Short answer: Open-weight models give you more control over where data is processed, which version runs, and how the model is tuned, but you must supply the hardware, security, operations, and safety work. Closed-source models are easier to deploy and often provide the strongest frontier quality, managed scaling, and contractual privacy options, but prompts and outputs pass through a provider’s service. Neither category is always cheaper, faster, more private, or more accurate. The right choice follows your data-residency rules, monthly token volume, latency target, engineering capacity, and task-specific quality requirements.

For sensitive workloads that cannot leave a controlled environment, self-hosted open weights are usually the safer architectural fit. For bursty demand, limited infrastructure expertise, or applications that need the latest capabilities, a closed API is generally simpler. Many companies get the best balance by keeping regulated workflows local and sending general or overflow traffic to a provider with documented retention and training controls.

What “open-weight” and “closed-source” actually mean

Open-weight models

An open-weight model makes its trained parameter weights available under a license. You can download the files, choose where they run, pin a known version, and—in some cases—fine-tune them for your own data. “Open-weight” does not necessarily mean the training dataset, training code, evaluation data, safety tooling, or every serving component is open. The license can also impose conditions on use and redistribution.

OpenAI’s documentation for the open-weight gpt-oss-120b and gpt-oss-20b models says they run on infrastructure you control or through a hosting provider. They are not served through the OpenAI API or ChatGPT. The documentation lists vLLM, Ollama, and llama.cpp as common runtimes, alongside self-managed GPU environments. That distinction matters: downloading weights gives you a model artifact, not a turnkey production service.

Closed-source models

A closed-source or closed-weight model keeps its weights and usually much of its training and serving stack under provider control. You call it through an API, hosted application, or managed enterprise endpoint. The provider selects hardware, applies updates, handles autoscaling, and exposes only the controls included in the product and contract. You normally pay per token, request, seat, or capacity commitment rather than buying and operating inference hardware.

Why the label alone is not a decision

“Open” and “closed” describe access to model artifacts, not the complete security or performance of a deployment. A poorly secured private server can leak more data than a well-configured enterprise API. A small open model may be cheaper for a narrow extraction task but inadequate for complex reasoning. A closed model may deliver better answers yet become expensive when a high-volume workload runs continuously. Evaluate the complete system—model, runtime, network, controls, contract, and operating team—not just the license.

Privacy and control: where does your data go?

What self-hosting can protect

When an open-weight model runs on servers inside your data center or private cloud, prompts, retrieved documents, and generated outputs can remain within boundaries you define. You can apply your own network segmentation, encryption keys, identity provider, audit logs, retention schedule, and regional residency controls. You can also freeze a model version so an upstream change does not silently alter behavior.

OpenAI states that it does not receive or process data sent to its self-hosted models unless you explicitly share that data with OpenAI or use one of its managed hosting partners. That statement applies to the self-hosted arrangement described in its documentation; it does not remove your responsibility for the hosting provider, networking, telemetry, backups, or any external tools connected to the model.

The responsibilities you take on

Self-hosting moves control and risk to your team. A production design needs all of the following:

  • Identity and access management: authenticate users and services, enforce least privilege, rotate credentials, and separate development, evaluation, and production access.
  • Encryption and isolation: encrypt traffic and storage, restrict egress, protect model files, and isolate inference from unrelated workloads.
  • Logging with data minimization: record enough metadata for audits and incident response without retaining sensitive prompts indefinitely.
  • Patching and supply-chain review: update drivers, runtimes, containers, operating systems, and dependencies; verify model files and packages before deployment.
  • Abuse monitoring and incident response: detect prompt abuse, data exfiltration, unsafe outputs, and compromised accounts, then define who can stop or roll back the service.
  • Safety maintenance: test new threats, refresh filters and evaluations, and decide when a model update is safe to adopt.

The International AI Safety Report 2026 notes a structural limitation: open-weight developers cannot universally force downstream users to install safety updates. Once weights are distributed, operators may keep an old version, remove safeguards, or modify the model. Your governance process therefore has to compensate for that lack of central enforcement.

What a closed API can offer

A provider-managed endpoint can still have strong privacy protections. OpenAI says eligible API customers can receive Zero Data Retention, a commitment that prompts and responses are not retained after processing. It also says enterprise customer data is not used to train models unless the customer explicitly opts in. Those protections are not automatic for every account or model: verify eligibility, supported models, geographic region, logging behavior, safety exceptions, subprocessors, and contract language before sending regulated data.

Ask the provider for a written data-flow diagram and answers to practical questions: Is content stored in request logs, abuse systems, or backups? How long are logs retained? Can support staff access content? Which regions process and store it? What happens when a request triggers safety review? Can you delete or export records? A favorable headline policy is not a substitute for configuration and contract review.

