Enabling monetization in Live Control Room is an ad-setting choice, not confirmation that your channel or this format qualifies. Your channel must meet YouTube Partner Program and content policies, you need the rights to everything in the stream, and ad delivery is not guaranteed.
What Live Control Room monetization does—and does not—mean
Eligible creators can enable monetization for a live stream and choose how to handle mid-roll ads. That setting does not establish that YouTube has approved a particular stream for monetization. Nor does it guarantee that an ad will be served to every viewer. YouTube describes the available settings and ad formats in its live-stream monetization guidance.

YouTube’s published help material explains general live-ad settings and channel monetization policies, but does not explicitly say whether a prerecorded video looped continuously as a 24/7 livestream is approved or disallowed as a distinct format. Treat the format-specific outcome as unresolved; YouTube’s channel review and ad-serving systems determine the result.
Check channel eligibility and content policies first
Join the YouTube Partner Program and accept the applicable module
To earn ad and YouTube Premium revenue from long-form or live videos on the Watch Page, a creator must be in the YouTube Partner Program and accept the applicable Watch Page Monetization Module. YouTube’s monetization options guidance explains that requirement. A monetization toggle in Live Control Room is not a substitute for channel eligibility.

Make the stream meaningfully original and valuable
YouTube’s channel monetization policies apply to live streams and assess the channel as a whole. Monetized content should be original and authentic, rather than generic, mass-produced, or repetitive. YouTube’s policy says reviewers may consider the channel’s theme, most-viewed and newest videos, share of watch time, metadata, and About section. Its reused-content policy also addresses existing material republished without significant original commentary, substantive modification, or educational or entertainment value.
For a continuous loop, consider what distinctive value viewers receive beyond seeing the same source material again. There is no published numerical threshold for how much variation is enough, and adding a live label or changing the stream title does not by itself demonstrate originality. YouTube’s policy clarification dated July 15, 2025 describes the channel-wide standards; it does not settle the eligibility of this exact format. YouTube states: “If your channel is found to be violative of any other policies, you will not be able to access monetization through the YouTube Partner Program.” See YouTube channel monetization policies.

Clear rights for the source and any archive
YouTube’s livestream terms require creators to hold the necessary rights for live content, including music licensing rights. Check both audio and visuals in the prerecorded source, and make sure the rights also cover any archived version of the stream. See YouTube’s livestream terms and conditions.
Choose mid-roll settings with viewer experience in mind
Once eligible, creators can use automatic, scheduled, or manual mid-roll ads. Pre-roll and display ads are automatically on when live monetization is enabled. YouTube says ad slots are not guaranteed to serve, regardless of the selected mid-roll approach.

For a 24/7 stream, a break schedule can repeatedly interrupt viewers who join at different times. Consider whether breaks fit the stream’s content and audience rather than choosing a short interval simply because it is available. YouTube reports that channels enabling live automatic mid-rolls had over 20% average uplift in instream ad revenue per hour compared with channels that did not. This was YouTube’s aggregate comparison across 207 countries in January 2024; it is not a forecast for an individual channel or evidence that a prerecorded 24/7 stream will qualify.
Eligible creators can configure live-stream monetization in Live Control Room; YouTube’s encoder livestream setup guide describes the workflow context. The settings do not override channel policy or rights requirements.

Keep a 24/7 YouTube stream running

- Review the entire channel—not only the livestream—for originality, reused-content concerns, metadata, and overall viewer value.
- Document rights for all audio and visual elements, including music, and for any stream archive.
- Choose automatic, scheduled, or manual mid-rolls based on content fit and viewer experience, not an assumption of guaranteed revenue.
- Do not treat a successful test stream or an enabled ad toggle as proof of approval for continuous prerecorded content.
