Windows 8.1 brought meaningful improvements to the Windows Store, especially in app discovery, navigation, and purchasing features. But those changes alone do not establish that its catalog or app quality caught up with Apple’s App Store or Google Play. The fairest conclusion is that the Store improved in specific, documented ways while the broader comparison remains a period-specific judgment—not a measured result supported by comparable figures here.
What changed in the Windows 8.1 Store?
Windows 8.1 became available on October 17, 2013, and Microsoft opened the Windows Store to developers submitting Windows 8.1 apps that day. Microsoft had previewed improvements to personalization, search, built-in apps, the Store experience, and cloud connectivity in May 2013; the update was free for Windows 8 consumers through the Store. Microsoft’s Windows 8.1 preview and its October 2013 developer announcement establish the timing and broad goals.
Discovery and navigation
A May 13, 2014 Store update added a persistent navigation bar and quicker access to recommendation lists, including Top Free, Top Paid, Top Grossing, Best Rated, and Picks for You. It also made app collections more prominent. These were concrete changes to how users could browse and encounter apps, rather than evidence by themselves that the Store contained more or better apps. Microsoft’s May 2014 update notes describe these changes.
Purchasing across Windows devices
The same update introduced a universal-app badge for select apps that could be purchased once and used on both Windows 8.1 and Windows Phone 8.1. The benefit applied to eligible apps, not every app in the Store, and connected Microsoft’s two platforms rather than establishing parity with iOS or Android.

In-app commerce
Microsoft’s Windows 8.1 developer announcement also described support for in-app consumables and larger catalogs of in-app offers. Those capabilities gave developers more ways to sell digital items within apps. They show that the Store’s commerce options developed; they do not measure developer participation or the success of those options. Microsoft’s Windows Developer Blog announcement covers the in-app offer features.
Did it catch up with the iOS App Store and Google Play?
The documented improvements make “much improved” a supportable description of particular Store features. They do not, on their own, prove that Windows 8.1 matched Apple or Google in catalog breadth, app quality, or developer participation. A reliable comparison on those dimensions would need to specify a date and geography and use comparable measures for each platform; the available Microsoft feature documentation does not supply that comparison.

It is therefore reasonable to describe “still a long way off” as an editorial assessment of the period, but not as a quantified finding established by these sources. Discovery, cross-device purchasing, and in-app commerce are identifiable areas of progress. Catalog size and quality remain unproven by the evidence cited here, so a precise ranking—or a claim that one store had a particular number more apps—would go beyond it.
Why the comparison needs a date and market
App-store inventories and features change over time, and availability can differ by region. A claim about how Windows 8.1 compared with iOS and Android therefore needs a defined snapshot date and market. It should also distinguish among separate questions: how many apps were available, how useful or polished they were, how well users could find them, how actively developers supported the platform, and what purchasing options each store offered. The Microsoft documentation cited above establishes specific Windows Store features, not like-for-like answers to all of those questions.

What the Windows 8.1 Store means today
Windows 8.1 is now a historical platform. Microsoft ended support on January 10, 2023. Existing installed Store apps may continue to be used, but users cannot make new app or in-app purchases through the Store after that date. Publisher updates were available through June 30, 2023, or later when a developer supports an app independently. These limits are part of the platform’s current status, not a comparison of what the stores offered in 2014. Microsoft’s Windows 8.1 lifecycle guidance explains the end of support and Store-purchase limits.
