Neither deployment model is automatically safer. A cloud-managed building management system (BMS) can reduce cyber risk when a provider consistently patches infrastructure, enforces strong identity controls, monitors activity and responds to incidents better than the building owner could. An on-premise BMS can be safer when local operation, data control or WAN independence matters and the owner has the people and processes to secure controllers, servers, workstations and remote access.

The deciding factor is the set of controls you can verify and operate: IT/OT segmentation, least privilege, multifactor authentication (MFA), monitored remote access, timely patching, resilient backups, logging and tested recovery. Cloud changes who operates some controls; it does not remove them.

Why the hosting decision changes the threat model

Building automation and control systems (BACS) now connect controllers, supervisory servers, corporate networks, service providers and cloud applications. NIST notes that “connectivity among building systems and with outside service partners is increasing” and that building services are moving to the cloud. Its 19 August 2026 guidance adds that integrating BACS networks with corporate networks and cloud services “increases significantly” the risk of cyberattack.

Hosting location therefore changes trust boundaries rather than eliminating them. A cloud deployment introduces internet-facing identity, APIs, provider personnel, shared infrastructure and service-availability dependencies. An on-premise deployment keeps more components under the owner’s control but leaves the owner responsible for patching, monitoring, backups, physical security and every remote-access path.

Do not expose BACnet or another building-control protocol directly to the public internet. NIST’s BACnet threat assessment describes risks from corporate-LAN and internet connections, protocol weaknesses and implementation flaws. A secure design places a broker, gateway or tightly controlled service between networks and permits only the traffic required for a defined purpose.

Compare the controls, not the labels

Use the following framework for a like-for-like security review. A provider’s marketing description is not evidence; ask for configuration details, independent assurance and contractual commitments.

Control area Cloud-managed BMS On-premise BMS Evidence to request
External exposure and remote access Internet-facing portals, APIs and vendor support paths are part of the attack surface. Exposure usually comes from VPNs, jump hosts, integrator tools and any cloud connection added later. Network diagram, allowed flows, remote-access method, session recording and emergency-disable process.
Patching and vulnerability management The provider may patch hosted components centrally, but controllers, gateways and customer integrations may remain your responsibility. The owner or integrator must patch servers, workstations, controllers, firmware and network devices. Asset inventory, supported-version policy, patch service-level agreements (SLAs), maintenance windows and vulnerability advisories.
Identity, privilege and MFA Central identity can provide consistent MFA and role management, but a compromised account can reach many buildings. Local accounts are easy to neglect; federated identity may be available but requires correct implementation. Customer-controlled roles, MFA coverage, privileged-account separation, joiner/mover/leaver process and break-glass controls.
IT/OT segmentation Cloud connectivity does not replace local zones and firewalls; the gateway remains a critical trust boundary. Segmentation, firewall rules and routing are entirely the owner’s design and operating responsibility. Zone-and-conduit diagram, firewall rule review, deny-by-default policy and change records.
Logging and detection Provider-side logs may be extensive, but retention, access and export rights must be explicit. The owner must collect logs from BMS servers, engineering workstations, firewalls, VPNs and controllers where supported. Sample audit logs, retention period, time synchronization, alert workflow, SIEM integration and tamper protection.
Resilience and offline operation WAN, identity-service or provider outages can affect visibility or commands; local fallback must be tested. Local control can continue through a WAN outage, but failed local servers or storage require owner recovery. Documented degraded-mode behavior, local schedules, backup/restore test results and recovery-time objectives.
Data governance Telemetry, user data and logs may cross regions or reside in a multi-tenant service. Data remains on owner-controlled systems unless exported to another service. Data locations, encryption, retention/deletion, subprocessors, export format and legal access process.
Vendor support and incident response Provider capability can be strong, but notification timing and investigative access must be contracted. Response depends on the owner, integrator and any retained specialist; gaps are common without a plan. 24/7 contact, incident-notification deadline, forensic-log access, vulnerability disclosure and exit assistance.
Total cost of ownership Subscription and connectivity costs may include managed infrastructure; integration, identity and egress charges can be extra. Capital equipment and licenses are visible, while staffing, patching, spares, monitoring and refresh costs are often underestimated. Five-year cost model including labor, downtime, upgrades, backup, security tooling and contract exit.

When a cloud-managed BMS can be more secure

Centralized maintenance can close common gaps

A specialist provider can maintain hardened servers, standard configurations and repeatable update processes across sites. This is valuable for owners that lack OT security staff, have many buildings or cannot reliably test and deploy patches. Central administration also makes it easier to remove a departed employee’s access, enforce MFA and compare configurations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These benefits apply only to components the provider actually operates. A hosted application does not automatically patch a building’s supervisory controller, field gateway, BACnet device, local network switch or engineering laptop. The contract must identify each asset and the party responsible for its updates.

