Often involves account creation, VPN-group membership, client configuration, and route assignment. Removing access requires every relevant group and credential to be revoked. Can map a person or group directly to an application policy, set an end date, and revoke the identity or session without leaving network routes behind.
Device-posture enforcement Possible through VPN clients and integrations, but implementation varies by gateway and may be separate from application authorization. Device compliance, operating-system state, certificate, location, risk, or session signals can be conditions of the resource policy when the platform supports them.
Visibility Gateway logs show tunnel connections and network activity; application-level detail may require additional systems. Policies can log who requested which resource, under what context, and whether access was allowed, denied, or revoked.
Legacy-protocol support Strong for systems that require routed network access or protocols that cannot be proxied. Strongest for applications and services that the access platform can publish or represent; unsupported protocols may still require a VPN.
User friction Users install and maintain a client, connect before launching internal software, and may encounter route or DNS conflicts. Users typically authenticate to the published application, but extra MFA or device checks can interrupt a session when context changes.
Migration effort Incremental hardening is familiar, but broad routes and group sprawl can be difficult to audit. Requires an inventory, application-by-application policies, identity and device integrations, logging, testing, and staged adoption.

Neither design is automatically safe. The controls your organization can consistently operate matter more than the label. CISA and its partners urged organizations on June 18, 2024, to move toward stronger approaches such as Zero Trust, Secure Service Edge, and Secure Access Service Edge because they provide greater visibility of network activity. That guidance does not establish that every VPN must be removed immediately.

When ZTNA should be the contractor default

Contractors need only a few applications

ZTNA is the natural first choice when a person needs one web application, a private dashboard, a source-control service, a defined SSH host, or a specific RDP system. The policy can name the resource rather than exposing a whole network segment. A designer who needs a project-management system, for example, should not receive routes to finance servers merely because both systems are inside the same corporate address space.

Identity can be strongly established

Use a distinct identity for each contractor, preferably federated with an identity provider that supports lifecycle actions. Require multifactor authentication before the resource policy is evaluated. Token-based MFA, including FIDO2 security keys where appropriate, is stronger than relying on a password alone. Do not share a generic contractor account: it prevents reliable attribution and makes prompt revocation difficult.

Context can be evaluated

ZTNA delivers its largest advantage when policy can consume useful signals. Examples include whether the device is managed or compliant, whether a client certificate is present, the operating-system version, sign-in risk, location restrictions, and session age. Set a response for each condition: deny, require stronger MFA, allow read-only access, or require reauthentication. A policy that claims to check posture but receives no trustworthy signal is only providing the appearance of control.

The team can operate policy and logs

ZTNA is not a set-and-forget appliance. Someone must own application inventories, policy reviews, connector updates, exception handling, alert triage, and offboarding. Send access and decision logs to the system used for security monitoring, retain them according to your contractual and legal requirements, and periodically verify that the logs identify the individual, resource, decision, and relevant context.

When a VPN remains the right tool

Legacy applications need network-level reachability

Some software expects a routable address, broadcasts, direct database connections, or a protocol that an application proxy cannot carry. If redesigning or replacing that software is not practical, retain a VPN for the smallest network area that supports it. A VPN exception should identify the application, required ports, responsible owner, and an expiration or review date.

A site-to-site tunnel is required

Contractor organizations or service providers may need a site-to-site connection for a narrowly defined integration. Terminate the tunnel on dedicated equipment or a dedicated virtual context, restrict routes in both directions, and avoid allowing the partner network to become an extension of your entire corporate network.

The protocol cannot be expressed as an application policy

Before choosing a VPN, verify that the requirement is genuinely network-level. If the contractor only needs a browser, SSH session, or remote desktop to one host, publishing that service through a resource-specific policy generally creates a smaller trust boundary than assigning a broad VPN route.

Write a contractor access policy that can be enforced

Every contractor rule should answer six questions. Record them in an access matrix that security, the application owner, and the contract owner can review.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Who: the individual identity or a tightly managed group; never an anonymous or shared account.
  • What: the exact application, hostname, service, or host and the actions permitted.
  • From which device or session: managed-device status, operating-system requirements, certificate, browser, network, location, or other signals that are actually available.
  • For how long: start date, contract end date, maximum session lifetime, and reauthentication interval.
  • Under which authentication: mandatory MFA and any step-up requirement for sensitive actions.
  • What is logged: sign-in, policy decision, resource accessed, administrative changes, and revocation events, with an owner for review.

Use separate policies for separate risk levels. A contractor who only reads documentation should not inherit the policy used by a contractor administering production infrastructure. Keep temporary exceptions explicit and time-bound instead of weakening the permanent rule.

A staged migration path from contractor VPN to ZTNA

  1. Inventory identities, devices, applications, and data. List every contractor account, sponsor, contract end date, authentication method, device type, VPN group, internal destination, protocol, and data classification. Remove dormant accounts before migrating anything.
  2. Build an application-by-application access matrix. For each destination, document the hostname or service, ports and protocol, business owner, contractor group, minimum device and MFA requirements, allowed actions, and logging destination. Mark which entries are suitable for an application policy and which require network-level access.
  3. Enable strong authentication. Require MFA for contractors before pilot access. Test enrollment, recovery, lost-token handling, and identity-proofing procedures. Do not let a migration preserve password-only access for an old VPN group.
  4. Connect identity and device signals. Integrate the access service with the identity directory and available device-compliance or risk systems. Define what happens when a signal is missing or becomes unhealthy; fail closed for high-risk resources rather than silently treating an unknown device as trusted.
  5. Pilot a small contractor cohort. Choose a few users and low-risk applications first. Keep the existing path available during the test, but make the pilot use the same policies, MFA, logging, and support process planned for production.
  6. Test normal and failure paths. Verify first sign-in, denied device, expired contract, revoked identity, lost MFA token, connector outage, session timeout, and attempted access to an unlisted resource. Confirm that a user cannot reach adjacent systems through DNS, routing, administrative shares, or a second application.
  7. Monitor and adjust. Review denied requests, successful sessions, device signals, unusual geographies, excessive session duration, and policy changes. Fix inaccurate application dependencies instead of granting a broad network exception to silence alerts.
  8. Expand in stages. Move additional application groups only after owners accept the logs and support process. Retain a documented VPN exception for each legacy dependency, with a review date and a plan to reduce or remove it when the application changes.