Privacy decision rule

Requirement Usually better fit Reason
Prompts must remain inside a specified network or jurisdiction Self-hosted open weights You control routing and storage, subject to your own architecture and vendors.
Contractual retention and training restrictions are sufficient Closed API A provider can supply documented controls without your team operating GPUs.
Fine-tuning on private examples or exact version pinning Open weights You can modify and freeze the model within license and hardware limits.
Minimal security-operations staffing Closed API Serving, patching, and capacity management are largely outsourced.

Cost: free weights are not free inference

The complete self-hosting bill

Weights may be free to download, but production inference has recurring and one-time costs: GPUs or a GPU server, storage for weights and replicas, electricity or cloud instances, networking, installation, observability, security engineering, on-call support, upgrades, and spare capacity for failures or traffic spikes. OpenAI’s documentation explicitly says users remain responsible for compute, storage, and third-party hosting costs.

Closed APIs turn much of that fixed cost into a variable bill. You pay for input and output tokens, requests, or reserved capacity, while the provider pays for hardware and keeps the fleet utilized across customers. That is attractive when demand is uncertain, seasonal, or too small to keep a private GPU busy. It can be less attractive when a predictable workload runs around the clock.

What OECD’s scenarios show

The OECD’s 2026 analysis models self-hosting and pay-as-you-go cloud costs across workloads from under 100 million to 50 billion tokens per month. Its figures are scenario estimates, not universal prices; utilization, quantization, batching, model size, electricity, staffing, and regional hardware rates can change the result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Monthly workload in the OECD scenario Modeled result How to interpret it
Less than 100 million tokens Self-hosting’s economic benefit is not evident Fixed hardware and operating costs are difficult to amortize at low volume.
1 billion tokens Private hosting becomes cheaper only after about 2.5 years (around 30 months) A long payback period makes an API practical unless control requirements dominate.
5 billion tokens Break-even of about 1.8 months High, steady utilization can recover capital quickly under the report’s assumptions.
50 billion tokens Break-even of about 1.0 month Very large predictable demand favors owned or reserved capacity if operations are efficient.

The same OECD work reports that open-weight models achieve roughly 90% of the performance of closed-weight alternatives at release and that their quality-to-price ratio is about twice as high during the first several months on the market. “Performance” is an aggregate research estimate, not a promise that an open model will reach 90% of a particular application’s accuracy or reliability.

How to calculate your own crossover point

  1. Measure real usage: separate input and output tokens, peak requests per second, average context length, and concurrency for each workflow.
  2. Define the quality floor: include accuracy, refusal behavior, structured-output validity, tool-call success, and human-review rates—not just token price.
  3. Price the private stack: include GPU purchase or rental, storage, power, networking, software, monitoring, security, engineering time, support, and spare capacity.
  4. Model utilization: calculate costs at your average and peak load. A GPU that sits idle is still a capital or rental expense.
  5. Include migration and failure costs: budget for model updates, rollback capacity, outages, and the possibility that a chosen model cannot meet the quality target.
  6. Compare on a common horizon: use monthly and three-year totals so a one-time server purchase is not compared unfairly with a single API invoice.

Use an NVIDIA H100-class or L4-class GPU only as an example of the hardware category modeled by OECD, not as a universal requirement. The correct device depends on model size, quantization, context length, batching, and latency goals.

Speed and latency: no universal winner

A closed API benefits from provider-managed serving, autoscaling, load balancing, and hardware selected for the model. That can produce consistent latency without your team tuning kernels or adding capacity. It can also introduce network round-trip time, regional routing limits, queueing during provider demand, or rate limits.

Open weights let you place inference close to users and tune the serving stack. Performance varies with GPU type, quantization, runtime, batch size, context length, concurrency, memory bandwidth, and whether reasoning is deliberately increased. OpenAI’s documentation for its gpt-oss-safeguard models describes configurable reasoning effort, making the trade-off explicit: deeper reasoning can improve answers while increasing latency and compute.

Run an apples-to-apples test

  1. Use the same prompt set, system instructions, retrieved context, output limit, safety policy, and tool definitions on every candidate.
  2. Fix the quality target before measuring speed. A faster model that fails validation is not a faster production solution.
  3. Record time to first token, output tokens per second, median latency, p95 or p99 tail latency, timeout rate, and error rate.
  4. Test realistic concurrency and burst patterns instead of a single sequential request.
  5. Repeat tests at the context lengths your application actually sends; long prompts can change memory pressure and throughput.
  6. Measure regional network time separately from model-generation time so a local deployment is not credited for an unrelated client-location advantage.
  7. Run the test after quantization, batching, or reasoning-effort changes; each can alter both quality and latency.

The available evidence does not establish one speed winner across all open and closed models. Publish or approve a deployment only after measuring the exact model, runtime, hardware, region, and load you intend to use.

Quality and capability in 2026

The frontier gap is narrower, not gone

The International AI Safety Report 2026 estimates that leading closed models are less than one year ahead of leading open-weight models on prominent benchmarks. Its discussion cites DeepSeek R1 as comparable to OpenAI o1 on several benchmarks and reports that Alibaba’s Qwen models held the top open-weight position on Chatbot Arena in August 2025. These are time-specific observations, not permanent rankings.