Identity and auditability are potential strengths

Require phishing-resistant MFA where supported, separate operator and administrator roles, customer-controlled permissions and short-lived privileged access. Every command, configuration change and login should be attributable to an individual, with synchronized timestamps and exportable logs. Ask whether the provider’s support staff use named accounts, just-in-time elevation and recorded sessions rather than shared credentials.

Cloud-specific risks to control

  • Account takeover: A stolen identity can expose multiple buildings. Enforce MFA, conditional access, least privilege and rapid credential revocation.
  • API and integration exposure: Treat every API token, connector and mobile application as a privileged path. Scope tokens, rotate them and block unused interfaces.
  • Provider or supply-chain compromise: Ask how software dependencies, subcontractors and administrative access are assessed and monitored.
  • Multi-tenant isolation: Obtain a clear description of tenant separation, encryption boundaries and testing for cross-tenant access.
  • Service outage: Confirm that schedules, alarms and safe operating states continue locally when the WAN, identity service or cloud platform is unavailable.
  • Data-location uncertainty: Establish where telemetry, video, occupant information and logs are stored, copied and deleted, including backup regions.

Cloud contract terms that matter

Put security obligations in the agreement, not only in a brochure. Require vulnerability-disclosure and patch SLAs, incident notification within a defined number of hours, log retention and access, secure integration requirements, backup and export capability, subcontractor disclosure, penetration-test summaries or equivalent assurance, and assistance with recovery and termination. Verify that the customer can disable vendor access without disabling life-safety functions.

When on-premise can be more secure

Local control and WAN independence

An on-premise BMS can keep time-critical control, schedules and alarms running during an internet or provider outage. It can also meet requirements that data remain within a facility or jurisdiction. Those advantages are meaningful only if local servers, power, storage and network paths are designed for failure and regularly tested.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The owner inherits the hard work

Common on-premise weaknesses include unsupported operating systems, delayed firmware updates, default or shared credentials, flat networks, unmanaged engineering workstations and integrator remote access that remains enabled indefinitely. A system that is physically inside a building is not automatically isolated; a compromised corporate laptop or a reachable VPN can provide a route to controllers.

Minimum operating discipline

  • Maintain an asset inventory covering controllers, supervisory servers, gateways, workstations, switches, firewalls, software versions and firmware.
  • Separate IT and OT into zones with firewalls and deny-by-default rules. Permit only documented protocols and destinations.
  • Use a controlled VPN or zero-trust access through a jump host. Require MFA, named accounts, time limits, approval and session logging for integrators.
  • Remove default credentials, prohibit shared administrator accounts and review privileges at least quarterly.
  • Monitor vendor advisories and apply tested patches within risk-based deadlines. NIST’s SP 1800-31 patch-management guide provides a model for inventory, risk-based prioritization and verification.
  • Keep offline or otherwise isolated backups of BMS databases, graphics, programs, controller configurations, certificates and network configurations.
  • Exercise restoration and failover, including a scenario in which the engineering workstation is unavailable.

Controls every BMS architecture needs

Segment the building-control network

Place controllers and supervisory systems in an OT zone separate from corporate user networks and guest Wi-Fi. Use firewalls or industrial gateways at each trust boundary. A cloud connector should initiate only the outbound sessions it needs; it should not create unrestricted inbound reachability. Review rules when a device, vendor or integration changes.

Secure remote administration

Remote access is often the fastest path to a BMS compromise. Replace direct internet exposure and permanent vendor tunnels with an approved access service or VPN terminating in a controlled jump host. Require MFA, individual accounts, time-bounded approval, recording or detailed logging, and automatic revocation. Keep a tested emergency method for disabling all remote sessions.

Patch what can be patched and isolate what cannot

Building equipment may have long lifecycles and limited patch support. Record unsupported devices, restrict their network paths, monitor their communications and plan replacement. Test updates against representative controllers and sequences before production deployment. “Patch available” is not the same as “patch applied and verified.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Detect abnormal behavior

Collect authentication events, configuration changes, alarm acknowledgements, remote sessions, firewall decisions and unusual outbound connections. Forward logs to a protected central store with synchronized time. Define who investigates repeated failed logins, a new administrator, unexpected controller writes or traffic to an unapproved destination.

Plan for safe degraded operation

Document what happens when cloud access, DNS, identity, a gateway, a supervisory server or a controller fails. Life-safety and critical environmental functions should enter a known safe state or continue from local logic. Test manual procedures, spare hardware, configuration restoration and communications with occupants and responders.

