There is no single retention period or access list for license plate reader data. How long a record is kept, and who can search or receive it, depends on the vendor, local law, the agency’s contract and settings, and the type of record. Flock Safety says seven days is its standard retention period, but that is not a universal rule—even for every Flock deployment.
What a license plate reader record can contain
Automated license plate readers (ALPRs) capture more than a plate number. Flock says its system records plate images, vehicle characteristics, timestamps, and camera location identifiers. A system may distinguish ordinary plate reads from records associated with an alert or retained as evidence; retention rules for one category should not be assumed to apply to the others.
How long the data may be kept
The useful comparison is between a vendor’s stated standard, a customer’s chosen setting or contract, and any applicable legal requirement. These examples describe particular policies or deployments, not a universal schedule for every camera using the same vendor.

Flock’s state-specific contractual provisions illustrate that statutory and contractual terms can vary; the company gives Connecticut and Washington as examples with 21-day requirements. That figure should not be generalized to other states or record types.

Who can access license plate reader data?
Users at the agency operating the cameras
Flock says the customer agency manages user accounts and sharing settings. It describes role-based user assignment and says searches are logged for review. These are Flock’s statements about its own system; they do not establish how another vendor’s controls work or whether a particular agency routinely audits its logs.
Other agencies through sharing arrangements
Access can extend beyond the agency that owns or operates a camera when agencies share data or participate in a network. The ACLU’s analysis describes differences among vendors: it says Motorola’s NVLS service can provide access to very large volumes of plate reads, contrasts that with Flock’s National Lookup network, and says Axon sharing requires a department-level agreement. Those are the ACLU’s descriptions of vendor-specific arrangements, not evidence that every agency or officer can search every network.

Federal agencies through a specific pathway
In a 2025 report, the Associated Press said Border Patrol had, for a time, access to data associated with Rekor, Vigilant Solutions, and Flock. The AP reported that Flock alone had provided access to at least 1,600 readers across 22 states during that period, and that local agencies had sometimes searched on CBP’s behalf. Flock told the AP it had paused its CBP and HSI pilot programs at the time of the report. This describes a historical arrangement, not current access across all systems.
In a separate report dated August 13, 2026, the AP said thousands of law-enforcement agencies in 49 states could search and share Flock data across jurisdictions. That is the AP’s description of Flock’s network at the time, not a census of all ALPR vendors or proof that every agency had access to every camera’s data.

Requests made under legal process
Flock’s Evidence Policy says the company does not disclose customer data in response to legal process unless required by law, may challenge demands when appropriate, and notifies customers unless legally prohibited. That is the company’s stated policy for legal requests; it does not describe ordinary agency sharing or resolve how a particular request will be handled.

A vendor’s public default cannot tell you exactly what a nearby camera stores or who can search it. Look for the local agency’s written ALPR policy, contract or order form, retention schedule, and data-sharing settings. Then compare those documents with the law that applies in your state. The ACLU identifies retention, sharing, and use as key local policy choices; state-specific rules can differ substantially.

- Identify the camera owner or program. Start with your city or county police department, sheriff’s office, or the public agency named on the camera or program page.
- Request the governing documents. Ask for the current ALPR policy, vendor agreement and amendments, retention schedule, and any policy governing outside-agency access.
- Ask for the settings, not just the vendor’s standard. Find out how long ordinary non-hit reads are kept, how alert or evidentiary records are treated, and whether the agency selected a different period from the vendor’s stated default.
- Ask who can search and how access is reviewed. Request the list or categories of outside agencies with access, the rules for searches made on another agency’s behalf, and whether search logs are audited.
- Check the applicable state rule. Ask the agency to identify the statutory retention or deletion requirement it follows, including whether it treats non-hit reads differently from evidence or alert records.