The report’s figure based on Epoch AI’s 39-benchmark Epoch Capabilities Index still shows the best open-weight models lagging the closed frontier by approximately one year at the measured point. OECD’s roughly 90% release-performance estimate is therefore useful for understanding the average gap and value proposition, not for selecting a model without task testing.

Compare the capabilities that affect your application

Axis Questions to test Why it can change the choice
Task accuracy and reliability Does it answer correctly, cite supplied evidence, and remain consistent across repeated runs? A small error-rate difference can outweigh a large token-price difference in regulated or customer-facing work.
Reasoning depth Can it solve multistep problems within your latency and token budget? Some systems expose reasoning controls; deeper reasoning usually costs time and compute.
Tool use and structured output Does it follow schemas, call tools correctly, and recover from tool errors? Workflow automation depends on valid machine-readable output, not fluent prose alone.
Context length Can it handle your largest document set without truncation or quality collapse? Advertised context limits do not guarantee equal retrieval or reasoning quality throughout the window.
Multilingual behavior Does quality hold for the languages, dialects, and mixed-language inputs you receive? Aggregate English benchmarks may hide gaps in production languages.
Safety behavior Does it refuse dangerous requests appropriately without blocking legitimate work? Open deployments require you to maintain safeguards; provider policies may change under a managed service.
Fine-tuning and version control Can you adapt the model and reproduce a known result months later? Weights and self-managed serving provide more control, subject to the license and your operations.

Deployment patterns that work in practice

Fully self-hosted open weights

You operate the model server, GPUs, network, observability, access controls, and update process. This pattern fits strict residency rules, high predictable volume, and teams with platform and security expertise. Plan capacity for peak concurrency, not just average tokens, and keep a rollback copy of the last approved model and runtime.

Provider-managed closed API

You send requests to a managed endpoint and enforce privacy settings in the account, region, and contract. This pattern fits bursty demand, small or rapidly changing workloads, and teams that value managed uptime over infrastructure control. Add request timeouts, retries with backoff, rate-limit handling, circuit breakers, and a fallback response so a provider incident does not become an application outage.

Hybrid routing

Classify requests before inference. Keep personal, regulated, or residency-bound content on an internal open-weight deployment; route general questions, peak overflow, or tasks that need frontier quality to a closed API under approved controls. Log the routing decision and policy version, redact unnecessary fields, and make sure downstream tools do not send sensitive context to the wrong path.

A selection process for companies

  1. Inventory data: mark personal, confidential, regulated, export-controlled, and public inputs, including documents added through retrieval.
  2. Set non-negotiables: define residency, retention, training-use, audit, uptime, and incident-notification requirements before comparing models.
  3. Build a representative evaluation set: include normal, difficult, multilingual, adversarial, and long-context cases, with an agreed scoring rubric.
  4. Test at target load: measure quality, first-token latency, throughput, tail latency, failures, and cost for both local and hosted candidates.
  5. Estimate three-year total cost: include people and operations for self-hosting and request, storage, and support fees for hosted services.
  6. Review licenses and contracts: check redistribution, commercial use, fine-tuning, acceptable-use rules, retention, subprocessors, and regional processing.
  7. Stage a limited launch: route a small percentage of traffic, monitor quality and incidents, and retain an immediate rollback path.
  8. Re-evaluate on a schedule: repeat the test when a model, runtime, safety policy, hardware tier, or provider contract changes.

Common failure modes and fixes

“The weights are private, so the system is private.”

Telemetry, backups, support bundles, retrieval stores, and outbound tools can still expose prompts. Map every data path, disable unnecessary collection, encrypt stores, and test egress controls.

“The API policy says no training, so configuration does not matter.”

Retention, regional processing, logging, and eligibility can vary by model and account. Confirm the exact settings in the contract and console, then verify them with a controlled test and audit evidence.

“Free download means lower total cost.”

Low utilization, engineering time, and spare capacity can dominate the bill. Use the workload and break-even method above rather than comparing a download price with an API token price.

“A benchmark win guarantees production quality.”

Benchmarks may not represent your language, documents, tools, or failure costs. Require task-level acceptance tests and human review for high-impact decisions.

“A faster token rate means a faster user experience.”

Time to first token, network delay, queueing, and tail latency determine what users feel. Measure the complete request under realistic concurrency.

“Open models will receive safety updates automatically.”

Downstream operators can keep old weights or alter safeguards. Assign an owner for vulnerability monitoring, evaluation refreshes, patching, and incident response.

Bottom line

Choose open weights when data must stay under your control, you need fine-tuning or pinned versions, and token volume or policy requirements justify operating inference. Choose a closed API when managed scaling, support, and the latest capabilities matter more than owning the serving stack. Use a hybrid when those priorities differ by workload. Make the decision with measured quality and latency, a complete cost model, and verified privacy terms—not with the open or closed label alone.
