IO Interactive confirms that you have access to your unlocked outfits and gadgets during a New Game+ replay. The announcement does not provide a category-by-category inventory of other campaign progress that carries over.
Other campaign progress
The announcement does not say whether collectibles, challenges, mission ranks, upgrades, weapons, or story flags persist. It also does not identify which of those categories, if any, reset. Treat their New Game+ behavior as undocumented rather than assuming they carry over or are cleared.

There is no confirmed exhaustive reset list in IO Interactive’s announcement. Because it identifies outfits and gadgets as available but does not specify the status of other progress categories, it would be misleading to say that all other progress resets—or that everything carries over.

Do you have to play New Game+ on 00 difficulty?
No. New Game+ unlocks 00 difficulty, but it does not require you to use it. You can play with custom outfits and gadgets on Easy, Normal, Hard, or 00.
What 00 difficulty changes
IO Interactive describes 00 as a considerably harder setting. Enemies react faster to bodies and disturbances; some guard archetypes are replaced by tougher variants; gadget use is limited when a guard is in your line of sight; enemies can kill Bond in two hits; parry and sidestep timing is tighter; and fights provide less agency.

New Game+ is different from cross-progression
New Game+ concerns replaying the campaign. IOI Account cross-progression is a separate feature for sharing specified progress between linked platforms. The official cross-progression support article lists Tac Sim XP, clearance level, inventory, campaign and Tac Sim challenge progress, unlocks and inventory, and IOI Account rewards as shared. It also says game and DLC licenses are not shared. Those platform-sharing details do not establish what resets in a campaign New Game+ replay.
