A studio stopping development does not automatically remove its games from sale or make them unplayable. Each game can have a different outcome: a publisher may keep selling or maintaining it, a store may stop new purchases while existing owners retain access, or online features may end. If a game depends on company-run servers to launch, a shutdown can make it unplayable. Check each title’s store, ownership, support, and server status separately.
What does it mean when a studio stops developing games?
“Stopped developing” can describe several different events, and they do not necessarily happen together:
- Development ends: No new content or active development is planned. The existing game may remain on sale and continue receiving support.
- The studio closes: The team or company ends, but that alone does not establish who owns a game, its distribution rights, or the infrastructure it uses. Check the publisher, game credits, company announcements, and any documented rights transfer.
- Support ends: Patches, customer service, compatibility updates, or new content stop. The game may still be sold or remain in owners’ libraries.
- A game is delisted: New purchases stop on a particular storefront. This does not necessarily remove the game from existing owners’ libraries.
- Online services end: Features that rely on company-run servers—such as matchmaking, account login, cloud saves, or access to user-created content—may stop. The effect on offline play depends on the game.
- Rights or licences change: Ownership or licensed material can affect a game’s sale or features, but a studio’s closure does not by itself prove that rights have transferred or expired.
These distinctions matter because a studio may not control a game’s publishing rights, store listing, or server operation. Valve’s Steamworks guidance on retiring a product, for example, asks sellers to consider lost distribution rights, server availability, and the timeline for changes.
Can you still play a game after it is delisted?
Often, existing owners can keep playing a delisted game, but storefront policies and a game’s technical requirements differ. On Steam, Valve says retired games remain in existing players’ libraries and can still be downloaded, installed, and launched. That is Steam’s stated policy; it is not a guarantee about other storefronts, external launchers, or online services a specific game requires.

Steam retirement is also a process for sellers, not a universal rule for every platform. Valve says sellers should coordinate with other stores selling Steam keys and explain what customers can expect, especially if hosted servers will become inaccessible. For free-to-play games, its guidance asks sellers to give at least 90 days’ notice, disable in-game purchases, and contact Valve. Steam refunds remain subject to the normal refund policy, although extended refunds may be possible in some cases. These procedures do not establish a general legal right to a refund.
What happens when a game’s servers shut down?
The key question is what the game requires those servers to do. A shutdown may remove only online features, leave an offline campaign intact, or prevent the game from being played at all. PlayStation’s notices illustrate the difference:

These outcomes are documented in PlayStation’s game-server decommission notices. For a specific title, read the notice for the exact game and platform. Check whether single-player play, authentication, matchmaking, cloud features, DLC, and locally saved content each rely on a service that is ending.
Can a publisher or preservation service keep a game working?
Yes, but continued maintenance is a title-specific decision, not an automatic result of a studio closure. A publisher may replace outdated online infrastructure, release a remaster, or keep a compatible edition available. A preservation program may update selected games, but its coverage is limited to titles it accepts.

Ubisoft replaced services for Anno 2070
In an update dated 31 August 2022, Ubisoft said it moved certain older online-service shutdowns from 1 September to 1 October 2022. For listed PC games, players could activate certain single-player DLC before the deadline to keep playing it; Ubisoft said the same DLC on consoles would remain downloadable and playable afterward. Ubisoft also said a taskforce updated Anno 2070 to replace its old online services so its online features could continue. These are historical, game- and platform-specific examples; check the game’s current notice for its present status. Ubisoft described remasters, including Assassin’s Creed III Remastered and the Anno History Collection, as part of its preservation efforts in that announcement. GOG maintains selected games through its Preservation Program
GOG says its Preservation Program quality-tests selected games and updates them for modern PC configurations. Its FAQ says the program is currently Windows-only, and that compatibility maintenance continues for included games even if they are delisted from sale. Inclusion is selective: GOG says games must be tested and not every title qualifies. The program is not a commitment to maintain a particular studio’s catalogue. How to check what will happen to a particular game
Use the game’s official notice and check the platform and edition you own. A purchase cutoff, a server shutdown, and an end to support may have different dates and effects.
- Check whether new purchases are still available. Look at the relevant storefronts and platforms; a listing on one store does not establish availability elsewhere.
- Confirm existing-owner access. Find out whether you can still download and launch the game, and whether it requires a separate publisher account, launcher, DRM check, or authentication server.
- Identify what depends on servers. Check multiplayer, matchmaking, events, account login, user-generated content, cloud saves, and any single-player launch requirement.
- Check what survives. Look for explicit information about offline modes, local saves and creations, purchased DLC, add-ons, and content hosted online.
- Read deadlines carefully. Confirm whether DLC must be activated or downloaded before a cutoff, and distinguish that date from any later service shutdown.
- Verify who is responsible. Check official announcements for the current publisher, rights holder, server operator, or a documented successor plan.
- Look for a supported alternative. Check whether the publisher has announced a service replacement, offline patch, remaster, maintained edition, or preservation-program version—and which platforms it covers.
A library listing alone does not guarantee that an external login or online feature will remain available. Do not assume that unofficial workarounds are lawful or technically viable; that depends on the game and the circumstances.

Do consumer laws require games to remain available?
There is no single answer for every country. In a response dated 5 June 2024, the European Commission said EU consumer-protection rules require transparency about material aspects of an offer and provide remedies when digital content or services lack conformity. It also said those rules do not set a specific duration for the supply of online video games. The Commission described individual disputes as matters for national courts and administrative authorities. This is an EU-level answer at that date, not a ruling on an individual game or a statement of the law in every jurisdiction. See the European Commission’s response of 5 June 2024.
