A cloud server running 24/7 does not necessarily need dedicated CPU. Shared or burstable CPU can cost less when the server is idle much of the time, waits on storage or network activity, or uses CPU in short bursts—and when variable performance is acceptable. If CPU use stays high for long periods, or predictable compute is essential, dedicated CPU may be the better value. The right comparison is the total cost of a workload-matched configuration, not uptime multiplied by one headline hourly rate.

What “shared CPU” means—and why providers differ

“Shared CPU” is not one standard product. Some providers describe CPU access shared with other virtual machines, which can vary with neighboring workloads. DigitalOcean says shared Droplets may receive less CPU when nearby Droplets are busy, and full hyper-thread access is not guaranteed. Its guidance presents shared configurations as a lower-cost option for workloads that do not need guaranteed compute around the clock (DigitalOcean Droplet plan guidance).

Other providers offer burstable instances with a defined baseline and CPU credits. On AWS, a burstable instance can exceed its baseline, but in Unlimited mode surplus CPU use may incur additional charges. Alibaba Cloud also describes additional fees under specified Unlimited-mode conditions; the applicable price depends on instance family and region (Alibaba Cloud billing documentation).

These models have different performance and billing behavior. A provider’s “shared” or “burstable” label alone does not tell you how much CPU capacity is guaranteed or what sustained use will cost.

When shared CPU is likely to pay off

  • CPU demand is intermittent. The server may run continuously while doing little work much of the day, with brief spikes when requests arrive or jobs run.
  • Average use is low relative to the plan’s capacity. There is room for occasional peaks without requiring sustained high CPU.
  • Variable performance is acceptable. A temporary drop in throughput or rise in latency will not violate a strict service target or make a job miss its deadline.
  • The workload is noncritical or easy to retry. Development and test systems, low-traffic sites, bursty workers, and variable pipelines are examples providers cite as possible fits—not universal guarantees.

Always-on describes availability, not CPU intensity. A server can be powered up all month while spending much of its time waiting on disk or network operations. Measure CPU over time rather than assuming that 24/7 uptime means 100% CPU use.

When dedicated CPU is worth considering

  • CPU use is steady or sustained. A workload that remains busy for long periods can exhaust burst allowances or make a burstable option more expensive.
  • Performance needs to be predictable. Production APIs, databases, transcoding, and CPU-bound batch work may be sensitive to contention or reduced CPU availability.
  • There is a hard service objective. If latency, throughput, or job completion time must remain within a defined range, the cost of variable compute belongs in the decision.

DigitalOcean and Akamai both position dedicated CPU plans for steady, production, or sustained CPU workloads, while describing shared plans as suitable for lower or variable demand. Those are provider recommendations, not a guarantee that any particular plan will meet an application’s performance target (Akamai compute instance plan types).

How to compare the true 24/7 cost

Build two estimates for the same month: one for a shared or burstable configuration and one for a dedicated configuration that can serve the same workload. Keep region, operating system, usable memory, storage, and network allowance as comparable as possible. Include committed-use or reserved discounts only if they apply to the deployment you are pricing.

  1. Define the deployment. Record region, operating system, vCPU and memory needs, storage, outbound transfer, backup and monitoring requirements, and any applicable discount.
  2. Measure CPU over a representative period. Estimate average and peak utilization separately. Peak CPU indicates the height of short bursts; average CPU helps show how sustained the load is. Neither is a substitute for the other.
  3. Price the shared or burstable option. Include CPU-credit or surplus charges if the provider bills them above a baseline. Check whether access can vary with other tenants’ demand.
  4. Price a comparable dedicated option. Match the resources and billing scope as closely as possible rather than comparing plans with different vCPU, memory, or included network allowances.
  5. Add non-CPU charges. Check storage, data transfer, public addresses, operating-system licensing, backups, monitoring, and taxes where applicable. These may be priced separately or excluded from a displayed instance rate.
  6. Account for performance consequences. Compare likely latency, throughput, and job completion time. If variable CPU access creates operational costs, consider those alongside the VM bill.

A headline hourly price is only one part of the estimate. AWS documents instance charges, data transfer, operating-system billing differences, and possible CPU-credit fees on its EC2 On-Demand pricing page. That page says many Linux and Windows combinations use per-second billing with a 60-second minimum, while SLES is billed per full hour. DigitalOcean says its v5 configurations use hourly rates and bill by actual use (DigitalOcean Droplet pricing). Check the current terms for the specific product and region before treating a rate as a monthly total.

A break-even example: AWS T3 versus M5

AWS’s Unlimited-mode documentation gives a concrete example: for a t3.large compared with an m5.large, the average CPU break-even is 42.5%, based on Linux prices in us-east-1. The example also states a 30% baseline CPU utilization per vCPU. Under those assumptions, if average CPU over a 24-hour period is above the break-even level, the burstable instance costs more than the equivalently sized fixed-performance instance (AWS Unlimited mode documentation).

That 42.5% figure is not a general threshold for cloud servers. It applies to the cited instance sizes, region, operating system price basis, and AWS billing model. Recalculate the break-even for the configuration you plan to use; do not carry the number over to another AWS region, instance generation, OS, provider, or size.

Why listed prices do not settle the comparison

DigitalOcean’s pricing page lists selected v5 examples at $0.052 per hour for a shared 2-vCPU, 4-GB Droplet and $0.181 per hour for a dedicated General Purpose 4-vCPU, 16-GB Droplet. These are unlike configurations, so the figures show example listed rates—not the price premium for switching an otherwise identical server from shared to dedicated CPU (DigitalOcean Droplet pricing).

There is no basis here for saying that one provider is universally cheapest for a 24/7 workload. A fair comparison requires the same workload profile and a clearly defined total-cost scope, including any burst charges and separately priced services.

Make the choice using your workload, not uptime

Start with CPU measurements and the consequence of performance variation. If average CPU demand is modest, peaks are brief, and temporary variation is acceptable, shared or burstable CPU may reduce the compute bill. If utilization stays high or predictable capacity is important, compare dedicated CPU against the burst-adjusted shared cost. In either case, use current regional pricing and include the supporting services the server actually needs.