Microsoft’s implementation guidance describes a progression of evaluation, pilot, and full deployment and warns that disruptive, poorly communicated changes can harm adoption. Tell contractors what is changing, which device checks apply, how to enroll MFA, and where to report a blocked legitimate task.

VPN hardening requirements for the connections you keep

  • Use strong, modern cryptography and keep the VPN gateway and client software patched.
  • Require MFA and unique identities; disable shared accounts and unused authentication methods.
  • Expose only the gateway and required services. Remove unused ports, administrative interfaces, and legacy features from the internet-facing configuration.
  • Assign the narrowest possible routes and firewall rules. Separate contractor pools from employee and production networks, and block unnecessary east-west traffic.
  • Disable split tunneling when the risk model requires inspection of the contractor’s traffic; if split tunneling is necessary, document what remains outside the tunnel.
  • Limit concurrent sessions, idle time, and maximum session duration for temporary engagements.
  • Log authentication, assigned address, route or policy changes, administrative actions, and connection termination. Alert on repeated failures, impossible travel, unusual hours, and access to destinations outside the contract.
  • Revoke certificates, tokens, group membership, and sessions at contract end or when the sponsor reports a change. Test that revocation reaches the gateway promptly.

CISA’s guidance favors approaches that improve visibility. A hardened VPN with weak logging or broad routes can remain a blind spot even when its encryption is sound.

Common failure modes and corrective actions

“The contractor can log in, so the job is done.”

Authentication proves only that a credential or factor was presented. Add a resource-specific authorization decision, device or session conditions, an expiry, and logging. Review whether the resulting access matches the contract rather than the user’s ability to connect.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“ZTNA means every legacy system can be published.”

Some systems require protocols or network behavior that an application connector cannot safely represent. Test the actual protocol and dependencies. Keep a restricted VPN exception when necessary instead of forcing an unsupported proxy design.

“We migrated the front door but left broad routes behind.”

Remove obsolete VPN groups, routes, firewall rules, DNS visibility, and service accounts after validating the ZTNA path. Otherwise, the old trust boundary remains available as a bypass.

“Device posture is enabled, but no reliable signal arrives.”

Inspect the integration and define an explicit unknown-state action. For sensitive resources, deny or require a stronger factor until the signal is trustworthy. Document which device properties are checked and how often they are refreshed.

“The pilot blocked legitimate work, so we allowed the whole subnet.”

Use denied-request logs to identify the missing application or dependency. Add that resource deliberately, with an owner and expiry, rather than converting a precise policy into unrestricted network access.

Visibility, accountability, and review

For each contractor session, security teams should be able to answer who connected, which resource was requested, when the decision was made, what identity and device context was presented, what policy version applied, and when access ended. Correlate access logs with identity-provider, endpoint, and application logs so an investigation does not stop at “VPN connected” or “login succeeded.”

Review the access matrix on a schedule tied to contract duration and risk. A short engagement may need review at completion; a long-running administrator relationship needs periodic owner recertification, device verification, and confirmation that the listed resources are still necessary. Track exceptions separately so they do not become invisible permanent access.

Practical choices by contractor scenario

SSH to one administration host

Prefer a resource policy that names the SSH service and host, with strong MFA, device conditions, short sessions, and command or session logging where supported. Use a VPN only if the SSH dependency cannot be represented safely by the available access service.

What the evidence does—and does not—show

NIST’s National Cybersecurity Center of Excellence documented 19 example zero-trust architecture implementations built with 24 collaborators in NIST SP 1800-35 (2025). Those examples demonstrate implementation patterns across distributed on-premises and cloud resources; they are not a head-to-head security experiment for remote contractors.

No authoritative source establishes a directly comparable percentage for breach reduction, security outcomes, productivity, or return on investment between VPN and ZTNA specifically for contractors. Avoid promises of a universal improvement. The defensible benefit is architectural: application-level authorization, context checks, and better visibility can reduce unnecessary exposure when they are correctly configured and operated.

Decision checklist

  • Can you name the exact application, host, or service the contractor needs?
  • Can every contractor use an individual identity and MFA?
  • Can your access service receive and act on trustworthy device or session signals?
  • Can you log resource-level decisions and review them?
  • Can you set an end date and revoke active access quickly?
  • Does the application require routed network reachability, unusual ports, or a site-to-site connection?
  • Have you tested denied access, expired contracts, lost MFA factors, connector failures, and attempts to reach adjacent resources?
  • Is every VPN exception restricted, monitored, owned, and scheduled for review?

If the first five answers are yes and the application does not require network-level access, start with ZTNA. If the last technical condition applies, keep a hardened VPN for that narrowly defined need while using ZTNA everywhere else it can enforce a smaller trust boundary.