A practical assessment process

  1. Define the operational boundary. List every building, controller, supervisory application, gateway, cloud tenant, corporate connection and external service. Mark systems that affect life safety, security, refrigeration, laboratories or other high-consequence functions.
  2. Draw data and control flows. Show who can read telemetry, who can issue commands, where credentials are checked and which connections cross the internet or a corporate boundary. Include vendor and mobile access.
  3. Assign each control owner. For patching, identity, logs, backups, firewall rules, incident response and recovery, name the accountable party and backup. “Shared responsibility” without named tasks is a gap.
  4. Score evidence, not promises. Ask for current configuration samples, support procedures, log examples, test records and contract language. Mark controls as demonstrated, partly demonstrated or unverified.
  5. Test the failure paths. Simulate WAN loss, cloud outage, identity-provider failure, ransomware on an engineering workstation, a compromised vendor account and loss of the supervisory server. Record safe-state behavior and restoration times.
  6. Reassess after changes. Review the design when adding a building, gateway, API, vendor, firmware branch or corporate connection. Retire unused accounts and flows immediately.

Questions to ask a cloud BMS provider

  • Which components do you patch, and which remain the customer’s responsibility? What are the severity-based deadlines and maintenance notifications?
  • Is MFA mandatory for every human administrator and support user? Can the customer define roles, require approval and revoke provider access?
  • How are tenants isolated, and what independent testing or assurance covers that isolation?
  • Which logs are generated, how long are they retained, can the customer export them in real time, and who can alter or delete them?
  • Where are production and backup data stored? What are the retention, deletion and legal-access processes?
  • What happens locally when the WAN, cloud platform or identity service is unavailable? Are schedules, alarms and safe controls tested in that mode?
  • How are APIs, certificates, tokens, mobile apps and subcontractors governed?
  • How quickly will you notify us of a suspected breach or vulnerability, and will you provide relevant forensic data?
  • Can we retrieve complete configurations and historical data in a usable format if the contract ends?

Questions to ask an on-premise integrator or internal team

  • Is there a current inventory with owner, location, firmware, support status and criticality for every asset?
  • Which IT/OT zones and firewall rules prevent a workstation, guest device or corporate server from reaching controllers?
  • How are remote sessions approved, authenticated, recorded and disabled outside maintenance windows?
  • What is the patch and vulnerability process for servers, engineering workstations, gateways, controllers and network devices?
  • Are backups offline or otherwise protected from ransomware, and has a full restore been timed and documented?
  • Who watches logs and alarms outside business hours, and what triggers escalation to an incident-response team?
  • Can the building continue safely if the supervisory server, network link or primary integrator is unavailable?

Cloud, on-premise or hybrid: choosing by operating capability

Choose cloud-managed when

A cloud model is a strong candidate when the supplier can demonstrate mature MFA and role controls, tenant isolation, comprehensive logging, timely updates, incident response and tested continuity, while your organization can secure local gateways and integrations. It is particularly attractive when you operate many sites but cannot staff consistent OT patching and monitoring.

Choose on-premise when

Local operation, strict data residency or independence from a provider dominates, and you have qualified staff, documented procedures, spare capacity and budget for continuous OT security. The decision is unsafe if it is driven only by avoiding subscriptions while leaving patching and monitoring unfunded.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a hybrid design when requirements differ

Keep time-critical control and essential schedules local. Send only necessary telemetry through a segmented gateway or broker to cloud services. Separate every trust boundary, minimize outbound data, and define what happens if the cloud side disappears. Hybrid is not a shortcut: it creates more interfaces to inventory, patch, monitor and test.

What the evidence does—and does not—show

There is no directly comparable cloud-versus-on-premise BMS breach-rate statistic in the cited NIST and CISA material. A percentage claiming that one model has fewer incidents would be unsupported. The evidence supports a control-based conclusion: the safer architecture is the one whose exposure, identity, segmentation, patching, monitoring, continuity and response controls are demonstrably operated.

CISA’s #StopRansomware Guide recommends regular vulnerability scanning, timely patching, approved remote access and logical or physical segmentation between IT resources and operational technology. NIST’s resources on cybersecurity for building systems, BACS cybersecurity tips, and securing BACnet buildings support the same priorities: understand connectivity, reduce unnecessary exposure and protect both protocol and implementation weaknesses.

Frequently Asked Questions

Who patches a cloud-managed BMS?

The contract should identify responsibility for each layer. Providers commonly maintain hosted application infrastructure, while the owner or integrator may still need to patch gateways, controllers, engineering workstations, local networks and integrations. Require a written asset-by-asset matrix and severity-based deadlines.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can BACnet be secure over the internet?

Do not publish BACnet directly to the internet. Use segmentation, a controlled gateway or broker, authenticated and encrypted remote access where supported, least privilege, monitoring and explicit allowlists. Security depends on the implementation and surrounding controls, not the protocol name alone.

What is the first security improvement for an existing BMS?

Build an accurate asset and connection inventory, then remove direct internet exposure and permanent vendor access. Segment IT and OT, enforce MFA for approved remote access and establish tested backups before expanding integrations.
