A written constitution can clarify an AI agent’s intended purpose and behavioral priorities. It cannot, by itself, control which tools the agent can use, what data it can reach, or when a person must review its actions. Effective governance connects written principles to technical permissions and continuing organizational oversight.
A word list can make priorities visible; it cannot prove that an agent will follow them in every setting. Anthropic’s constitution and NIST’s AI Risk Management Framework offer complementary ways to think about the gap between stated intent and operational control.
What an AI agent constitution does—and does not do
Anthropic describes a constitution as a natural-language document that establishes purpose and relationships. Its Claude’s Constitution says: “A constitution is a natural-language document that creates something, often imbuing it with purpose or mission, and establishes relationships to other entities.” Anthropic treats its constitution as a living framework, not a legal code mechanically applied to every situation. It says the current constitution has final authority when guidance conflicts.
That makes a constitution a way to state intended behavior and resolve competing instructions. It is not the same as a technical access policy. A model can be instructed not to access something, but whether it can reach that resource also depends on the system around it.

Why principles need operational controls
Anthropic describes an agent as a model that directs its own processes and tool use. The model is only one part of the system: the harness, tools, and environment also shape what the agent can do and how people can oversee it. A principle such as “protect private information” therefore needs to be reflected in the agent’s actual access, not only in its written instructions.

Anthropic identifies risks including reduced oversight, misread intent, unintended actions, and prompt injection. Its named principles include human control, alignment with human values, secure interactions, transparency, and privacy. Those principles are useful starting points for deciding what controls to put in place, but they do not substitute for those controls.

How a constitution differs from NIST’s AI Risk Management Framework
Anthropic’s constitution is principally a model-behavior and instruction-priority document. NIST’s AI Risk Management Framework (AI RMF 1.0, published in 2023) is an organizational framework for managing AI risks across a system’s lifecycle. They address different scopes and are complementary, not interchangeable standards.

NIST states: “Attention to governance is a continual and intrinsic requirement for effective AI risk management over an AI system’s lifespan and the organization’s hierarchy.” In the AI RMF, Govern is a cross-cutting function; it includes documented responsibilities, monitoring, review, and attention to the system’s lifecycle. The framework is voluntary and is intended to be adapted to an organization’s context and resources. It is not an agent-specific mandate.

Turn principles into controls people can review
A practical governance approach links each important principle to a responsible person, a technical or procedural control, and a way to check whether that control is working. This is an operational synthesis of the model-and-system view described by Anthropic and the continuous governance approach in NIST’s framework.
- State the intended behavior. Write the agent’s purpose, priorities, and approach to conflicting instructions in language that can guide decisions.
- Limit capabilities to the task. Review the harness, tools, and environment together. Restrict access to the data and actions required, rather than assuming that instructions alone will prevent unwanted access.
- Set human checkpoints. Decide which actions need approval or review, especially where an error could have significant consequences or be hard to reverse.
- Assign responsibility. Name who approves the agent’s use, maintains its configuration, monitors outcomes, and responds when something goes wrong.
- Monitor and revisit. Review how the agent behaves in its actual setting and update guidance and controls when its tasks, tools, environment, or observed risks change.
This sequence does not guarantee safe behavior. Its purpose is to keep the written intent connected to the system’s real capabilities and to make ongoing oversight someone’s responsibility.

What current agent standards work signals
NIST’s 2026 AI Agent Standards Initiative includes work on industry-led standards, open protocols, security, and identity. Separately, the National Cybersecurity Center of Excellence (NCCoE) is developing implementation-oriented resources on identity and authorization for AI agents and soliciting feedback. Its resource hub describes a planned SP 1800-series practice guide and reports that it received more than 600 comments on its concept paper.
These are active initiatives, not a finalized agent standard. Their focus on identity and authorization underscores a practical governance question: which agent is acting, on whose authority, and with what access? Organizations should distinguish work in progress from established requirements when planning controls.
